摘要 为了适应高等教育的迅猛发展,对高校已经过时的内部管理体制进行改革已显得十分重要。但高校内部管理体制改革需要一个“动力系统”来推动它.笔者以为该动力系统已基本形成,它包括:国际间综合国力的激烈竞争,这种竞争要求为参与国际竞争培养人才的高等院校作出积极的应答;我国改革开放的大环境已经形成,高校管理体制像其他行业一样改革势在必行;高校之间的竞争正形成优胜劣汰的格局;扩招对高校带来了巨大压力;广大教职工非常希望能尽快改革管理体制和不合理的分配体制.这些因素正形成促使高校内部管理体制改革的强大动力。 It has been increasingly important to carry out reforms on the outdated interior managing sys- tem of higher learning to cater to its rapid development. But the reforms have to be promted by a motive force sys- tem. The author thinks such system has taken shape in China. Namely, there is an intense competition of compre- hensive power between nations which requires a carresponding change in colleges and universities to participate in global competition in cultivating talents for society. The surroundings favorable for the economic reforms and open- ing up has been established. like that in other professions, reforms on managing system have to be implemented without delay. Competitions between colleges would help form the situation of the survival of the fittest. More en- rollments into colleges have brought about great pressure on colleges and universities. All the college working staff hopes to carry out reforms on managing system and unreasonable distribution system. The above factors now have become a strong motive power to push forward the interior managing system in colleges and universities.
