摘要
随着经济的高速发展,我国产能过剩和环境污染问题日益突出。本文利用2000-2012年全国29个省市的面板数据,采用面板向量自回归(PVAR)方法,讨论并分析了我国工业产能过剩程度、经济波动水平和环境污染水平之间的关系特征。结果表明:我国工业产能利用率、工业总产值增长率和环境污染综合指数之间存在长期稳定的协整关系;产能利用率和环境污染综合指数是工业总产值增长率的Granger原因,且产能利用率是环境污染综合指数的Granger原因;提高环境污染水平指标能够对产能过剩起到抑制作用,并由此提出了解决产能过剩问题的相关建议。
With the rapid development of economy,overcapacity and environment pollution problems are increasingly severe in our country. This paper analyzes the impact features among the degree of industrial overcapacity,the level of economic fluctuations and environmental pollution levels by using 1998- 2010 panel data from 29 provinces and cities across our country and the method of panel vector autoregressive( PVAR). Results show that there exists a long- term stable cointegration relationship among Chinese industrial capacity utilization,growth rate of industrial gross value and comprehensive index of environmental pollution. Besides,capacity utilization and comprehensive index of environmental pollution are Granger causes of growth rate of industrial gross value and capacity utilization is a Granger cause of comprehensive index of environmental pollution. What’s more,improving the level of environmental pollution indicators can inhibit the excess production capacity. Finally,the paper has also put forward the suggestions to solve the problem of excess production capacity.
