Floods are phenomenon with significant socio-economic implications mainly for human loss, agriculture, livestock, soil loss and land degradation, for which many researchers try to identify the most appropriate methodo...Floods are phenomenon with significant socio-economic implications mainly for human loss, agriculture, livestock, soil loss and land degradation, for which many researchers try to identify the most appropriate methodologies by analyzing their temporal and spatial development. This study therefore attempts to employ the GIS-based multi-criteria decision analysis and analytical hierarchy process techniques to derive the flood risks management on rice productivity in the Gishari Agricultural Marshland in Rwamagana district, Rwanda. Here, six influencing potential factors to flooding, including river slope, soil texture, Land Use Land Cover through Land Sat 8, rainfall, river distance and Digital Elevation Model are considered for the delineation of flood risk zones. Data acquisition like Landsat 8 images, DEM, land use land cover, slope, and soil class in the study area were considered. Results showed that if the DEM is outdated or inaccurate due to changes in the terrain, such as construction, excavation, or erosion, the predicted flood patterns might not reflect the actual water flow. This could result unexpected flood extents and depths, potentially inundating rice fields that were not previously at risk and this, expectedly explained that the increase 1 m in elevation would reduce the rice productivity by 0.17% due to unplanned flood risks in marshland. It was found that the change in rainfall distribution in Gishari agricultural marshland would also decrease the rice productivity by 0.0018%, which is a sign that rainfall is a major factor of flooding in rice scheme. Rainfall distribution plays a crucial role in flooding analysis and can directly impact rice productivity. Oppositely, another causal factor was Land Use Land Cover (LULC), where the Multivariate Logistic Regression Model Analysis findings showed that the increase of one unit in Land Use Land Cover would increase rice productivity by 0.17% of the total rice productivity from the Gishari Agricultural Marshland. Based on findings from these techniques, the Gishari Agricultural Marshlands having steeped land with grassland is classified into five classes of flooding namely very low, low, moderate, high, and very high which include 430%, 361%, 292%, 223%, and 154%. Government of Rwanda and other implementing agencies and major key actors have to contribute on soil and water conservation strategies to reduce the runoff and soil erosion as major contributors of flooding.展开更多

First, the limitations of several existing single-valued neutrosophic weighted averaging aggregation operators (i.e. , the single-valued neutrosophic weighted averaging, single-valued neutrosophic weighted algebraic averaging, single-valued neutrosophic weighted Einstein averaging, single-valued neutrosophic Frank weighted averaging, and single-valued neutrosophic Hamacher weighted averaging operators), which can produce some indeterminate terms in the aggregation process, are discussed. Second, an ISNHWA operator was developed to overcome the limitations of existing operators. Third, the properties of the proposed operator, including idempotency, boundedness, monotonicity, and commutativity, were analyzed. Application examples confirmed that the ISNHWA operator and the proposed MCGDM method are rational and effective. The proposed improved ISNHWA operator and MCGDM method can overcome the indeterminate results in some special cases in existing single-valued neutrosophic weighted averaging aggregation operators and MCGDM methods.展开更多

One of the most affected areas worldwide is Mediterranean, due to the unique combination of its type of vegetation and demanding climatic conditions. This research is focused on the Region of Epirus in Greece, an area with significant natural vegetation and a range of geomorphological aspects. In order to estimate the Wildfire Risk Hazard, several factors have been used: geomorphological (slope, aspect, elevation, TWI, Hydrographic network), social (Settlements and landfils, roads, overhead lines and substations), environmental (land cover) and climatic (Fire Weather Index). Through a multi-criteria decision analysis (MCDA) and an analytic hierarchy process (AHP) in a GIS environment, the Wildfire Risk Hazard has been estimated not only for current conditions but also for future projections for the near future (2031-2060) and the far future (2071-2100). Therefore, in this article, our primary objective is to show how the paraconsistent many-valued similarity method can be used to solve group decision-making problems involving choice making or ranking of a finite set of decision alternatives. Moreover, since weights are very important parameters in multi-attribute decision-making, we have introduced the Borda rule to calculate the weights of experts and that of every criterion under consideration. To demonstrate how the proposed method works, a numerical example on energy sources of an economy from the points of view of a group of experts is investigated. Further, we compare the results of this new approach with that of fuzzy TOPSIS group decision-making method to illustrate the robustness and effectiveness of the former.展开更多

