摘要
构建乡村社会治理共同体是推进乡村治理体系和治理能力现代化的重要方式,也是顺应中国式乡村现代化发展的现实需求。农村协商民主作为我国基层民主政治建设的一项重要制度创新,在推动乡村治理现代化的进程中起到至关重要的作用,有助于乡村社会治理共同体的构建。文章借鉴IAD框架的分析思路,立足“有事来协商”个案实践经验,提炼农村基层协商民主助推社会治理共同体建设的运作机制,并从提升治理主体的治理能力、建立协商对话的运行规则、坚持话语共识的实践导向、增强多元主体的治理共同体意识等方面提出建设乡村社会治理共同体的协商民主路径。
Building a rural social governance community is an important way to promote the modernization of the rural governance system and governance capacity. It is also in line with the realistic needs of the development of Chinese-style rural modernization. As an important institutional innovation in China's grassroots democratic political construction, rural consultative democracy plays a crucial role in the process of promoting the modernization of rural governance and contributes to the construction of rural social governance community. The article draws on the analytical ideas of the IAD framework. Based on the practical experience of the case study of “Consultation on Matters”, the article extracts the operational mechanism of rural grassroots consultation and democracy to promote the construction of social governance community. It also puts forward the path of consultative democracy in building a rural social governance community from the aspects of improving the governance capacity of the governing subjects, establishing the operating rules of consultative dialogue, insisting on the practical orientation of discourse consensus, and enhancing the sense of community among multiple subjects.
