In contrast to existing re...The River Chief System (RCS) has evolved from local innovative practices to a national water governance strategy to address the current challenges in China’s water environmental management. In contrast to existing research that focuses on the strengths, weaknesses, and improvements of RCS, this study uses literature study to reveal the dynamic evolution of RCS through three phases, with RCS spreading from developed coastal areas to central and western inland regions. RCS’s diffusion path involves vertical diffusion between central and local levels and horizontal diffusion among local governments. Moreover, RCS has also achieved conceptual spillover, gradually expanding into other governance domains, such as the Lake Chief System, the Field Chief System, the Forestry Chief System, and the integration of multiple chief roles. However, it is essential to scrutinize the phenomenon of applying similar governance mechanisms to different areas, as it may result in challenges such as overburdening local governments, insufficient public participation, oversimplification of differences in natural resource endowments, and limited applicability. This study also provides suggestions on how to address these challenges. Improving electrification feasibility is essential for reducing emissions from non-electric energy sources,thereby enhancing air quality and public health.Concurrently,climate mitigation actions,such as carbon pricing...Improving electrification feasibility is essential for reducing emissions from non-electric energy sources,thereby enhancing air quality and public health.Concurrently,climate mitigation actions,such as carbon pricing policies,have significant potential to alleviate increasing carbon dioxide(CO_(2))and other co-emitted air pollutants.However,the interactions between climate policy and the improvement of electrification feasibility at the provincial level remain unclear,collectively impacting the net-zero transition of energy-intensive sectors.Here we combine a technologically rich economic-energy-environment model with air quality modeling across China to examine the health,climate,and economic implications of large-scale upgrades in electrification feasibility and climate policies from 2017 to 2030.The results indicate that advancing electrification feasibility,coupled with adopting carbon pricing policies,is likely to facilitate a transition towards electricity-dominant energy systems.Improved electrification feasibility is projected to yield a 7-25%increase in nationwide climate benefits and a 5-14%increase in health benefits by 2030.These incremental benefits,coupled with reduced economic costs,result in a 22-68%increase in net benefits.However,regionally,improvements in electrification feasibility will lead to heightened power demand and unintended emissions from electric energy production in certain provinces(e.g.,Nei Mongol)due to the coal-dominated power system.Additionally,in major coal-producing provinces like Shanxi and Shaanxi,enhanced electrification feasibility exacerbates the negative economic impacts of climate policies.This study provides quantitative insights into how improving electrification feasibility reshapes energy evolution and the benefit-cost profile of climate policy at the provincial level.The findings underscore the necessity of a well-designed compensation scheme between affected and unaffected provinces and coordinated emission mitigation across the power and other end-use sectors.展开更多
Atmospheric nitrogen(N)deposition has experienced significant change because of anthropogenic emissions,thereby exert-ing a pronounced impact on global ecosystem services.With the rapid development of industry and agr...Atmospheric nitrogen(N)deposition has experienced significant change because of anthropogenic emissions,thereby exert-ing a pronounced impact on global ecosystem services.With the rapid development of industry and agriculture and the swift expansion of urban areas in China since the 1980s,reactive nitrogen(Nr)emissions and N deposition have substantially increased.In pursuit of im-proving air quality,China has implemented a series of environmental protection policies and undertaken diverse measures to reduce pol-lutant emissions.This paper is a review of multivariate data sources of atmospheric N deposition based on the results of literature from 1980 to 2023,and the original data from 1980 to 2020 are summarized,counted and calculated.The main findings are as follows:1)the annual average atmospheric N deposition ranged from approximately 20-40 kg/(ha·yr),with the variability primarily linked to different assessment methods;2)regional disparities were evident in the spatial distribution of N deposition,with elevated values concentrated in areas with intense Nr emissions;3)atmospheric N deposition significantly declined after 2010,particularly the deposition of oxidized N,while reduced N deposition remained stable.These results reflect the effects of China's serious control policies on nitrogen oxide(NO.)emissions and strengthen the importance of agricultural NH3 emission mitigation.This study contributes to a comprehensive understand-ing of the N dynamics in the emission-deposition process,and provides a scientific foundation for the research of environmental protec-tion,climate change,and sustainable development.展开更多