The precondition for accurately defuzzifying triangular fuzzy num- bers is identified. Several effective defuzzification procedures are proposed to improve the extant VIKOR, and a comprehensive evaluation framework is offered to aid multi-criteria group decision making. For each criteria, at first, the total inconsistency between the rankings of all alternatives for the group and the ones for every decision maker is defined after the decision maker weights in respect to the criteria are considered. Similarly, the total inconsistency between their final rankings for the group and the ones under every criteria is determined after the criteria weights are taken into account. Then two nonlinear integer programming models minimizing respectively the two total inconsistencies above are developed and then transformed to two dynamic programming models to obtain separately the rankings of all alternatives for the group with respect to each criteria and their final rankings. A supplier selection case illustrated the proposed method, and some discussions on the results verified its effectiveness. This work develops a new measurement of ordinal preferences’ inconsistency in multi-criteria group decision-making (MCGDM) and extends the cook-seiford social selection function to MCGDM considering weights of criteria and decision makers and can obtain unique ranking result.展开更多

Due to difficulties in the field to standardize/select the optimum DNA preservation-extraction methods in view of laboratories differences, this article attempts to present a straight-forward mathematical framework for comparing some of the most commonly used methods. To this end, as a case study, the problem of selecting an optimum sample preservation-DNA extraction strategy for obtaining total bacterial DNA from swine feces was considered. Two sample preservation methods (liquid nitrogen and RNAlater?) and seven extraction techniques were paired and compared under six quantitative DNA analysis criteria: yield of extraction, purity of extracted DNA (A260/280 and A 260/230 ratios), duration of extraction, degradation degree of DNA, and cost. From a practical point of view, it is unlikely that a single sample preservation-DNA extraction strategy can be optimum for all selected criteria. Hence, a systematic multi-criteria decision-making (MCDM) approach was used to compare the methods. As a result, the ZR Fecal DNA MiniPrepTM DNA extraction kit for samples preserved either with liquid nitrogen or RNAlater? were identified as potential optimum solutions for obtaining total bacterial DNA from swine feces. Considering the need for practicality for in situ applications, we would recommend liquid nitrogen as sample preservation method, along with the ZR Fecal DNA MiniPrepTM kit. Total bacterial DNA obtained by this strategy can be suitable for downstream PCR-based DNA analyses of swine feces.展开更多

It introduces a new framework that integrates qualitative scen...This paper explores approaches concerning complex forest planning challenges, such as restoration after large-scale disturbances and under climate change. It introduces a new framework that integrates qualitative scenario planning with quantitative multi-criteria decision analysis. This framework allows stakeholders without background in forestry to express their preferences as a set of scenarios that are further assessed for specific forest management goals and activities using multi-criteria models. The assessment of the modelled scenarios created a common understanding for the stakeholders and experts to compare trade-offs between several management options and needed policy choices. The framework was applied in the case study of forest restoration following insect disturbance in British Columbia, Canada. The framework enabled structured stakeholder groups’ interactions such as industry, business associations, local and regional governments, and non-governmental organizations to identify potential restoration options. Different community futures were envisioned by two scenarios: one resembling current conditions and standard practices, while another promoting diversification of the forestry sector. The results indicated that each of the scenarios leads to different consequences for the community measured by levels of economic benefits, total harvest volumes and harvest flows over time. The results also show that the developed framework linking scenarios and multi-criteria decision analyses proved crucial to broaden the discussion on relevant species mixes and management practices, and their implications for the community and policy development.展开更多

