摘要
目前,地质调查项目管理已经进入绩效管理新阶段,但还存在一些不足:配套制度碎片化,缺乏统一目标;项目和单位绩效评价分别由不同部门主抓;全过程绩效管理制度体系尚未健全完善等。本文梳理了国内外绩效管理的现状,结合全过程预算绩效管理机制对地质调查项目管理提出新要求,思考地质调查管理变革:为建立以绩效管理为核心的地质调查管理新型制度体系,可从"横向到边"的全方位绩效管理和"纵向到底"的全过程绩效管理两个措施来实施和落实。最后提出建议:进一步健全完善地质调查项目管理与预算财务管理的沟通机制,围绕项目绩效管理开展配套制度和支撑技术建设,为绩效管理提供机制和技术保障。
At present,geological survey project management has entered a new stage of performance management.However,it has some problems yet,such as,supporting system fragmentation,lacking unified goals;project and unit performance evaluation are in charge of by different departments respectively;the system of whole process performance management is not perfect and so on.Combined with new requirements which are proposed to geological survey project based on the whole process of budget performance management mechanism,the paper reviews the research status on the performance management at home and abroad and thinks about the management reform of geological survey:In order to establish a new system of geological survey management with performance management at the core,'transverse to the edge'of all-aspect performance management and 'vertically'of the whole performance management are putted forward to implement and carry out.Finally,the author suggests that further improve and perfect the communication mechanism of geological survey project management and budget financial management,carry out the construction of supporting system and the supporting technology around to project performance management.
