摘要
政府角色的错位 ,给政府自身和高校发展都带来不利影响 ,转变政府角色已成为许多国家高教管理改革的重要内容。治理理论的提出为我们正确定位政府角色、纠正政府角色错位提供了有力的理论依据。治理视野下的政府角色转变趋势有以下几方面 :由管制型向服务型、从政策治校到依法治校、从政府的单边治理到政府、社会和公民共同参与的多边治理、从“善政”到“善治”。
