摘要
通过对公共危机管理中"危机管理"与"常态管理",政府干预与公众参与,管理模式的本土化与借鉴国外经验,信息自由披露与舆论合理导向,以及制度安排与硬件建设五个关系的分析,认为正确认识和处理上述几个关系能及时纠正公共管理中的认识误区,从而利于公共管理的有效进行。指出提升政府公共管理的危机管理意识,合理进行公共舆论导向,正确对待公共危机管理中制度安排同硬件建设的辩证关系是高效、正确处理公共危机事件的前提,是提升公共管理整体水平的根本保证。
Discusses the five relationships in the process of public crisis administration, i.e., that between crisis and routine administrations, government intervention and public participation, domestic administration mode and foreign experience used, free revelation of information and public opinion under proper guidance as well as the system setup and hardware establishment. Understanding and dealing correctly the with five relationships will correct in time the misunderstood matters in public administration, thus facilitating them to run well. The prereguisite for dealing correctly and efficiently with the events of public crisis includes the following requirement in the administration, i.e., to enhance the awareness of government in the administration of public crisis, to guide properly the public opinion and to deal correctly with the dialectic relationship between system setup and hardware establishment in the administration process of public crisis. These requirements are also the basic conditions to make sure that the level of public administration can be enhanced as a whole.