Due to numerous pressures from high population growth and intensive hydropower development, the LMB has been facing significant challenges concerning its biodiversity and ecosystem. In 2017, Mekong River Commission (MRC), an intergovernmental organisation founded in 1995 among LMB countries, established the Council Study, which analysed the impacts of water development scenarios concerning the environmental, socioeconomic aspects of the LMB. This paper explores the nature of risks to the LMB water development and subsequently evaluates LMB’s water development scenarios described in the Council Study by using a multi-criteria decision analysis (MCDA) method. MCDA method has been widely applied in the field of water resource management in order to assist the decision-making process by systematically evaluating a certain number of alternatives against well-selected criteria through a preference rating scheme. By implementing a risk-based comprehensive assessment of the LMB transboundary water, this study provides insights into the impacts of the increasing risks to the ecosystem and human beings on the water development of the basin over time, which assists to change the awareness and the perspective toward humans’ risks and transboundary river ecosystem of decision-makers. This paper provides valuable recommendations for MRC to improve their policy concerning benefit-sharing scheme, water planning and risk mitigation strategies.展开更多

Based on two environmental health decision support case studies we address a set of key methodological choices, crucial in shaping the multi-criteria decision support and illuminate how they followed from transdisciplinary collaboration and negotiation: diversity tolerance, dealing with uncertainty and difference of opinion, weight of information and the epistemological divide between traditional closed and alternative open paradigms. The case studies exemplify the growing conviction amongst methodologists that, especially regarding complex issues, best methods do not exist as such: methods are chosen and tailored in practice and the quality to a large extent is dependent on the process in which methodological development is embedded. The decision making method consists of three phases. In the first phase, a mathematical model of a single machine scheduling problem, of which the objective is a weighted sum of the three objectives, is constructed. Such a model will be repeatedly solved by the CPLEX in the proposed Multi-Objective Simulated Annealing (MOSA) algorithm. In the second phase, the MOSA that integrates job clustering method, job group scheduling method, and job group – machine assignment method, is employed to obtain a set of non-dominated group schedules. During this phase, CPLEX software and the bipartite weighted matching algorithm are used repeatedly as parts of the MOSA algorithm. In the last phase, the technique of data envelopment analysis is applied to determine the most preferable schedule. A practical example is then presented in order to demonstrate the applicability of the proposed decision making method.展开更多

The present study proposes an approach that integrates life cycle assessment (LCA), 3E (Energy-Economics-Environment) indicators and multi-criteria analysis (MCA) to evaluate environmental impacts and find the best choice or better choices among various renewable energy development plans. Several alternatives of wind turbines and photovoltaic (PV) systems are considered in the case study since they are found to be more feasible in Taiwan in a preliminary study. By using the proposed approach, the result indicates that the major environmental impacts arising from the development of wind turbines and PV systems in Taiwan are the generation of respiratory inorganics and minerals as well as the consumption of fossil fuels. Based on experts’ opinions, the outcome of multi-criteria analysis suggests that wind turbines have more advantages than PV systems in Taiwan. In particular, among the studied systems, a 2500-kW offshore wind turbine system has the greatest integrated performance, and a 4500-kW onshore wind turbine system comes in second.展开更多

文摘This paper proposes a multi-criteria decision-making (MCGDM) method based on the improved single-valued neutrosophic Hamacher weighted averaging (ISNHWA) operator and grey relational analysis (GRA) to overcome the limitations of present methods based on aggregation operators. First, the limitations of several existing single-valued neutrosophic weighted averaging aggregation operators (i.e. , the single-valued neutrosophic weighted averaging, single-valued neutrosophic weighted algebraic averaging, single-valued neutrosophic weighted Einstein averaging, single-valued neutrosophic Frank weighted averaging, and single-valued neutrosophic Hamacher weighted averaging operators), which can produce some indeterminate terms in the aggregation process, are discussed. Second, an ISNHWA operator was developed to overcome the limitations of existing operators. Third, the properties of the proposed operator, including idempotency, boundedness, monotonicity, and commutativity, were analyzed. Application examples confirmed that the ISNHWA operator and the proposed MCGDM method are rational and effective. The proposed improved ISNHWA operator and MCGDM method can overcome the indeterminate results in some special cases in existing single-valued neutrosophic weighted averaging aggregation operators and MCGDM methods.
文摘It is alarming for the fact that Wildfires number, severity and consequently impact have significantly increased during the last years, an aftermath of the Climate Change. One of the most affected areas worldwide is Mediterranean, due to the unique combination of its type of vegetation and demanding climatic conditions. This research is focused on the Region of Epirus in Greece, an area with significant natural vegetation and a range of geomorphological aspects. In order to estimate the Wildfire Risk Hazard, several factors have been used: geomorphological (slope, aspect, elevation, TWI, Hydrographic network), social (Settlements and landfils, roads, overhead lines and substations), environmental (land cover) and climatic (Fire Weather Index). Through a multi-criteria decision analysis (MCDA) and an analytic hierarchy process (AHP) in a GIS environment, the Wildfire Risk Hazard has been estimated not only for current conditions but also for future projections for the near future (2031-2060) and the far future (2071-2100). The selected case study includes the potential impact of the Wildfires to the installed (or targeted to be installed) RES projects in the studied region.
文摘The Paraconsistent Many-Valued Similarity (PMVS) method for multi-attribute decision making will be incomplete as a decision model if it is not extended to the realm of group decision-making. Therefore, in this article, our primary objective is to show how the paraconsistent many-valued similarity method can be used to solve group decision-making problems involving choice making or ranking of a finite set of decision alternatives. Moreover, since weights are very important parameters in multi-attribute decision-making, we have introduced the Borda rule to calculate the weights of experts and that of every criterion under consideration. To demonstrate how the proposed method works, a numerical example on energy sources of an economy from the points of view of a group of experts is investigated. Further, we compare the results of this new approach with that of fuzzy TOPSIS group decision-making method to illustrate the robustness and effectiveness of the former.