With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between c...With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between climate policy and green innovation in the corporate financialization context.Using Chinese-listed company data from 2008 to 2020,our analysis reveals a favorable correlation between China’s carbon emission trading policy(CCTP)and advancements in green innovation.Furthermore,we find that the level of corporate financialization moderates this correlation,diminishing the driving effect of CCTP on green innovation.Additionally,results of heterogeneity analysis show that this moderating consequence is more evident in non-state owned and low-digitization enterprises compared with state-owned and high-digitization ones.Our findings contribute to the existing literature by clarifying the interaction between CCTP,green innovation,and corporate financialization.Our research provides valuable insights for policymakers and stakeholders seeking to strengthen climate policies and encourages green innovation in different types of businesses.展开更多

Aimed at infinite horizon optimal control problems of discrete time-varying nonlinear systems,in this paper,a new iterative adaptive dynamic programming algorithm,which is the discrete-time time-varying policy iterati...Aimed at infinite horizon optimal control problems of discrete time-varying nonlinear systems,in this paper,a new iterative adaptive dynamic programming algorithm,which is the discrete-time time-varying policy iteration(DTTV)algorithm,is developed.The iterative control law is designed to update the iterative value function which approximates the index function of optimal performance.The admissibility of the iterative control law is analyzed.The results show that the iterative value function is non-increasingly convergent to the Bellman-equation optimal solution.To implement the algorithm,neural networks are employed and a new implementation structure is established,which avoids solving the generalized Bellman equation in each iteration.Finally,the optimal control laws for torsional pendulum and inverted pendulum systems are obtained by using the DTTV policy iteration algorithm,where the mass and pendulum bar length are permitted to be time-varying parameters.The effectiveness of the developed method is illustrated by numerical results and comparisons.展开更多

The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries.展开更多

文摘Improving electrification feasibility is essential for reducing emissions from non-electric energy sources,thereby enhancing air quality and public health.Concurrently,climate mitigation actions,such as carbon pricing policies,have significant potential to alleviate increasing carbon dioxide(CO_(2))and other co-emitted air pollutants.However,the interactions between climate policy and the improvement of electrification feasibility at the provincial level remain unclear,collectively impacting the net-zero transition of energy-intensive sectors.Here we combine a technologically rich economic-energy-environment model with air quality modeling across China to examine the health,climate,and economic implications of large-scale upgrades in electrification feasibility and climate policies from 2017 to 2030.The results indicate that advancing electrification feasibility,coupled with adopting carbon pricing policies,is likely to facilitate a transition towards electricity-dominant energy systems.Improved electrification feasibility is projected to yield a 7-25%increase in nationwide climate benefits and a 5-14%increase in health benefits by 2030.These incremental benefits,coupled with reduced economic costs,result in a 22-68%increase in net benefits.However,regionally,improvements in electrification feasibility will lead to heightened power demand and unintended emissions from electric energy production in certain provinces(e.g.,Nei Mongol)due to the coal-dominated power system.Additionally,in major coal-producing provinces like Shanxi and Shaanxi,enhanced electrification feasibility exacerbates the negative economic impacts of climate policies.This study provides quantitative insights into how improving electrification feasibility reshapes energy evolution and the benefit-cost profile of climate policy at the provincial level.The findings underscore the necessity of a well-designed compensation scheme between affected and unaffected provinces and coordinated emission mitigation across the power and other end-use sectors.

文摘Atmospheric nitrogen(N)deposition has experienced significant change because of anthropogenic emissions,thereby exert-ing a pronounced impact on global ecosystem services.With the rapid development of industry and agriculture and the swift expansion of urban areas in China since the 1980s,reactive nitrogen(Nr)emissions and N deposition have substantially increased.In pursuit of im-proving air quality,China has implemented a series of environmental protection policies and undertaken diverse measures to reduce pol-lutant emissions.This paper is a review of multivariate data sources of atmospheric N deposition based on the results of literature from 1980 to 2023,and the original data from 1980 to 2020 are summarized,counted and calculated.The main findings are as follows:1)the annual average atmospheric N deposition ranged from approximately 20-40 kg/(ha·yr),with the variability primarily linked to different assessment methods;2)regional disparities were evident in the spatial distribution of N deposition,with elevated values concentrated in areas with intense Nr emissions;3)atmospheric N deposition significantly declined after 2010,particularly the deposition of oxidized N,while reduced N deposition remained stable.These results reflect the effects of China's serious control policies on nitrogen oxide(NO.)emissions and strengthen the importance of agricultural NH3 emission mitigation.This study contributes to a comprehensive understand-ing of the N dynamics in the emission-deposition process,and provides a scientific foundation for the research of environmental protec-tion,climate change,and sustainable development.

