摘要
农村公共文化服务体系建设是一项重要的民生工程,直接关系到农民的基本文化权益及农村社会和谐的稳定。近年来河南省公共文化服务体系建设成绩显著,但相较城市,农村地区的进展仍显滞后。以柘城县为例,现阶段全县在文化设施、群众文化生活、文化遗产等方面已取得较大成果,但仍存在制度不够健全、文化设施建设比较薄弱、利用率低、公共文化专业人才缺乏等问题,不能充分满足农民群众日益增长的公共文化服务需求和对美好生活的新期待,迫切需要完善农村文化管理体制机制。为此,文章认为通过加强政策支持和法律保障、加强基础设施建设、建立健全农村公共文化服务体系建设人才培养机制、健全文化资金投入保障这些措施,可以逐步完善农村公共文化服务体系,满足农民日益增长的文化需求,促进农村文化的繁荣发展。The construction of rural public cultural service system is a livelihood project, which is related to the basic cultural rights and interests of farmers and the harmony and stability of rural society. In recent years, the construction of the public cultural service system in Henan Province has achieved remarkable results, but for rural areas, it still lags behind relatively. Taking Zhecheng County as an example, at present, the county has achieved significant results in cultural facilities, mass cultural life, cultural heritage, cultural market, cultural tourism and creative industries. However, there are still problems such as inadequate systems, weak construction of cultural facilities, low utilization rate, and lack of public cultural professionals, which cannot fully meet the growing demand for public cultural services and new expectations for a better life among farmers. There is an urgent need to improve the rural cultural management system and mechanism. Therefore, the author believes that by strengthening policy support and legal protection, enhancing infrastructure construction, establishing a sound talent training mechanism for rural public cultural service system construction, and improving cultural fund investment guarantee, the rural public cultural service system can be gradually improved to meet the growing cultural needs of farmers and promote the prosperity and development of rural culture.
