Since 1999, shutdown policy has been one of the most important industrial policies in China 'S coal mining industry. This...Since 1999, shutdown policy has been one of the most important industrial policies in China 'S coal mining industry. There have been many controversies surrounding this policy and its effect on coal mine safety. This paper summarizes, analyzes and tests two contradicting views of the effects of shutdown policy on the mortality rate of township-and-village-owned coal mines. One view, or the regulative view, believes that shutdown policy induces firms to increase safety input, thus decreasing mortality. The opposing view, or the property rights view, argues that shutdown policy disturbs property rights stability and actually increases mortality. We built a simple theoretical model to analyze these contrasting rationales. The model uses the difference-in-difference method and provincial panel data from 1995 to 2005 to empirically test the policy's effects. Our findings are that shutdown policy significantly decreases output while also increasing mortality in township-and-village coal mines. This result is consistent with the property rights view.展开更多

The market is thus incomplete implying that perfect hedging is not possible. To derive a hedging strategy, it follows the approach based on the idea of hedging under a mean-variance criterion suggested by Schweizer. A very simple solution of this hedging problem by using the numeraire method was presented and some examples with explicit solutions were given.展开更多
The aim of the article was firstly to analyze a specific character of the food security's concept, and secondly to present a large variety of stakeholders' positions dealing with the issue and their impact on econom...The aim of the article was firstly to analyze a specific character of the food security's concept, and secondly to present a large variety of stakeholders' positions dealing with the issue and their impact on economic and political dimensions. For this purpose, a review in available studies and documents was made. The results show that a lack of the precise definition for the food security's concept creates different understandings, leading to various interpretations and divergent solutions. The reasons could be found in specifics of the food security's concept which is qualified as a wicked problem. Wicked problems refer to issues which are highly complex, have innumerable and undefined causes and are difficult to understand and frame. Therefore, caution is required when positions of stakeholders are estimating. Based on literature, it can be stated that the productionist (focusing on intensive food production) and environmental frames are dominant in the debate, resulting in potential conflicts and different claims about action to be taken. As a result, a clear political vision on the food security's concept is lacking. In conclusion, a return to the principle what food production is economically, socially and environmentally sustainable can reshape a public debate in order to actively form food security policies at the global and national levels in the future. However, better coping strategies like cooperative strategy should be developed to tame food security as a wicked problem by turning over to stakeholders for new definitions and solutions.展开更多

Its construction requires prolonged effort and a comprehensive grasp of modernity, the laws of social development and the overall logic of social development, as well as an all-around readjustment of concepts, institutions and behaviors. Within the concrete and historical unity of rights and responsibilities, "the unity of limited global rights and limited global responsibilities" is an important principle for constructing global development equity. Declarations that China is practicing neo-colonialism are in fact inherently associated with Eurocentrism. The peaceful, joint and comprehensive development of China and other developing countries and China's historical advancement of global development equity are practical refutations of such assertions.展开更多
