摘要
回顾了1989年至1998年中国医院评审的历史;介绍了目前正在进行的“医疗机构评审课题”基本运作与试点情况,并对《医院评审标准》中医院功能与任务、医院管理、质量管理与改进、医院设施与安全、医院服务、医院绩效与评价等6个方面的基本内容作了简要阐述。认为中国恢复医疗机构评审制度的时机已基本成熟;强调新一轮医院评审应在“质量、安全、服务、绩效”的指导方针下设立评价指标体系,并把握好医院评审的实质是医院保障质量与病人安全的质量认证这一切入点。
The article reviews the history of hospital accreditation from 1989 to 1998; introduces the current operation and pilot trial of Subjectfor Accreditation to Medical Institutions. It also briefs the 6 basic components of 《hospital accreditation standards 》, namely the functions and tasksof hospital, hospital management, quality control and improvement, installations and facilities in hospital and safety, services in hospital as well asperformance in hospital and its assessment. It holds the view that basically it is now the opportunity to restore the system to conduct accreditation tomedical institutions in China; it emphasizes that assessment index system should be established for the new round of hospital accreditation under theguideline of “quality, safety, service and performance” and the essential for hospital accreditation is to guarantee the attestation for quality and thesafety of patients.