文摘Purpose:The disseminating of academic knowledge to nonacademic audiences partly relies on the transition of subsequent citing papers.This study aims to investigate direct and indirect impact on technology and policy originating from transformative research based on ego citation network.Design/methodology/approach:Key Nobel Prize-winning publications(NPs)in fields of gene engineering and astrophysics are regarded as a proxy for transformative research.In this contribution,we introduce a network-structural indicator of citing patents to measure technological impact of a target article and use policy citations as a preliminary tool for policy impact.Findings:The results show that the impact on technology and policy of NPs are higher than that of their subsequent citation generations in gene engineering but not in astrophysics.Research limitations:The selection of Nobel Prizes is not balanced and the database used in this study,Dimensions,suffers from incompleteness and inaccuracy of citation links.Practical implications:Our findings provide useful clues to better understand the characteristics of transformative research in technological and policy impact.Originality/value:This study proposes a new framework to explore the direct and indirect impact on technology and policy originating from transformative research.
文摘In 2023,China's energy policy primarily focused on deepening systemic and institutional reforms,enhancing energy security capabilities,strengthening energy conservation and carbon reduction,and improving the standard system.It has laid the foundation for China's policy direction,which is predicated on ensuring energy security,centered on economic construction,and aimed at achieving the carbon peak and carbon neutrality goals on schedule.In the current key tasks,China has accelerated the construction of a big unified electricity market,vigorously promoted upgrading industries for low-carbon,high-end,and intelligent development,and established carbon markets and standard systems aligned with international practices,achieving substantial progress.
文摘As of March 1,Malaysia,Singapore,and Thailand have all implemented visa-free entry policy for Chinese citizens,allowing stays of up to 30 days.The three Southeast Asian countries have been popular destinations for Chinese outbound tourists since the late 1980s and early 1990s.The implementation of the visa-free entry policy is expected to attract more Chinese tourists,especially young people,to travel to Southeast Asia and boost the recovery of the tourism industry in the region.