文摘Intuitionistic trapezoidal fuzzy numbers and their operational laws are defined. Based on these operational laws, some aggregation operators, including intuitionistic trapezoidal fuzzy weighted arithmetic averaging operator and weighted geometric averaging operator are proposed. Expected values, score function, and accuracy function of intuitionitsic trapezoidal fuzzy numbers are defined. Based on these, a kind of intuitionistic trapezoidal fuzzy multi-criteria decision making method is proposed. By using these aggregation operators, criteria values are aggregated and integrated intuitionistic trapezoidal fuzzy numbers of alternatives are attained. By comparing score function and accuracy function values of integrated fuzzy numbers, a ranking of the whole alternative set can be attained. An example is given to show the feasibility and availability of the method.
文摘It is not uncommon in multiple criteria decision-making that the numerical values of alternatives of some criteria are subject to imprecision, uncertainty and indetermination and the information on weights of criteria is incomplete certain. A new multiple criteria decision- making method with incomplete certain information based on ternary AHP is proposed. This improves on Takeda's method. In this method, the ternary comparison matrix of the alternatives under each pseudo-criteria is constructed, the eigenvector associated with the maximum eigenvalue of the ternary comparison matrix is attained as to normalize priority vector of the alternatives, then the order of alternatives is obtained by solving two kinds of linear programming problems. Finally, an example is given to show the feasibility and effectiveness of the method.

文摘For group decision-making problems with linguistic assessment information, a new method based on two-tuple and WC-OWA operator is proposed, in which the criteria's weights and the decision-makers' preference information might take the form of linguistic grade, or might be between two continuous linguistic grades, or might be linguistic interval, or might be default. In this method, all linguistic values are transformed into two-tuple, and an aggregative decision-making matrix is obtained by using interval operation. The group aggregative values of each criterion on alternatives are computed by using a WC-OWA operator, the aggregative values on alternatives are worked out, and transformed into two-tuple. And the rank of the alternatives is obtained by using the order property of two-tuple. An example shows the feasibility and effectiveness of the proposed method.

文摘The VIKOR method is a multi-criteria decision making aid, which employs linear normalization to offer compromise solu- tions and has been successfully applied to various group decision making problems. However, the conventional VIKOR techniques used to integrate group judgments and the information loss arising from defuzzification are problematic and distort final outcomes. An improved integration method, which is optimization-based, is proposed. And it can handle fuzzy criteria values and weights. The precondition for accurately defuzzifying triangular fuzzy num- bers is identified. Several effective defuzzification procedures are proposed to improve the extant VIKOR, and a comprehensive evaluation framework is offered to aid multi-criteria group decision making. Finally, a numerical example is provided to illustrate the practicability of the proposed method.

