Yet, this widespread adoption has not been without costs and potential threats, giving rise to unprecedented ethical issues that challenge our existing social security systems. This paper reviews the development and applications of robots, discusses the core issues in robot ethics, and analyzes the efforts made by various stakeholders in the realm of robot governance, as well as the significant challenges they encounter. These challenges include lagging laws and regulations, dilemmas in technological regulation, and divergent social perceptions. Building on this analysis, the paper proposes a series of proactive regulatory strategies, such as establishing specialized agencies, strengthening interdisciplinary research, and enhancing existing legal frameworks. The aim is to foster the responsible development of robotics while ensuring the maintenance of social harmony.展开更多
