振兴老工业基地一定要走出新路子,既要充分认识到困难,也要增强振兴的决心和信心;要认识到我国老工业基地的根本问题是体制问题;要加快老工业基地国有企业改革的步伐;要充分发挥私有经济在老工业基地振兴中的作用;老工业基地要从实际出发,发挥区域优势,提高区域竞争力;要处理好老工业基地与新兴工业地区的关系。
We must find a new way to develop old industrial bases vigorously. We should recognize the difficulties, and we should increase our determination and confidence too. We should recognize that the basic problem of old industrial bases is the system problem. We should quicken the step of national enterprises' reform, making the private economy yield well in the development of old industrial bases. The old industrial bases should do from the realities, giving full play to regional advantages, raising regional competence, and to handle the relationships between old industrial bases and new industrial bases.
