Taking the mechanism of technological construction guidance theory and mode which consists of "objective-construction-evaluation-construction-objective" as a starting point, on the basis of county agricultur...Taking the mechanism of technological construction guidance theory and mode which consists of "objective-construction-evaluation-construction-objective" as a starting point, on the basis of county agricultural technological innovation ability and its index definition, this paper researches the constructing system of county agricultural technological innovation ability. Firstly, on the basis of defining county agricultural technological innovation ability and the definition of index, according to the principle of purposefulness, scientificity, systematicness, integration of dynamic state and static state, integration of quantitativeness and qualitativeness and so on, we construct the multi-level measuring system of county agricultural technological innovation ability, including 4 first-level indices, namely technological innovation environment, technological innovation basis, technological innovation ability, and technological innovation efficiency; 15 second-level indices, such as technological policy, technological system mechanism, technological institution construction, ability of innovation subject, ability of industrial expansion, scale merit, technological contribution rate. Moreover, this system has 45 third-level indices. Then, by using unascertained mathematics method and AHM method, we establish the multi-level unascertained composite measuring model of county agricultural technological innovation ability index. Finally, by using the survey data of one county in Hebei Province, and the established county agricultural technological innovation ability index model, we get the county agricultural technological innovation ability index of 0.711 by calculation, that is, the innovation ability is at the intermediate level, namely the modern agricultural sub-stage. The empirical research proves the correctness and applicability of this model.展开更多

It found these coastal regions can be divided into three levels. Guangdong Province belongs to the first level because its marine sci-tech innovation ability is relatively high. On this basis,it analyzed changes in marine sci-tech innovation ability of 11 coastal provinces with the aid of DEA's Malmquist productivity index model. Results indicate that the overall marine sci-tech innovation ability of 11 coastal provinces is rising,but there is significant difference between provinces and the influence of regional economic development level is not considerable.Technical progress is main driver for promoting marine sci-tech innovation ability of Guangdong Province and major factor influencing ranking of total factor productivity.展开更多

Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.展开更多

To evaluate the enterprises’ innovation ability, we firstly establish an index system which ai...Innovation is the center of the enterprise development, which is the main driving force of enterprises’ competitiveness. To evaluate the enterprises’ innovation ability, we firstly establish an index system which aims at analyzing the enterprise innovation ability. We also retrieve the data of the listed companies in Wind database from 2015 to 2019 and label them using factor analysis method. Then, a new deep learning classificational framework with attention mechanism and LSTM is established. The results show that when attention mechanism and LSTM are added into the convolutional neural network(CNN), the model’s prediction performance is better improved, and the accuracy, recall, precision and F-score are 0.914, 0.914, 0.916 and 0.915, respectively. This indicates the strong generalization ability of our new model. Finally, we also find that patents and R &D expenditures are the most important factor affecting the corporate innovation ability through SHapley Additive exPlanations(SHAP). Companies with more patents and R &D expenditures are generally considered to be more innovative.展开更多

文摘Innovation is the center of the enterprise development, which is the main driving force of enterprises’ competitiveness. To evaluate the enterprises’ innovation ability, we firstly establish an index system which aims at analyzing the enterprise innovation ability. We also retrieve the data of the listed companies in Wind database from 2015 to 2019 and label them using factor analysis method. Then, a new deep learning classificational framework with attention mechanism and LSTM is established. The results show that when attention mechanism and LSTM are added into the convolutional neural network(CNN), the model’s prediction performance is better improved, and the accuracy, recall, precision and F-score are 0.914, 0.914, 0.916 and 0.915, respectively. This indicates the strong generalization ability of our new model. Finally, we also find that patents and R &D expenditures are the most important factor affecting the corporate innovation ability through SHapley Additive exPlanations(SHAP). Companies with more patents and R &D expenditures are generally considered to be more innovative.

文摘The cultivation of innovative and entrepreneurial talents is an effective guarantee to meet the strategic needs of national development under the new normal,promote the construction of an innovative country and the development of universities themselves.Combined with the questionnaire survey of colleges and universities in Heilongjiang Province,this paper analyzed factors such as the understanding of the connotation of innovation and entrepreneurship,the thinking and awareness of innovation and entrepreneurship,the demand for training methods of innovation and entrepreneurship,and the approaches to acquire knowledge and capabilities of innovation and entrepreneurship.On this basis,it came up with recommendations for promoting the cultivation of innovative and entrepreneurial talents in colleges and universities,to provide an objective basis for the construction of innovative and entrepreneurial talent training models,so as to promote the effective cultivation of innovative and entrepreneurial talents in colleges and universities.
