This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protec...This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protection function,including wave energy dissipation,storm surge damping,tsunami mitigation,adjustment to sea level rise and wind speed reduction,which are sys-tematically summarized in this study.Moreover,the study analyzes the extensive physical models,based on indoor flume experi-ments and numerical models,that consider the interaction between mangroves and hydrodynamics,to help our understanding of mangrove-hydrodynamic interactions.Additionally,quantitative approaches for valuing coastal protection services provided by man-groves,including index-based and process-resolving approaches,are introduced in detail.Finally,we point out the limitations of previous studies,indicating that efforts are still required for obtaining more long-term field observations during extreme weather events,to create more real mangrove models for physical experiments,and to develop numerical models that consider the flexible properties of mangroves to better predict wave propagation in mangroves having complex morphology and structures.展开更多

The occurrence and impacts of disasters including the education sector can be studied through a social problem lens. This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery.展开更多
On July 10,2004,Beijing was hit by the rainstorm that has not been seen for many years,which caused water accumulation in many places of the urban area,power supply interruption in many places,and traffic paralysis fo...On July 10,2004,Beijing was hit by the rainstorm that has not been seen for many years,which caused water accumulation in many places of the urban area,power supply interruption in many places,and traffic paralysis for nearly 5 h. On July 12,2004,the rainstorm in Shanghai lasted less than 1 h,but it caused 7 deaths,more than 20 injuries,extensive power outages and traffic paralysis. At the end of 2005,the continuous snowfall in Weihai City of Shandong Province for half a month caused direct economic losses of over 200 million yuan,and the continuous heavy snowfall had a serious impact on people’s lives. From July 17 to 23,2021,Henan Province suffered a rare extremely heavy rainstorm in history,with a direct economic loss of 120.6 billion yuan. Faced with such urban meteorological disasters and other types of urban disasters,combined with the current situation of disaster prevention and reduction in China,what will managers,decision-makers,and experts and scholars think about from them.展开更多

The study aims to provide a comprehensive assessment of the barriers to cancer prevention, including both infrastructure and behavioral factors, and identify potential solutions to address these challenges. Study Design: Comprehensive literature review. Methods: The following databases were searched: National Center for Biotechnology Information (NCBI) and PubMed (U.S. National Library of Medicine at the National Institutes of Health). The keywords used in the search included “Cervical Cancer”, “Human Papillomavirus Vaccination (HPV)”, “Ukraine”, “Eastern Europe”, “Healthcare Infrastructure in Disasters”, “Cervical Cancer Prevention”, “Pap Smear”, and “HPV Testing”. Results: A total of 3500 articles were screened. A total of 65 articles met the inclusion criteria. Limited public awareness and limited access to vaccination and screening, combined with inadequate treatment facilities lead to higher rates of cervical cancer. The COVID pandemic, war with Russia, and the Chernobyl disaster are significant factors for the low level of vaccination in Ukraine. Conclusion: The prevention and treatment of cervical cancer in Ukraine face significant challenges due to the inadequate HPV vaccination rates and screening by cytology. Efforts to improve funding and increase education of both the population and health care providers are necessary to increase interventions such as HPV vaccination, cervical cytology, and HPV testing to reduce cervical cancer rates in Ukraine.展开更多
Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter ...Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter in 2018 to spring in 2019,the largest SD occurred in this area over the past 10 years,especially in core zones of the Lancang River Source Region.Field research results show that the main causes of the major SD include weak infrastructure(i.e.,roads,communications,warm sheds,and insufficient forage reserve),low rate of domestic animals for sale before the SD,and low loss settlement rate.SD occurrence could furtherly reduce the ability of disaster prevention,mitigation and relief of disaster loss.In the future,heavily affected SD areas should improve the forecasting ability of snowfall incidents,strengthen infrastructure construction,implement grass and livestock balance strategies,optimize livestock structure,improve loss settlement rate,and develop a modern compound model of animal husbandry development model that combines breeding,slaughtering and deep processing of animal product.展开更多

