Sichuan’s experience shows that emergency response can be effectively dealt with from three aspects: emergency plan, emergency early warning system and emergency management mechanism. It provides a reference for the emergency management of production safety emergencies in Sichuan Province and other local governments, so as to comprehensively improve the emergency response capacity of emergencies and provide “Sichuan experience” for the modernization of social governance system and governance capacity.展开更多
突发事件应急联动机制作为应急机制建设的核心内容,是以突发事件处置为目标,各组织、各部门之间进行资源交互、综合协调、信息沟通、统一行动的方式和过程。随着社会和经济的迅速发展,各种突发事件时有发生,特别是自然灾害,给国家和个...突发事件应急联动机制作为应急机制建设的核心内容,是以突发事件处置为目标,各组织、各部门之间进行资源交互、综合协调、信息沟通、统一行动的方式和过程。随着社会和经济的迅速发展,各种突发事件时有发生,特别是自然灾害,给国家和个人都造成了巨大的损失,同时也是对政府治理的又一次考验。本文以四川省“8·21”启动电力供应保障一级应急响应为例,对四川省在此次电力供应保障作战中协调联动方面取得的成绩和存在的问题进行分析研究,经研究显示,各级党委和政府采取的应急措施,有效协同,成功将能源供应中断对居民生活和生产的影响降至最低,确保了电力供应的基本稳定。然而,这一过程也揭示了四川省政府在电力能源危机应对中,不同单位间协调联动机制存在局限性。基于此,本文从利用大数据对数据进行实时监测与共享、建立健全突发性事件中管理主体的责任划分、加强区域间联防联控的联合方案建设以及通过有效沟通构建政府和社会的协调联动机制等方面提出优化建议。The emergency response mechanism, as a core element of emergency response mechanism construction, is a way and process of resource interaction, comprehensive coordination, information communication and unified action among various organizations and departments with the goal of emergency response. With the rapid development of society and economy, all kinds of emergencies occur from time to time, especially natural disasters, which have caused great losses to both the state and individuals, and at the same time, it is another test of government governance. This paper takes Sichuan Province “8∙21” to start the power supply security level one emergency response as an example, study Sichuan Province in the power supply security operations in the coordination and linkage of achievements and problems in the analysis of research. The study shows that all levels of party committees and governments to take emergency measures, effective synergy, and successfully interruptions in the energy supply to the residents’ lives and production were minimized, and the basic stability of power supply was ensured. However, this process also reveals the limitations of the coordination and linkage mechanism between different units of the Sichuan provincial government in the response to the power energy crisis. Based on this, this paper proposes optimization suggestions in terms of real-time monitoring and sharing of data using big data, establishing a sound division of responsibilities among management entities in sudden events, strengthening the construction of joint programs for inter-regional prevention and control, and constructing a coordination mechanism between the government and society through effective communication.展开更多
