摘要
袁世凯政府时期推行了一系列文官制度,并形成自身的一些特征。如体系较为完备、考试录用与特擢、任命、甄用甄别相结合、制定了严厉的文官纪律、实施过程的循序渐进、对官吏的惩戒十分严厉和带有浓厚的封建色彩等。概括总结这些特征,对于进一步深入研究我国近现代文官制度具有积极推动作用。
A series of government official systems were carried out at the peried of Yuanshikai Government. The systems have characteristics of their own. The systems were relatively sound in that they had worked out severe official disciplines, appointed officials by examination or by their special merits. The systems were carried out step by step. They were feudal in that they set forth severe rules for punishing officials for their wrongs. The generalization of these characteristics will be beneficial to further study of present official systems in our country.
