本文以人民城市理念为指引,梳理了天津市在城市基础设施配套建设管理体制方面的改革政策及其实施情况,总结了改革政策实施五年来,新的工作机制、管理机制在推动城市基础设施建设等方面取得的成效。同时对近年来城市基础设施建设工作中...本文以人民城市理念为指引,梳理了天津市在城市基础设施配套建设管理体制方面的改革政策及其实施情况,总结了改革政策实施五年来,新的工作机制、管理机制在推动城市基础设施建设等方面取得的成效。同时对近年来城市基础设施建设工作中面临的新情况、新问题也做了总结并分析了其原因。在此基础上,结合继续深化完善改革政策的必要性,从优化审批机制、完善资金保障等方面进行了深化改革的对策研究,提出了相应对策建议。This paper, guided by the concept of people’s city, combs through the reform policies and their implementation regarding the management system of urban infrastructure supporting construction in Tianjin, summarizes the achievements made by the new working and management mechanisms in promoting urban infrastructure construction over the past five years since the implementation of the reform policies. Meanwhile, it also summarizes the new circumstances and problems faced in urban infrastructure construction work in recent years and analyzes the causes. On this basis, considering the necessity of continuously deepening and improving the reform policies, it conducts countermeasure research on deepening the reform from aspects such as optimizing the approval mechanism and perfecting the capital guarantee and puts forward corresponding countermeasure suggestions.展开更多