In 2005 Hurricane Katrina brought a severe catastrophe in New Orleans by combined effects of hurricane induced extreme sea environments and upper flood of the Mississippi River. Like the New Orleans City, Shanghai is located at the estuarine area of the Changjiang River and the combined effect of typhoon induced extreme sea environments, flood peak runoff from the Changjiang River coupled with the spring tide is the dominate factor for disaster prevention design criteria. The Poisson-nested logistic trivariate compound extreme value distribution (PNLTCEVD) is a new type of joint probability model which is proposed by compounding a discrete distribution (typhoon occurring frequency) into a continuous multivariate joint distribution (typhoon induced extreme events). The new model gives more reasonable predicted results for New Orleans and Shanghai disaster prevention design criteria.展开更多

Although the OCHA has made great strides to imp...To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.展开更多

Since the areas of river basins are small, rivers flood regulation capac...Southeast China coastal areas belong to subtropical monsoon climatic zone, thus easily affected by floods resulted from typhoons and rainstorms. Since the areas of river basins are small, rivers flood regulation capacities are low, and therefore flood hazard is grave. In this paper, taking the Yongjiang basin in southeast China as an example, the approaches and methods of geographic information system(GIS) applied to flood disaster control and reduction research on small basin are explored. On GIS help the rainfall runoff calculation model and the river channel flood routing model are developed. And the evaluating flood submerged area and the damage assessment models are built supported by digit elevation models. Lastly the decision support system on GIS supported for flood control in research basin has been set up. This greatly improves flood proofing decision making capacities in river basin, and provides valuable information and a mode for flood prevention and reduction in the medium and small basin. Meanwhile, the research indicates that technologies of GIS provide a powerful tool for flood disaster control.展开更多
Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards loca...Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter.展开更多

Guided by the theories and technologies of debris flow and landslide reduction and supported by geographical information system (GIS), remote sensing and database techniques, a DRDSS against debris flow and landslide along highways in mountainous areas has been established on the basis of such principles as pertinence, systematicness, effectiveness, easy to use, open and expandability. The system consists of database, disaster analysis models and decisions on reduction of debris flows and landslides, mainly functioning to zone disaster dangerous degree, analyze debris flow activity,simulate debris flow deposition and diffusion, analyze landslide stability, select optimal highway renovation scheme and plan disaster prevention and control ergineering. This system has been applied successfully to the debris flow and landslide treatment works along Palongzangbu Section of Sichuan-Tibet Highway.展开更多

Machine learning is currently one of the research hotspots in the field of landslide prediction.To clarify and evaluate the differences in characteristics and prediction effects of different machine learning models,Co...Machine learning is currently one of the research hotspots in the field of landslide prediction.To clarify and evaluate the differences in characteristics and prediction effects of different machine learning models,Conghua District,which is the most prone to landslide disasters in Guangzhou,was selected for landslide susceptibility evaluation.The evaluation factors were selected by using correlation analysis and variance expansion factor method.Applying four machine learning methods namely Logistic Regression(LR),Random Forest(RF),Support Vector Machines(SVM),and Extreme Gradient Boosting(XGB),landslide models were constructed.Comparative analysis and evaluation of the model were conducted through statistical indices and receiver operating characteristic(ROC)curves.The results showed that LR,RF,SVM,and XGB models have good predictive performance for landslide susceptibility,with the area under curve(AUC)values of 0.752,0.965,0.996,and 0.998,respectively.XGB model had the highest predictive ability,followed by RF model,SVM model,and LR model.The frequency ratio(FR)accuracy of LR,RF,SVM,and XGB models was 0.775,0.842,0.759,and 0.822,respectively.RF and XGB models were superior to LR and SVM models,indicating that the integrated algorithm has better predictive ability than a single classification algorithm in regional landslide classification problems.展开更多

