摘要
实现政府行为的规范化是依法治国的必然要求与体现。政府行为规范化应是合法化、合理化、自律化的统一。政府行为的规范化包括多个环节 ,结合现实问题 ,公共政策制定行为的规范化、行政许可行为的规范化和行政处罚行为的规范化是其三个关键环节。
Standardizations of the government's behavior is a must for governing China by law, which should be legitimate and reasonable, which includes three crucial sequences in accordance with the real situation, namely: the standardizations of making public policy, of administrative permission and of administrative penalty.
