摘要
本文简要介绍基础研究定义与内涵的演进,目标与功能的调整,投资、决策与执行主体的变化及投资的战略、方式与渠道;进而从坚持问题导向、完善投资机制、重在制度变革和承担社会责任四个方面简要论述了我国当前开展基础研究要特别关注的几个问题。
This paper briefly introduces the evolution of the definition and connotation of basic research,the adjustment of objectives and functions,the change of investment,decision-making and implementation subjects,as well as the strategies,ways and channels of investment.Then,this paper briefly discusses several problems that should be paid special attention to in carrying out basic research in China from four aspects of sticking to the problem orientation,improving the investment mechanism,focusing on the system reform and taking on social responsibility.