The eastern coastal region with only 60 km width, 15 % area and 40% of population of China, has created about 60% of GDP and has become the most developed region. But marine disaster in China is frequent and serious. From statistical data, economy loss made by surge, billow, sea ice, tsunami, red tide, oil spill, coast erosion, bay deposit, sea water intrusion, sea level rise, land salinization, sea water pollution, etc. increase quickly. Economy loss per year is one billion in the l980s, 10 billion in the l990s, exceeded 20 billion in 1996, and 30 billion in 1997. About 80% of it happened in the coastal area. So, marine disaster at present has become obstacle of society progress and economy development in coastal area. To mitigate marine disaster has become need for the economy development, also important task of the integrated coastal zone management. In this article, we briefly introduce countermeasures for marine disaster prevention, coastal zone management, and achievements made in the past 50 years, its problems now confronted, and the main countermeasures in the 21St century.展开更多

The key parts of this information system are the subsystem for rapid evaluation of damage loss from earthquake and the subsystem for the decisive information on earthquake emergence. 文摘Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter in 2018 to spring in 2019,the largest SD occurred in this area over the past 10 years,especially in core zones of the Lancang River Source Region.Field research results show that the main causes of the major SD include weak infrastructure(i.e.,roads,communications,warm sheds,and insufficient forage reserve),low rate of domestic animals for sale before the SD,and low loss settlement rate.SD occurrence could furtherly reduce the ability of disaster prevention,mitigation and relief of disaster loss.In the future,heavily affected SD areas should improve the forecasting ability of snowfall incidents,strengthen infrastructure construction,implement grass and livestock balance strategies,optimize livestock structure,improve loss settlement rate,and develop a modern compound model of animal husbandry development model that combines breeding,slaughtering and deep processing of animal product.
文摘Based on Internet technology,modern wireless communication technology and new sensor technology,an intelligent protection and monitoring system of lightning disaster was established to collect lightning current(lightning intensity,frequency and time),induced lightning current and leakage current of surge protector(SPD),earthing resistance,working voltage,temperature and humidity in the lightning environment and other data in real time.Through the online analysis of visual data and automatic alarm beyond the preset value of cloud platform,it can realize the intelligent online monitoring and management of lightning protection devices,providing scientific and reliable lightning protection technical support for lightning protection and disaster reduction,and ensuring the smooth development and efficient management of lightning protection safety work.

文摘The accurate prediction of the typhoon (hurricane) induced extreme sea environments is very important for the coastal structure design in areas influenced by typhoon (hurricane). In 2005 Hurricane Katrina brought a severe catastrophe in New Orleans by combined effects of hurricane induced extreme sea environments and upper flood of the Mississippi River. Like the New Orleans City, Shanghai is located at the estuarine area of the Changjiang River and the combined effect of typhoon induced extreme sea environments, flood peak runoff from the Changjiang River coupled with the spring tide is the dominate factor for disaster prevention design criteria. The Poisson-nested logistic trivariate compound extreme value distribution (PNLTCEVD) is a new type of joint probability model which is proposed by compounding a discrete distribution (typhoon occurring frequency) into a continuous multivariate joint distribution (typhoon induced extreme events). The new model gives more reasonable predicted results for New Orleans and Shanghai disaster prevention design criteria.
文摘To guarantee a unified response to disasters, humanitarian organizations work together via the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis.
文摘Southeast China coastal areas belong to subtropical monsoon climatic zone, thus easily affected by floods resulted from typhoons and rainstorms. Since the areas of river basins are small, rivers flood regulation capacities are low, and therefore flood hazard is grave. In this paper, taking the Yongjiang basin in southeast China as an example, the approaches and methods of geographic information system(GIS) applied to flood disaster control and reduction research on small basin are explored. On GIS help the rainfall runoff calculation model and the river channel flood routing model are developed. And the evaluating flood submerged area and the damage assessment models are built supported by digit elevation models. Lastly the decision support system on GIS supported for flood control in research basin has been set up. This greatly improves flood proofing decision making capacities in river basin, and provides valuable information and a mode for flood prevention and reduction in the medium and small basin. Meanwhile, the research indicates that technologies of GIS provide a powerful tool for flood disaster control.

