We ev...This study aims to assess the synergies and trade-offs of regulating ecosystem services. Ecosystem services are non-linearly interconnected and changes in one service can positively or negatively affect another. We evaluated ecosystem services based on biophysical indicators using an expert scoring system that determines the corresponding soil functions and is part of the existing databases available in Slovakia. This methodological combination enabled us to provide unique mapping and assessment of ecosystem services within Slovakia. Correlation analysis between individual regulating ecosystem services and climate regions, slope, texture, and altitude confirm the statistically significant influence of climate and slope in all agricultural land, arable land, and grassland ecosystems. Statistically significant synergistic effects were established between the regulation of the water regime and the regulation of soil erosion within each climate region, apart from the very warm climate region. Only in a very warm climate region was potential of regulating ecosystem services mutually beneficial for soil erosion control and soil cleaning potential (immobilization of inorganic pollutants).展开更多

Filli...This study evaluated the impact of Ghana’s Integrated Customs Management System (ICUMS), implemented within the National Single Window initiative, on the efficiency of issuing Delivery Orders (DO) at Tema Port. Filling a gap in the existing literature, the research employed a quantitative approach to assess a specific time-related aspect of the cargo clearance process. Employing an Independent t-test on a dataset spanning 2026 Delivery Orders (924 pre-ICUMS and 1102 post-ICUMS) from July 2020 to July 2023, the study investigated ICUMS’s effectiveness in reducing DO issuance time. Results indicate a noteworthy decrease in average DO issuance time, from 11 days pre-implementation to approximately 9 days post-implementation, a reduction validated by statistical analysis through the independent t-test. In light of these findings, the study recommends ongoing refinement of the implementation, reinforcement of trade facilitation measures, and the adoption of best practices from successful global ports. Continuous stakeholder training and regular assessments of ICUMS performance are also endorsed. The study’s implications support the theoretical framework for Single Window systems and carry significant policy implications, emphasizing the need for collaborative efforts to streamline trade facilitation processes driven by Information Technology. Practically, the results serve as a management tool for stakeholders, highlighting areas for targeted interventions to reduce DO issuance times. Methodologically, this research contributes by applying robust statistical analysis to a specific component within the Time Release Study framework, offering a nuanced understanding of trade facilitation systems’ effectiveness in improving cargo clearance processes.展开更多

Human activities, particularly the release of ozone depleting su...The depletion of the ozone layer, a vital shield protecting the Earth from harmful ultraviolet (UV) radiation, is now a worldwide environmental concern. Human activities, particularly the release of ozone depleting substances (ODS), have led to the thinning of this protective layer over recent decades. Simultaneously, illegal trade has emerged as a global challenge, giving rise to economic issues, losses of tax revenue, heightened criminal activities, health risks, and environmental hazards. The depletion of the ozone layer, a critical shield protecting the Earth from harmful ultraviolet (UV) radiation, has become a global environmental concern. This paper delves into the legal dimensions surrounding ozone-depleting substances (ODS), their impact on the ozone layer, and the subsequent risk of skin cancer. As countries navigate international agreements, domestic regulations, and enforcement mechanisms, the intricate interplay between legal frameworks and the health implications of ozone layer depletion comes to the forefront. The paper highlights particular instances of illegal trade in ozone depleting substances, drawing from data reported by the parties to the Montreal Protocol. Notably, China stands out as a significant source of contraband ODS, with other countries such as Bulgaria, Lithuania, Poland, and France reporting numerous cases. Analyzing these case instances offers insights into the efficacy of legal frameworks and enforcement measures. The paper offers a comprehensive set of recommendations to strengthen global control and enforcement against the illegal trade of ozone depleting substances. These recommendations span diverse aspects such as production monitoring, customs collaboration, mutual verification, cross-border agreements, public-private partnerships, international cooperation, detection equipment, global regulatory standards, resource allocation, public awareness campaigns, alternative substance development, and controlling the trade at its source. By applying these recommendations and enhancing enforcement measures, we aim to protect the ozone layer and create a healthier and safer world for future generations and achieve sustainable development goals.展开更多
为有效提高碳排放配额分配的合理性,并且避免年度结算时碳排放量超标导致环境污染加剧问题,提出基于奖惩因子的季节性碳交易机制,以园区综合能源系统(park integrated energy system,PIES)为对象进行低碳经济调度。首先,构建包含能量层...为有效提高碳排放配额分配的合理性,并且避免年度结算时碳排放量超标导致环境污染加剧问题,提出基于奖惩因子的季节性碳交易机制,以园区综合能源系统(park integrated energy system,PIES)为对象进行低碳经济调度。首先,构建包含能量层–碳流层–管理层的综合能源系统(integrated energy system,IES)运行框架,建立电气热多能流供需动态一致性模型;其次,分析系统内“日–季节–年度”碳排放特性,打破传统应用指标法的配额分配方法,采用灰色关联分析法建立碳排放配额分配模型,并基于奖惩阶梯碳价制定季节性碳交易机制;最后,以系统内全寿命周期运行成本及碳交易成本最小为目标,对执行季节性碳交易机制的PIES进行低碳经济调度,分析长时间尺度下季节性储能参与调度的减碳量。搭建IEEE 33节点电网5节点气网7节点热网的PIES,并基于多场景进行算例分析,验证此调度方法能够实现零碳经济运行,保证系统供能可靠性,为建立零碳园区奠定理论基础。展开更多
