摘要
习近平总书记强调,在社会主义制度下如何规范和引导资本健康发展,这是新时代马克思主义政治经济学须研究解决的重大理论和实践问题。公有资本是资本范畴在社会主义市场经济中的重要实践形式,其生成是理论逻辑和历史逻辑共同演化的结果。本文从资本的本质规定出发,论证了资本存在的必然性及其所蕴含着的公有资本生成的理论可能性,以及在社会主义初级阶段公有资本生成的现实必要性。提出公有资本的存在与发展,不仅能够调动广大人民群众的积极性和创造性,创造更多的社会财富,而且能够保证让人民群众共享经济社会发展成果,进而提出新时代做强做优做大公有资本的实践路径。General Secretary Xi Jinping emphasized that how to regulate and guide the healthy development of capital under the socialist system is a major theoretical and practical problem that Marxist political economy in the new era must study and solve. Publicly owned capital is an important practical form of the category of capital in the socialist market economy, and its generation is the result of the co-evolution of theoretical logic and historical logic. Starting from the essential provisions of capital, this paper argues the necessity of the existence of capital and the theoretical possibility of the generation of public capital implied by it, as well as the practical necessity of the generation of public capital in the primary stage of socialism. It is proposed that the existence and development of publicly owned capital can not only mobilize the enthusiasm and creativity of the general public and create more social wealth, but also ensure that the people can share the fruits of economic and social development, and then put forward the practical path of strengthening, improving and expanding publicly owned capital in the new era.
