摘要
从医院科室二级托管的实践入手,就以科室聘用淡化行政任免的人事制度改革;以岗位薪酬取代工资奖金的分配制度改革;以双一百成本核算替代单一百测算的运行机制改革;以杠杆调控取代直接控制的管理体制改革四个方面,对调动托管科室经营自主性和能动性,转变各级管理职能,健全多元职能体系等进行了探讨,进一步阐明了院科二级托管对医院经营管理的推动作用。
Based on 4 aspects, namely, the practice on 2-class trusteeship to department/section in hospitals and the personnel reform tophase out the administrative appointment by recruiting by department/section; the division reform to replace salary/reward by positionremuneration; the operation mechanism reform to replace single hundred estimation by double-hundred cost accounting; managerial systemreform to replace direct control by lever control; the article explores the motivation of independence and dynamics of 2-class trusteeship operationand management to department/section, transform of managerial functions at various levels, improvement of multi-factor function system. Itfurther exposes the role to promote 2-class trusteeship operation and management to department/section in hospitals.
