As an extended form of localpeople involvement in tourism, the homestay concept aims to promote households to earn an income from tourismdirectly. Although homestays are purported to provide economic benefits to the local people, it is not clear whetherthe local people fully benefit from the venture. For instance, the majority of the people in Taita Taveta County stilllive below the poverty line despite the fact that the homestay concept has already been in existence in the countysince 1989 and the highest number of homestay accommodation is found in this region. This research thereforesought to put the homestay concept into perspective: Identify motivational factors behind homestay operators'participation in the program and assess the socio-economic benefits of homestay accommodation to host families. This research adopted cross-sectional research design and made use of both primary and secondary data. Primarydata were collected by use of researcher administered semi-structured questionnaires and an interview guide.Secondary data were gathered from books, newspaper articles, academic journals, the Internet, and other relevantdocuments related to homestay. Census technique was used for the homestay operators. Hence, all the 54 homestayoperators in the county were used in the study. Descriptive analysis and chi-square test of significance were used toanalyse the data. The study revealed that the major motivation for local people participation in the homestayprogram was income and most operators considered the programme a significant contributor to theirsocio-economic well-being. These findings have important implications for the Ministry of Tourism to craftpolicies and legislations geared towards creating an enabling environment for the homestay accommodationsub-sector to grow sustainably.展开更多

In 2008, recorded tourist arrivals reached 22.05 million and resulted in RM49.6 billion (USD13.4 billion) in revenue. The government has recognized the tourism industry in Malaysia as an engine for economic, social, political and ecological development, especially in rural areas. The Homestay Program is actively promoted by the Ministry of Tourism as a type of community based tourism in Malaysia. It is realized by the government as a catalyst for rural community development, particularly from a socio-economic perspective. The benefits of community based tourism can be further developed through the participation of women, youth and retired people. To realize the potential of the Homestay Program, the Malaysian Rural Tourism Master Plan 2001 was formulated. In the Malaysian Plan (2006-2010), one of the points of focus by the government is on community development; rural tourism is one of the mechanisms. By June 2009, there had been 3,264 participants in 140 Homestays. Recently, the Ministry of Tourism has given the Homestay Program special emphasis. Under the 9th Malaysia Plan, a total of RM40 million was allocated to the ministry for upgrading infrastructure and facilities in participating villages. Developing the capabilities of local communities is an important component in ensuring the tourism development project benefits them; without supporting the communities in their endeavors, the physical development means nothing to them. If local communities are not equipped to actively participate, third parties could easily manipulate them, resulting in external domination of tourism development. Therefore, this descriptive study explores the motivation of local communities involved in the Homestay Program and the readiness among the local communities, as well as the appropriateness of training provided by government agencies aimed towards empowering local communities. Sixty-two respondents from local communities actively involved in operating the Homestay Program participated in this study. Respondents were from the district of Muar, Johore, Malaysia (Homestay Kg. Parit Bugis, Homestay Kg. Satang Buaya, and Homestay Kg. Melayu Baharu, Bt 28 Lenga).展开更多

From the macroscopic and microscopic aspects, this study uses the analytic hierarchy process and the expert consultation method to construct a relatively comprehensive evaluation system including economic and environmental factors, tourism development factors, geographical environment factors, supporting facilities and operating conditions. The evaluation index system consists of 20 evaluation indexes and 35 evaluation factors. Taking the Baileqiao in Hangzhou and Qianjiadian Town in Beijing as examples, the evaluation indexes are verified and applied. The results show that the main factors affecting the location of the homestay agglomeration are the economic and environmental factors. The evaluation index system is composed of a target layer, a comprehensive evaluation layer, a factor evaluation layer and an index layer. The target layer takes reas on able locati on of the homestay agglomerati on as the overall objective;the comprehe nsive evaluati on layer includes economic and environ mental factors (0.4396), tourism development (0.3039), geographic and enviro mental factors (0.1405), and supporting facilities (0.0545). The comprehensive evaluation scores of Baileqiao and Qianjiadia n homestay agglomerations are 92.644 and 88.734, respectively, indicati ng that both are reas on able homestay sites. This study is helpful for promoting the understanding of the homestay agglomeration location selection and the development and construction of homestay agglomeration sites.展开更多