文摘Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter.

文摘Highways in mountainous areas are easy to be damaged by such natural disasters as debris flows and landslides and disaster reduction decision support system (DRDSS) is one of the important means to mitigate these disasters. Guided by the theories and technologies of debris flow and landslide reduction and supported by geographical information system (GIS), remote sensing and database techniques, a DRDSS against debris flow and landslide along highways in mountainous areas has been established on the basis of such principles as pertinence, systematicness, effectiveness, easy to use, open and expandability. The system consists of database, disaster analysis models and decisions on reduction of debris flows and landslides, mainly functioning to zone disaster dangerous degree, analyze debris flow activity,simulate debris flow deposition and diffusion, analyze landslide stability, select optimal highway renovation scheme and plan disaster prevention and control ergineering. This system has been applied successfully to the debris flow and landslide treatment works along Palongzangbu Section of Sichuan-Tibet Highway.

文摘Machine learning is currently one of the research hotspots in the field of landslide prediction.To clarify and evaluate the differences in characteristics and prediction effects of different machine learning models,Conghua District,which is the most prone to landslide disasters in Guangzhou,was selected for landslide susceptibility evaluation.The evaluation factors were selected by using correlation analysis and variance expansion factor method.Applying four machine learning methods namely Logistic Regression(LR),Random Forest(RF),Support Vector Machines(SVM),and Extreme Gradient Boosting(XGB),landslide models were constructed.Comparative analysis and evaluation of the model were conducted through statistical indices and receiver operating characteristic(ROC)curves.The results showed that LR,RF,SVM,and XGB models have good predictive performance for landslide susceptibility,with the area under curve(AUC)values of 0.752,0.965,0.996,and 0.998,respectively.XGB model had the highest predictive ability,followed by RF model,SVM model,and LR model.The frequency ratio(FR)accuracy of LR,RF,SVM,and XGB models was 0.775,0.842,0.759,and 0.822,respectively.RF and XGB models were superior to LR and SVM models,indicating that the integrated algorithm has better predictive ability than a single classification algorithm in regional landslide classification problems.
文摘Ocean is home town of wind and rain, treasury of resources. To exploit and use ocean will make great contribution to people’s existence and development. China is a great oceanic country with pre cinct sea area of 3,000,000 km2. The eastern coastal region with only 60 km width, 15 % area and 40% of population of China, has created about 60% of GDP and has become the most developed region. But marine disaster in China is frequent and serious. From statistical data, economy loss made by surge, billow, sea ice, tsunami, red tide, oil spill, coast erosion, bay deposit, sea water intrusion, sea level rise, land salinization, sea water pollution, etc. increase quickly. Economy loss per year is one billion in the l980s, 10 billion in the l990s, exceeded 20 billion in 1996, and 30 billion in 1997. About 80% of it happened in the coastal area. So, marine disaster at present has become obstacle of society progress and economy development in coastal area. To mitigate marine disaster has become need for the economy development, also important task of the integrated coastal zone management. In this article, we briefly introduce countermeasures for marine disaster prevention, coastal zone management, and achievements made in the past 50 years, its problems now confronted, and the main countermeasures in the 21St century.

文摘For meeting the need of rapid development of economy in Shanghai and the protection against earthquake and disaster reduction in the mega city, it is necessary to build a information system for emergence decision on the protection against earthquake and disaster reduction in the city. In this paper, GIS is applied to "the information system for emergence decision on the protection against earthquake and disaster reduction in Shanghai City (Baoshan experiment region)". We introduce to the structure and effect of each functional module in this information system. This information system consists of 7 functional modules:background information of seismology and geology, subsystem for rapid evaluation of damage loss from earthquake, subsystem for the decisive information on earthquake emergence, information query, maintenance and management of system, help, quit. The key parts of this information system are the subsystem for rapid evaluation of damage loss from earthquake and the subsystem for the decisive information on earthquake emergence. Also, this paper introduces to the application of technology of color infra-red aerial photograph remote sensing to this information system.
