Delivering Tram-Based Boulevards: Learning from Opportunities and Challenges in Three European City Case Studies

Increasing calls for zero-carbon cities invite transformative solutions for people and places within our cities around the world. Key to the transformation is cities and regions shifting in mobility away from fossil-fuel based car-oriented solutions. The paper investigates a range of case studies where “tram-based boulevards” have been planned or implemented to provide such opportunities. The case studies share a common broader policy objective: to transform the car-oriented or car-saturated areas to an intensified urban template based on a critical presence of dedicated mid-tier transit infrastructure and active transport. “Trams”, or mid-tier, mid-capacity transit when combined with Transit oriented development (TOD) along whole corridors can provide transformative pathways towards zero-carbon outcomes as well as multiple, strong urban benefits. However, many successful or instructive examples of this practice from non-English speaking countries, particularly in Europe, are underdocumented in the international literature. The paper addresses this gap by investigating opportunities and challenges evident in a range of European case studies. These are explored for insight towards policy learning particularly in New World cities seeking to transform into a zero-carbon and more transit-oriented template: How can decision-makers avoid repeating the identified pitfalls, and instead focus on emulating the successful approaches and outcomes? We conclude the need for recognition of the inherent synergies between transport and land use settings in any endeavour, and their translation into policy priorities in both fields of planning. We also conclude the importance of decision makers proactively identifying and critically appraising specific opportunities for change, concerning funding, technology, public opinion, stakeholder alliances or market dynamics, and capitalising on them at suitable moments in time. 展开更多

Recent innovations in transport technology are now providing mobility that is cheaper, autonomous, electric, and with improved ride quality. While much of the world’s attention has been on how this can be applied to cars, there have been rapid adoption of these and other technologies in High Speed Rail and Metro Rail systems that run between and across cities. This paper shows how such innovations have now been applied to create the next generation of urban transit system called a Trackless Tram. Trackless Trams are effectively the same as traditional light rail except they run on rubber tyres avoiding disruption from construction for Light Rail, but they retain the electric propulsion (with batteries) and have high ride quality due to rail-type bogies, stabilization technologies and precision tracking from the autonomous optical guidance systems—with infrastructure costs reduced to as low as one tenth of a Light Rail system. As with Light Rail, a Trackless Tram System provides a rapid transit option that can harness the fixed route assurance necessary to unlock new land value appreciation that can be leveraged to contribute to construction and running costs whilst creating urban regeneration. The paper considers the niche for Trackless Trams in cities along with its potential for city shaping through the creation of urban re-development along corridors. The paper suggests that the adoption of Trackless Tram Systems is likely to grow rapidly as a genuine alternative to car and bus systems, supplementing and extending the niche occupied by Light Rail Transit (LRT). This appears to be feasible in any medium-sized or larger city, especially in emerging and developing economies, and case studies are outlined for Perth and Thimpu to illustrate its potential. 展开更多

The 21st century promises some dramatic changes—some expected, others surprising. One of the more surprising changes is the dramatic peaking in car use and an associated increase in the world’s urban rail systems. This paper sets out what is happening with the growth of rail, especially in the traditional car dependent cities of the US and Australia, and why this is happening, particularly its relationship to car use declines. It provides new data on the plateau in the speed of urban car transportation that supports rail’s increasing role compared to cars in cities everywhere, as well as other structural, economic and cultural changes that indicate a move away from car dependent urbanism. The paper suggests that the rise of urban rail is a contributing factor in peak car use through the relative reduction in speed of traffic compared to transit, especially rail, as well as the growing value of dense, knowledge-based centers that depend on rail access for their viability and cultural attraction. Finally, the paper suggests what can be done to make rail work better based on some best practice trends in large cities and small car dependent cities. 展开更多

Why Fast Trains Work: An Assessment of a Fast Regional Rail System in Perth, Australia

Perth’s new 72 km long Southern Rail System opened in 2007. With a maximum speed of 137 km/hr and an average speed of almost 90 km/hr this system acts more like a new high speed rail than a suburban rail system, which in Australia typically averages around 40 km/hr for an all-stops services. The Southern Rail Line was very controversial when being planned as the urban areas served are not at all typical of those normally provided with rail but instead were highly car dependent and scattered low density land uses. Nevertheless it has been remarkably successful, carrying over 70,000 people per day (five times the patronage on the express buses it replaced) and has reached the patronage levels predicted for 2021 a decade ahead of time. The reasons for this success are analyzed and include well-designed interchanges, careful integration of bus services, the use of integrated ticketing and fares without transfer penalties and, crucially the high speed of the system when compared to competing car based trips. The Southern Rail Line in effect explodes the current paradigm of transfer penalties, exposing this as a myth. The lessons for transport planning in low density cities are significant, and are explored further in the paper. 展开更多

This paper is a review of the impact on transport in the Asian region where enforced lockdowns and transport reductions have come with real human costs in the areas of economic development and access to jobs, society and services from various perspectives including urban planning and transport, economy, GHG and air pollutant emissions and gender as some of the areas of focus in the Sustainable Development Goals. Transportation systems with a high level of planning, flexible modes of transport and good communication with the public have proved more resilient than others. Furthermore, digital infrastructure has proven to be a key transport solution through this crisis. Data collection and real-time analysis have proven that their time has come to be effective in urban planning and transport management. Digital infrastructure is also driving online shopping and urban delivery services that allow people seeking to be socially distant to access daily necessities in a fast and relatively inexpensive manner. Making use of new global data sets and computing techniques can help cities and countries to plan better. Developing countries will need to improve their ability to gather relevant data from public and private sources and furthermore use the data to achieve more resilient, </span><span style="font-family:Verdana;">sustainable transportation. A Public-Private Partnership Procurement Approach to Sustainable Transport—Zimbabwe Case

Zimbabwe has serious financial constraints so the only viable option to procure infrastructure is through engaging the private sector in public-private partnerships to enhance the chances of successfully undertaking public projects like sustainable transport. This study creates the basis for a potential public-private partnership with a trackless tram/solar energy project in Bulawayo which has multiple advantages for sustainable development goals. It identifies six other projects in Zimbabwe that can provide some guidance for developing an appropriate PPP that could assist procure such infrastructure. The projects are drawn from the three critical sectors of the economy: power generation, highways/transport, and water/sanitation. Empirical investigations of these projects reveal the effectiveness of the PPP concept to deliver infrastructure for emerging economies. This suggests an ideal PPP arrangement that increases the likelihood of getting projects like the proposed sustainable transport project in Bulawayo implemented quickly and efficiently, especially if formulated to incorporate the project’s local socio-economic dynamics. 展开更多
