摘要
人力资源管理是传统人事管理在现代社会经济环境变迁下的发展结果,人力资源管理需要良好的外部环境与之相适应,而目前在中国推行人力资源管理还缺乏良好的外部环境。我们应从推进经济增长方式转变、深化行政管理体制和干部人事制度改革、加强社会主义法制建设、大力发展科学技术与教育事业、构建中国当代人文精神等方面,去努力构建人力资源管理的良好外部环境,为人力资源管理的推行创造条件。
Human resources management is the developments of traditional personnel management under the change of modern social surroundings. Human resources management needs correspouding favorable surroundings. China have not had favorable surroundings yet.We should try to construct well exterior environment of human resources management through the aspect of promote change of economical increase pattern, promote the reformation of administrati on system and cadre turnover system, strengthen the construction of socialism juristical system, develop science technic and educate enterprise, construct contemporary Chinese human spirit, ect. We should create conditions for enforcement of human resources management.
