摘要
改革开放以来,人才流动在我国成为有目共睹的经济和社会现象。人才流动有助于人力资本的优化配置,激励人才创新,并以其溢出效应影响社会生产力的全面发展。同时,人才流动也存在着风险,人才流失对流出地是一种成本或损失,并由此形成了流动人才与流出地之间的矛盾。本文深入分析我国人才流动的特点,解析人才流动的正、负效应,提出化解人才流动风险的现实措施。
From reform and development, brain flow is becoming the conspicuous economic and social phenomenon in China. Brain flow can benefit the allocation of manpower resources and influence the overall development of social productivity with it's overflow effect while brain flow is also a kind of loss in some way. This paper studied the characteristics of brain flow, analyzed the positive and negative overflow effect, gave some ideas about solving the risk of brain drain. All of these may be significant.
