From the end of the Civil War to the eve of World War I, the United States blazed a new trail of industrial development and implemented protective policies such as high tariffs. This historical tradition has had a profound influence on some current US politicians. After the collapse of the Bretton Woods system, the United States developed a new form of mercantilism, as manifested in the emergence of nontariff barriers instead of tariff barriers to restrict imports and protect domestic industries and employment. Although export regulations have avoided affecting the technology industry, they have led to hefty trade deficits for the United States. National interests have prevailed in U.S. decision-making and have influenced its choices to accede to or walk away from international organizations or treaties. The dollar's hegemony has played a pivotal role in U.S. economic policymaking. These factors have led to the twin deficits in the U.S. economy, i.e. a trade deficit and a fiscal deficit. The aim of this study was to investigate the state of eye protection of metal welders in the workshops of Con...<strong>Introduction:</strong> Welders are an occupational group at high risk for eye injuries. The aim of this study was to investigate the state of eye protection of metal welders in the workshops of Conakry. <strong>Material and Methods: </strong>The study was cross-sectional, descriptive, and included 180 welders from 45 welding workshops in the city of Conakry for a period of three months. It involved all welding professionals working in an informal unit selected by the study and who had agreed to participate in the study. <strong>Results:</strong> The average age of the participants was 33.9 ± 13.4 years, with extremes of 15 and 68 years. The study found that 99% of the welders owned glasses, 27% owned face shields, and 49% owned welding masks. Goggles were used regularly by 86% of the welders but were not suitable for welding (98%). All welders had reported having had an eye injury at least once. Foreign bodies were cited in 81%, arc strike in 65%;eye burns in 61%. However, approximately 81% of welders did not have first aid kits at their work sites. <strong>Conclusion: </strong>The use of protective equipment during welding remains very low in the workshops of Conakry, which is the cause of great ocular morbidity among welders.展开更多

We consider an open quantum system subjected to a noise channel under measurement-based feedback control and two prototypical classes of decoherence channels are considered： phase damping and generalized amplitude da...We consider an open quantum system subjected to a noise channel under measurement-based feedback control and two prototypical classes of decoherence channels are considered： phase damping and generalized amplitude damping. Based on quantum trajectory theory, we obtain an extended master equation for the dynamics of the reduced system in the presence of feedback control. For a qubit system we analytically solve this master equation and obtain the solution of the state vector dynamics. Then we propose an effective feedback control scheme for preparing an arbitrary quantum pure state. We also study how to protect two nonorthogonai states effectively, and find that projective measurement with unbiazed basis is not optimal for this task, while weak measurement with biased basis could realize the best protection of two nonorthogonal states. Furthermore, the inefficiencies in the feedback process are also discussed展开更多