文摘The weights of criteria are incompletely known and the criteria values are incomplete and uncertain or even default in some fuzzy multi-criteria decision-making problems.For those problems,an approach based on evidential reasoning is proposed,in which the criteria values are integrated on the basis of analytical algorithm of evidential reasoning,and then nonlinear programming models of each alternative are developed with the incomplete information on weights.The genetic algorithm is employed to solve the models,producing the weights and the utility interval of each alternative,and the ranking of the whole set of alternatives can be attained.Finally,an example shows the effectiveness of the method.

文摘A method of minimizing rankings inconsistency is proposed for a decision-making problem with rankings of alternatives given by multiple decision makers according to multiple criteria. For each criteria, at first, the total inconsistency between the rankings of all alternatives for the group and the ones for every decision maker is defined after the decision maker weights in respect to the criteria are considered. Similarly, the total inconsistency between their final rankings for the group and the ones under every criteria is determined after the criteria weights are taken into account. Then two nonlinear integer programming models minimizing respectively the two total inconsistencies above are developed and then transformed to two dynamic programming models to obtain separately the rankings of all alternatives for the group with respect to each criteria and their final rankings. A supplier selection case illustrated the proposed method, and some discussions on the results verified its effectiveness. This work develops a new measurement of ordinal preferences’ inconsistency in multi-criteria group decision-making (MCGDM) and extends the cook-seiford social selection function to MCGDM considering weights of criteria and decision makers and can obtain unique ranking result.
文摘Molecular microbiological methods, such as competetive PCR, real-time PCR, denaturing gradient gel electrophoresis (DGGE) and large-scale parallel-pyrosequencing, require the extraction of sufficient quantity of high quality DNA from microbiologically and chemically complex matrices. Due to difficulties in the field to standardize/select the optimum DNA preservation-extraction methods in view of laboratories differences, this article attempts to present a straight-forward mathematical framework for comparing some of the most commonly used methods. To this end, as a case study, the problem of selecting an optimum sample preservation-DNA extraction strategy for obtaining total bacterial DNA from swine feces was considered. Two sample preservation methods (liquid nitrogen and RNAlater?) and seven extraction techniques were paired and compared under six quantitative DNA analysis criteria: yield of extraction, purity of extracted DNA (A260/280 and A 260/230 ratios), duration of extraction, degradation degree of DNA, and cost. From a practical point of view, it is unlikely that a single sample preservation-DNA extraction strategy can be optimum for all selected criteria. Hence, a systematic multi-criteria decision-making (MCDM) approach was used to compare the methods. As a result, the ZR Fecal DNA MiniPrepTM DNA extraction kit for samples preserved either with liquid nitrogen or RNAlater? were identified as potential optimum solutions for obtaining total bacterial DNA from swine feces. Considering the need for practicality for in situ applications, we would recommend liquid nitrogen as sample preservation method, along with the ZR Fecal DNA MiniPrepTM kit. Total bacterial DNA obtained by this strategy can be suitable for downstream PCR-based DNA analyses of swine feces.

Finally, combined with the characteristics of the supply chain finance model, we set up a small and medium enterprises credit evaluation model based on the principle of variable weight with its dynamic data. At the same time, a multi-time points and multi-indicators decision-making method based on the principle of variable weight is proposed and a specific example is presented. In this paper, the multi-criteria decision-making model with the principle of variable weight has been used two times. At last, a typical case has been analyzed based on this model with a higher accuracy rate of credit risk assessment.

