In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on profe...In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on professionals to monitor and manage disasters was demanding and costly.The Chinese government created a system to engage residents in the process of disaster risk management,namely’Public Participation Monitoring and Warning’(PPMW),to disseminate timely disaster information and bring down management costs.The objective of this system was to reduce casualties with minimum cost by organizing residents to evacuate from disasters in advance.This paper introduced the PPMW system,including its structure,operation mechanism by reviewing government documents and research articles,and its implementation by a case study of a landslide at Boli village(E 101°01’,N 27°29’),Yanyuan County,Sichuan Province,China on July 19th 2018.Further,this paper analyzed the strengths and limitations of the system and discussed its future development.It had the potential to become an affordable disaster risk management tool for other countries facing similar situations to China.展开更多

In the model,the risk communication behaviors are divided into two variables of the public opinion expression and information acquisition,and the subjective norm divided into the internal and external social networks. Then the questionnaire is designed so as to verify the proposed model and analyze their relationships. The survey data are analyzed using SMART PLS software. The validity analysis shows that the questionnaire has a high convergence and discriminant validity. In addition, the Cronbach'a coefficient of each item is more than 0. 70,which shows the questionnaire has a high credibility. Based on the statistical data analysis, relationships of the influence factors are obtained.Further,the influence path model of the public attitude,intention,self regulation and behavior control in the risk communication is established. According to the Bootstrap algorithm in SMART,the path coefficient and its explanation variance of each influence factor are obtained. The calculation results show that the explanation variance values are all bigger than 10% and the path is reliable.Based on the path model, the influence path and function relationships of the participation attitude, subjective norm and behavior control on the participation intention and behavior are obtained. However, in reality, the situation is different. The growing importance of public participation seems essential for the implementation of sustainable forest management. The aim of this study is to assess the implementation of a theoretical concept closely related to SFM, integrated land and resource management (ILRM). This Canadian concept aims to integrate many forest functions using participatory tools. Using semi-structured interviews with experts, we clarify our theoretical concept and adapt it to reality. Our results show that better communication between stakeholders is necessary. It is also important to increase the flexibility of the timber harvest system and adapted forest zoning should be considered. The law enforcement relies on a monitoring and reporting system to inform the European Commission and the public, for it is the citizens' right to be informed about harmful air quality. With sectoral measures, air quality could be improved in the past 20 years, but some emissions concentrations have stagnated in recent years and emissions temporarily exceed thresholds in nearly half of the Member States. The European Emission Inventory allows the commission to identify the substances, areas, and times of exceedances, and to implement sectoral measures leading to air quality improvements, all of which have to be made available publicly. To facilitate the coordinated and large-scale participation of residential flexible loads in demand response(DR),a load aggregator(LA)can integrate these loads for scheduling.In this study,a residential DR optimizatio...To facilitate the coordinated and large-scale participation of residential flexible loads in demand response(DR),a load aggregator(LA)can integrate these loads for scheduling.In this study,a residential DR optimization scheduling strategy was formulated considering the participation of flexible loads in DR.First,based on the operational characteristics of flexible loads such as electric vehicles,air conditioners,and dishwashers,their DR participation,the base to calculate the compensation price to users,was determined by considering these loads as virtual energy storage.It was quantified based on the state of virtual energy storage during each time slot.Second,flexible loads were clustered using the K-means algorithm,considering the typical operational and behavioral characteristics as the cluster centroid.Finally,the LA scheduling strategy was implemented by introducing a DR mechanism based on the directrix load.The simulation results demonstrate that the proposed DR approach can effectively reduce peak loads and fill valleys,thereby improving the load management performance.展开更多

文摘The construction and development of social public management's new normal depend on the scientific transformation of government functionalization orientation and highlighting the role of grassroots public's extensive illustrations on social issues and social conditions.Based on this situation,in the process of public participation mechanism construction,it is necessary to emphasize that the construction of joint elements should be carried out systematically and comprehensively,and to dig deep into the relations and functions of all elements.When the stability of public participation mechanism construction is fully guaranteed,it will extensively supervise and evaluate the development of government's social public management cause,help achieve the final goal of coordinating social development environment and social development elements,ensure that the intrinsic value of public participation mechanism can be thoroughly displayed.

文摘Public participation in public procurement is an important guarantee for its sustainable and healthy operation.In the era of digital economy and big data,public participation in information disclosure,service quality,and service pricing in public procurement plays an important role.Public private partnerships are an innovative form of public procurement.This study sorts out the issues of public participation in PPP projects,and puts forward several suggestions based on data thinking.In terms of public procurement project information disclosure,big data technology is used to improve the timeliness and breadth of information disclosure,and enhance the professionalism of information disclosure.Performance-oriented public procurement focuses on service quality,and guarantees service security through information platforms and professional third parties.The stakeholders use big data to supervise social organizations,so that they actively represent the public to file lawsuits in public procurement and relieve the public’s damaged rights and interests.The protection of the public’s right to know,suggest and supervise is inseparable from the training of professional talents by universities.Colleges and universities attach great importance to the cultivation of big data-oriented public procurement professionals,which includes improving teachers’teaching ability,building a new knowledge system that combines big data and public procurement,and setting professional courses for students at different learning stages through connotative development.
文摘The objective of this study was to determine the degree of citizen participation in urban planning processes in the municipality of Comala,Colima,Mexico to have a broader vision of the citizens and the environment in which they live.An instrument was designed specifically to perform this study and the instrument was validated by calculating Cronbach’s Alpha.The results showed that citizens were highly involved in issues concerning their urban environment,and the main problems of the public spaces were also identified.

文摘To facilitate the coordinated and large-scale participation of residential flexible loads in demand response(DR),a load aggregator(LA)can integrate these loads for scheduling.In this study,a residential DR optimization scheduling strategy was formulated considering the participation of flexible loads in DR.First,based on the operational characteristics of flexible loads such as electric vehicles,air conditioners,and dishwashers,their DR participation,the base to calculate the compensation price to users,was determined by considering these loads as virtual energy storage.It was quantified based on the state of virtual energy storage during each time slot.Second,flexible loads were clustered using the K-means algorithm,considering the typical operational and behavioral characteristics as the cluster centroid.Finally,the LA scheduling strategy was implemented by introducing a DR mechanism based on the directrix load.The simulation results demonstrate that the proposed DR approach can effectively reduce peak loads and fill valleys,thereby improving the load management performance.
