摘要
为了解决规划中广泛存在的综合决策问题,该文提出了基于区间层次分析法的城网规划综合评判决策方法,并应用于城网规划的实际案例,结合实例按步骤介绍了采用该方法进行城网规划综合评判决策的计算过程。文中提出了一种新的区间判断矩阵一致性的校验方法,并改进了区间判断矩阵的权重求解算法。在实例决策中建立的城市配电网规划方案综合评判 AHP 层次结构具有较大的普遍意义。实例计算表明,该文提出的方法简化了电网规划方案综合评判决策这一复杂问题,较好地将专家经验与定量计算相结合,合理地处理了决策因素的不确定性和专家判断的模糊性,是一种实用的城网规划综合评判决策问题的解决方法。
In order to solve multi-attribute decision-making (MADM) problem in urban power system planning, an interval analytic hierarchy process (IAHP)-based method is proposed and applied to a practical planning case. In this case, a whole process of the IAHP-based MADM method is illustrated step by step. Inside the proposed method, an index to evaluate the consistence of IAHP judgment matrix is built up; and the algorithm of weight solution in IAHP is also improved. Furthermore, the hierarchy set up in the case can be widely applied to similar cases in urban power network planning. The case study indicates that the presented approach significantly simplifies the complicated MADM problems in the planning, and combines the advantages of both human expertise and computing power from machine calculation. Meanwhile, the interval technology enables the method to successfully deal with uncertainties in MADM attributes and vague of experts’ judgment. it is summarized that the IAHP-based MADM method is a practical solution in urban power system planning.
