This has a positive impact on the public in terms of improving their well-being. This literature review attempts to compare the challenges encountered in implementation of PPP projects across the world, with a view to determining cross cutting challenges and recommendations for developing countries. A literature review was conducted for empirical studies focusing on construction projects. The studies are reviewed by analyzing the methodology used and conclusions made to identify the geographical study area, Public Private Partnership project financing model, emerging challenges and recommendation for future project management. The literature search was based on four keywords: construction projects, completion of construction projects, public private partnership, challenges in construction projects. Thus, a total of 11 empirical studies were identified for review in Europe, Asia and Africa. The review revealed that most risk factors affecting project completion can be categorized as human and organizational factors and unknown geotechnical conditions that were not known beforehand. Specifically, project owners’ interference was also attributable to delays with the delays having significant implications for project execution. Risks have great impact on the performance of construction projects because they affect their quality, time and cost. The general remedy to such potential risk factors is adoption of reliable prediction mechanisms which would estimate those factors using a probabilistic model that does not rely on expert judgments as they tend to be unreliable.展开更多

Therefore, in order to help decision makers make more reasonable decisions under uncertainty, it is necessary to measure the risks of international oil and gas projects. For this purpose, this paper constructs a probabilistic model that is based on the traditional economic evaluation model, and introduces value at risk(VaR) which is a valuable risk measure tool in finance, and applies Va R to measure the risks of royalty contracts, production share contracts and service contracts of an international oil and gas project. Besides, this paper compares the influences of different risk factors on the net present value(NPV) of the project by using the simulation results. The results indicate:(1) risks have great impacts on the project's NPV, therefore, if risks are overlooked, the decision may be wrong.(2) A simulation method is applied to simulate the stochastic distribution of risk factors in the probabilistic model. Therefore, the probability is related to the project's NPV, overcoming the inherent limitation of the traditional economic evaluation method.(3) VaR is a straightforward risk measure tool, and can be applied to evaluate the risks of international oil and gas projects. It is helpful for decision making.展开更多

In order to ameliorate ecological environment of the Three Gorges Area, the government carried out several ecological restoration projects to improve the vegetation coverage from 1990 s. This paper aims to quantitatively analyze the impact of ecological projects on the vegetation in the Three Gorges Area of Chongqing, China. Landsat and MODIS data from 1992 to 2015 were used to estimate vegetation coverage. In addition, the land cover data of the European Space Agency(ESA) was used to explore the impact of ecological projects on land cover change. The cropland accounted for about 62% and the forestland accounted for about 34% of the total area. There was more than 90% of the study area covered with high or very high vegetation coverage. From 1992 to 2015, a total of 272.7 km;croplands were converted into forestland in the Ecological Migration Project(EMP), 795.6 km;in the Grain for Green Project(GGP), and 13.77 km;in the Ecological Restoration Zone Project(ERZP). Among the three projects, the GGP was the most powerful measure, with a contribution rate of 1.6%. The implementation of the ecological projects improved vegetation coverage, which indicated that the ecological projects measures were effective in ecological restoration.展开更多

While the traditional Cost Control project management process only aligns actual costs with budgeted costs, Value Engineering (VE) is a sustainable and systematic innovative methodology for establishing the best functional balance among desired features of a project. A Value Engineering (VE) study was conducted with the aim of examining the benefits associated with its use on Road Projects in Ghana. This study employed a two-stage research procedure: desk study and field research. The literature review identified the Optimum Value benefits associated with VE road project management technique as increased Confidence Level in Contract Compliance, reliable Implementation Level of Construction Delivery and enhanced Effectiveness Level of Project Sustainability. A quantitative survey research design based on a purposive sampling technique of selecting respondents was adopted. Employing closed-ended questions, 40 sets of questionnaires were issued to professionals in Road Infrastructure and Support Agencies (RISA) under the Ministry of Roads and Highways (MRH) in the Eastern Region of Ghana. At a response rate of 85%, descriptive statistical analysis (Means, Standard Deviations and Variances) and inferential statistical analysis of variance (ANOVA) test were used to process the data and determine whether there was any significant difference between VE benefit parameters and the groups of respondents. The results revealed that road professionals are familiar with the VE process but solely use Cost Control project management technique. Road professionals recognized the high Optimum Value benefits of professionally ethical Contract Compliance, efficient Construction Delivery and functionally viable Project Sustainability on VE road project management process.展开更多

The implementation of the ecological projects improved vegetation coverage, which indicated that the ecological projects measures were effective in ecological restoration.

文摘Hydropower if scientifically developed is considered to be one of the clean and non-polluted renewable energy sources. But its impacts always exist on physical and social environment of the area. The present study was conducted in the River Satluj basin which is well known for its hydropower potential. The main objective of the study was to understand the vulnerability of the Satluj basin and to develop a strategy for the development of hydropower projects. This basin has been facing many problems relating to construction of haphazard development of hydropower projects. This has led multi-hazards like landslides, floods, earthquakes, etc. Here, vulnerability assessment index was assessed quantitatively and qualitatively.Geographical Information System and people’s perception were used to study these aspects in the basin. The parameters considered for vulnerability assessment were slope, slope profile, relative relief, curvature, slope aspect, soil texture, lithology, river morphometry, precipitation, hydroelectric projects, land use and land cover,mass-movement,flood,geological elements and earthquake occurrences. The highest vulnerability was found in the middle zone, and finally on the basis of parameters analyzed;the hydropower’s development strategy was developed.
文摘The need for Optimum Value benefit realization on Road Projects in developing countries has become topical. Road professionals recognized the high Optimum Value benefits of professionally ethical Contract Compliance, efficient Construction Delivery and functionally viable Project Sustainability on VE road project management process.
