摘要
当前我国区域公共品的提供呈现出提供不足与提供过剩并存的局面,这是由于区域内各地区分散提供公共品,在提供区域公共品方面陷入了合作的“囚徒困境”。突破困境的办法就是加强区域规划,指导区域合作的方向,明确公共品提供的层次,组织成立拥有一定财力的机构来负责区域公共品的提供。
At present, the insufficiency and oversupply of the regional public goods (RPG) are coexisting in our country. The reasons are as follows: each district in the region has the right to decide the supply of RPG, and they would fall into the prisoners' dilemma of the co-operational supply of RPG. The way of breaking the dilemma is institutional innovation, that is, to enforce the regional plan which directs the co-operating in the region, and to clear the supply turn of the public goods, and to establish a organization which has some finance to provide the RPG.
