摘要
公用事业民营化的改革过程中,民营化的"市场"属性与公用事业的"公共"属性之间的矛盾,必然导致公用事业市场化过程中关于经济效率、社会公平、公共安全、政府"寻租"等多方面的公共风险。宏观上来说,公用事业民营化改革又对我国社会经济的发展有着非常重要的作用。因此,针对民营化的风险,必须采取有效措施从多方面加以防范和控制,努力使改革沿着以公共利益为本的方向良好发展。
In the reform of privatization of public utilities,the contradictions between the"market"nature of privatization and the"common"nature of the public utilities will inevitably lead to the public risks,such as economic efficiency,social equity,public safety,government"rent-seeking"and so on.However,from the macro point of view,the privatization of public utilities reform plays a very important role in the development of social and economic in China.Therefore,against the risks in the process of privatization of public utilities,effective measures must be taken to prevent and control risks from different angles,to ensure good development of the reform along with the direction of public interest-oriented.
