摘要
我国公立医院的薪酬问题实质是公立医院管理模式问题乃至医疗管理体制问题在薪酬中的投射和缩影。改革公立医院薪酬制度,应立足于公立医院行业特点,基于推动公立医院公益回归与效率提升的综合治理视角,从宏观体制顶层设计、中观管控模式建构、微观薪酬科学设计等三大方面建构我国公立医院的薪酬治理体系。
The salary issue at public hospitals in China is becoming a mirror and microcosm of the public hospital management model problems and even the medical management system issue in the remuneration. The reform of salary systems in public hospitals should be based on the characteristics of public hospitals, from the comprehensive governance perspective of promoting public hospitals’ public welfare nature and efficiency improvement. The construction of the salary governance system at public hospitals in China should be conducted form there perspectives including top-level design in the overall scheme, the construction of management and control model at the intermediate level, and the scientific design of salary at the specific level.
