Main focus is to determine the objectives and meth...The objective of the work is to define and evaluate the normative approach in the programming and implementation of rural development in the European Union countries. Main focus is to determine the objectives and methods of implementation and achieve these objectives in various ideological documents, strategies, programs, and development policies. The present work was created on the basis of documents and publications by community bodies and institutions as well as open literature on this subject. The study presents ways of defining rural areas, strategies, and development programs in Europe （Lisbon Strategy, Europe 2020 Strategy）, tasks of major Community policies towards rural areas （common agricultural policy, cohesion policy）, Cork ideological declarations, multifunctional development concepts and smart development. Innovative approaches include the concept of smart city, smart village, smart specializations of regions, and the urban-rural partnerships.展开更多

An ASKANIA borehole tiltmeter which consists of a vertical pendulum with two degrees of freedom was installed in Xiangshan station,Beijing,in May 1989 in order to monitor the earthquake-reiated crustal deformations.Th...An ASKANIA borehole tiltmeter which consists of a vertical pendulum with two degrees of freedom was installed in Xiangshan station,Beijing,in May 1989 in order to monitor the earthquake-reiated crustal deformations.The preliminary results indicate that the resolution of the instrument is better than 0.05 msec for tidal amplitudes.The daily total tidal amplitude is about 20 msec.The spectral analysis of the first four months data provides a signal-to-noise ratio of 】 100 for the main semi-diurnal waves.The non-tidal tilts for one year data are dominated by a long term drift with the rate of 0.9 msec/day for X-component and 1.1 msec/day for Y-component.In addition,the tilt observations are affected by meteorological factors,especially by rainfall.The results of modelings of the fault-creep related tilts and responses of tilts to earthquakes suggest that the tilt measurements are very sensitive to the change in tectonic strain and stress fields near the site where the tiltmeter is installed.The展开更多

The calves are born in March-April.The Finless porpoises are usually seen in groups of five or six individuals.The blowof Lipotes lasts 0.2--0.6 sec and that of Neophocaena 0.2--0.5 sec. In Lipotes,a short divewould take 10--20 sec and a long dive up to 1--2 min (average value being 31 sec). InNeophocaena a long dive would reach a maximum of 65 sec with an average of 17.5 sec.Lipotes has a pair of functional eyes. The selective secondary atrophy of a number of eyemuscles and nerves and the position of the eyes in the head correspond with the physical con-ditions of the environments so that the field of vision is directed forwards and upwards. When pursued by motor boat, both species react with a long dive and a change of direc-tion under water. With the Baiji this would occasionally cause fatal injuries by thepropeller of the ship. Such a case seems much less often with Neophocaena. The populationof Lipotes is at present very small.In the stretch of the river (between Nanjing andTaiyangzhou) under exploration, we found scarcely more than one dolphin per 4 km.
