摘要
校长在民办高校的内部治理中发挥着关键作用。当前我国民办高校校长的产生方式主要有举办者担任、内部培养、外部遴选和政府任命四种。从发展趋势看,外部遴选将成为我国民办高校校长的主要产生方式。明确校长的遴选标准、建立完善的外部遴选机制,是民办高校建立现代大学制度的必然要求。民办高校校长应具备教育者、管理者、社会活动者的素质;要优化校长的遴选过程,董(理)事会在作出校长聘任决定之前,应征得学校党组织的同意;要完善校长的评价激励机制,物质激励与精神激励并重;要向校长充分赋权并建立监督机制,实现'决策—执行—监督'的闭环运行系统。
The presidents of non-governmental institutions of higher learning play a key role in the internal governance of the institutions.At present,there are four main ways to appoint the presidents of non-governmental institutions of higher learning in China:held by the founder,internal cultivation,external selection and government appointment.In the future,external selection will become the main way for appointing the presidents of non-governmental institutions of higher learning in China.Defining the selection criteria for presidents and establishing a sound external selection mechanism are inevitable requirements for non-governmental institutions of higher learning to establish modern university systems.The presidents of non-governmental institutions of higher learning should have the quality of being educators,managers and social activists.In order to optimize the selection process,the board of directors shall obtain the consent of the university party organization before making the decision.It is necessary to improve presidents’evaluation and incentive mechanism including both material and spiritual incentives.It is also necessary to fully empower the presidents and establish a supervision mechanism to achieve a closed-loop operation system of'decision-execution-supervision'.