文摘This paper explores approaches concerning complex forest planning challenges, such as restoration after large-scale disturbances and under climate change. It introduces a new framework that integrates qualitative scenario planning with quantitative multi-criteria decision analysis. This framework allows stakeholders without background in forestry to express their preferences as a set of scenarios that are further assessed for specific forest management goals and activities using multi-criteria models. The assessment of the modelled scenarios created a common understanding for the stakeholders and experts to compare trade-offs between several management options and needed policy choices. The framework was applied in the case study of forest restoration following insect disturbance in British Columbia, Canada. The framework enabled structured stakeholder groups’ interactions such as industry, business associations, local and regional governments, and non-governmental organizations to identify potential restoration options. Different community futures were envisioned by two scenarios: one resembling current conditions and standard practices, while another promoting diversification of the forestry sector. The results indicated that each of the scenarios leads to different consequences for the community measured by levels of economic benefits, total harvest volumes and harvest flows over time. The results also show that the developed framework linking scenarios and multi-criteria decision analyses proved crucial to broaden the discussion on relevant species mixes and management practices, and their implications for the community and policy development.
文摘The Lower Mekong River basin (LMB) covers the lower part of the Mekong river basin, including Laos, Thailand, Cambodia and Vietnam. Due to numerous pressures from high population growth and intensive hydropower development, the LMB has been facing significant challenges concerning its biodiversity and ecosystem. In 2017, Mekong River Commission (MRC), an intergovernmental organisation founded in 1995 among LMB countries, established the Council Study, which analysed the impacts of water development scenarios concerning the environmental, socioeconomic aspects of the LMB. This paper explores the nature of risks to the LMB water development and subsequently evaluates LMB’s water development scenarios described in the Council Study by using a multi-criteria decision analysis (MCDA) method. MCDA method has been widely applied in the field of water resource management in order to assist the decision-making process by systematically evaluating a certain number of alternatives against well-selected criteria through a preference rating scheme. By implementing a risk-based comprehensive assessment of the LMB transboundary water, this study provides insights into the impacts of the increasing risks to the ecosystem and human beings on the water development of the basin over time, which assists to change the awareness and the perspective toward humans’ risks and transboundary river ecosystem of decision-makers. This paper provides valuable recommendations for MRC to improve their policy concerning benefit-sharing scheme, water planning and risk mitigation strategies.
文摘The complexity we take into account when dealing with complex issues and the way we deal with that complexity is not given or self-evident, it is framed and negotiated. Based on two environmental health decision support case studies we address a set of key methodological choices, crucial in shaping the multi-criteria decision support and illuminate how they followed from transdisciplinary collaboration and negotiation: diversity tolerance, dealing with uncertainty and difference of opinion, weight of information and the epistemological divide between traditional closed and alternative open paradigms. The case studies exemplify the growing conviction amongst methodologists that, especially regarding complex issues, best methods do not exist as such: methods are chosen and tailored in practice and the quality to a large extent is dependent on the process in which methodological development is embedded. We hope to contribute to making explicit the importance of methodological decision making regarding environmental health complexity.
文摘In this paper, we propose a multi-criteria machine-schedules decision making method that can be applied to a produc-tion environment involving several unrelated parallel machines and we will focus on three objectives: minimizing makespan, total flow time, and total number of tardy jobs. The decision making method consists of three phases. In the first phase, a mathematical model of a single machine scheduling problem, of which the objective is a weighted sum of the three objectives, is constructed. Such a model will be repeatedly solved by the CPLEX in the proposed Multi-Objective Simulated Annealing (MOSA) algorithm. In the second phase, the MOSA that integrates job clustering method, job group scheduling method, and job group – machine assignment method, is employed to obtain a set of non-dominated group schedules. During this phase, CPLEX software and the bipartite weighted matching algorithm are used repeatedly as parts of the MOSA algorithm. In the last phase, the technique of data envelopment analysis is applied to determine the most preferable schedule. A practical example is then presented in order to demonstrate the applicability of the proposed decision making method.
文摘The development of renewable energy has become an important issue nowadays owing to the growing concerns about global warming and shortage of fossil fuels. The present study proposes an approach that integrates life cycle assessment (LCA), 3E (Energy-Economics-Environment) indicators and multi-criteria analysis (MCA) to evaluate environmental impacts and find the best choice or better choices among various renewable energy development plans. Several alternatives of wind turbines and photovoltaic (PV) systems are considered in the case study since they are found to be more feasible in Taiwan in a preliminary study. By using the proposed approach, the result indicates that the major environmental impacts arising from the development of wind turbines and PV systems in Taiwan are the generation of respiratory inorganics and minerals as well as the consumption of fossil fuels. Based on experts’ opinions, the outcome of multi-criteria analysis suggests that wind turbines have more advantages than PV systems in Taiwan. In particular, among the studied systems, a 2500-kW offshore wind turbine system has the greatest integrated performance, and a 4500-kW onshore wind turbine system comes in second.
