摘要
当前,地质调查供给侧结构性改革迈出重要步伐,结构调整形成新格局,管理制度创新取得重要进展,初步形成了地质调查治理体系。地质调查供给侧结构性改革存在两个方面的问题:一是形势变化的不适应;二是地质调查改革快速推进的不适应。为推进地质调查供给侧结构性改革,服务经济发展新常态,提出如下建议:(1)项目部署方面,健全完善国家地调项目与国家科技项目两个平台的协调联动机制;(2)队伍建设方面,在研究分析现有人才队伍与业务发展需要差距基础上,研究制定地质调查人才队伍发展规划;(3)预算管理方面,健全完善地质调查预算体系;(4)责任管理方面,进一步加强地质调查项目法人负责制和项目负责人责任制的目标管理、责任监督。
The supply-side structural reform of geological survey has taken an important step.A new pattern of structural adjustment has been made,and significant progress has been made in the innovation of management system.There are two problems in the structural reform:firstly is the change of situation;and secondly is the adaptation of geological survey reform.To promote the structural reform of the supply side of geological survey,the following suggestions are put forward:(1)the coordination mechanism of projects between the geological survey and science and technology should being improved;(2)on the analysis of the gap between the existing talents and the needs of business development,the development of the talent team of geological survey should being studied;(3)the budget system of geological survey should being perfected;(4)the target management of project of legal person and project leaders should being strengthened.