文摘With intensifying global climate change,humanity is confronted with unparalleled environmental challenges and risks.This study employs the staggered difference-in-difference model to examine the relationship between climate policy and green innovation in the corporate financialization context.Using Chinese-listed company data from 2008 to 2020,our analysis reveals a favorable correlation between China’s carbon emission trading policy(CCTP)and advancements in green innovation.Furthermore,we find that the level of corporate financialization moderates this correlation,diminishing the driving effect of CCTP on green innovation.Additionally,results of heterogeneity analysis show that this moderating consequence is more evident in non-state owned and low-digitization enterprises compared with state-owned and high-digitization ones.Our findings contribute to the existing literature by clarifying the interaction between CCTP,green innovation,and corporate financialization.Our research provides valuable insights for policymakers and stakeholders seeking to strengthen climate policies and encourages green innovation in different types of businesses.
文摘The COVID-19 pandemic caused an outbreak on the global productive chains,transforming companies and society in general.Governments adopted anticyclical policies such as basic interest rates reduction as response.Brazil basic interest rate is denominated Selic.The application of these policies requires the protagonist of bank’s financial intermediation.This study aims to verify two events-under the perspective of the efficient markets’theory.The first is the communication of the first death by COVID-19-and the subsequent,Selic rate reduction to 2%p.a.-and its effects on bank’s shares prices.The hypotheses presented are:H1-The announcement of the first death by COVID-19 negatively impacts the banks’shares returns and H2-The announcement of the Selic interest rate-during the COVID-19-positively impacts the return of the banks’shares.We adopt event study methodology in a final sample of nine and 15 banks to Events 1 and 2 respectively.The results confirm H1 as well as the semi-strong informational efficiency market.H2 is not confirmed.Results confirm the non-effectiveness of the anticyclical policy of basic interest rate reduction.This contributes to the discussion about the impacts of COVID-19 and the efficacy of anticyclical policies.
文摘Language is an important carrier of human culture and a specific method for communication between humans.It is one of the most important symbols of human identity and flags of dividing group identity.At present,in the modern national state,the government is paying more attention to language policy and being more and more prudent to it.In the process of making and implementing language policy,the government must take into account a range of factors such as the country’s national history,politics,culture,economy,and relations between different social groups.From the mid-nineteenth century,when New Zealand became a British colony,until the mid-twentieth century,the Maori people were inspired to defend their rights and respect for themselves by the rise of Maori nationalist ideology and Maori political radicalism in a struggle that lasted more than 100 years.Until 1994,there were more than 800 kohanga reo,early childhood institutions that established Maori language instruction independent of the school system,and the nationalism drives to revitalize the Maori national language was at its peak.The process of revolution on Maori language policies in New Zealand reflects a trend of nationalist thoughts from Maori becoming more deep.Exploring the process of change in New Zealand’s Maori language policy will help to develop the study of the social history of indigenous peoples during the colonial period and will contribute to the study of the development of colonized countries and regions in the post-colonial period.The change in New Zealand’s Maori language policy has provided an important example of the preservation and revitalization of the indigenous languages of the world’s former colonies,which is of great significance for the preservation of linguistic and cultural diversity.
文摘Volatile organic compounds (VOCs) are an atmospheric pollutant with a boiling point of 50˚C - 260˚C at room temperature and pressure. They are precursors of sulfur dioxide and ozone, which can seriously pollute the atmosphere and endanger human health. After the “14th Five-Year Plan”, VOCs, instead of SO2, became one of the five indicators of China’s atmospheric governance. As a result, the government’s efforts to control VOCs have increased significantly. VOCs governance mustn’t be delayed. This paper provides a comprehensive summary and analysis of VOCs governance, covering the classification of VOCs, analysis of VOC governance technology (with a focus on end-of-pipe governance technology), national policy regulations, current governance shortcomings, and a forward-looking perspective on the future direction of VOCs governance, emphasizing healthy and sustainable development.

文摘Work-for-relief plays a unique role in China’s journey toward modernization.From the perspectives of policy tools and interest analysis,this paper uses quantitative analysis of policy texts and integrates grounded theory to build a policy expression analysis model to discuss the current work-for-relief policy system.The study found that China’s use of the work-for-relief policy is unbalanced,and it is necessary to enhance the involvement of non-governmental sectors,as well as to fully consider the policy’s target groups and the social issues that need addressing.
文摘China is home to the second largest population of children and adolescents in the world.Yet demographic shifts mean that the government must manage the challenge of fewer children with the needs of an ageing population,while considering the delicate tension between economic growth and environmental sustainability.We mapped the health problems and risks of contemporary school-aged children and adolescents in China against current national health policies.We involved multidisciplinary experts,including young people,with the aim of identifying actionable strategies and specific recommendations to promote child and adolescent health and wellbeing.Notwithstanding major improvements in their health over the past few decades,contemporary Chinese children and adolescents face distinct social challenges,including high academic pressures and youth unemployment,and new health concerns including obesity,mental health issues,and sexually transmitted infections.Inequality by gender,geography,and ethnicity remains a feature of health risks and outcomes.We identified a mismatch between current health determinants,risks and outcomes,and government policies.

文摘The China-Kazakhstan Horgos Frontier International Cooperation Center has been established for nearly 20 years,and its targeted policies have gone through the stages of initiative,negotiation and modification,official operation,and optimization and enhancement.This paper explores the problems,policy,and political sources of policy changes since the establishment of the Horgos International Border Cooperation Center by applying the multi-source flow theory to find the opening of the problematic and political windows.It also constructs a model of policy change dynamics to provide suggestions on how the government should better promote the good development of China’s first transnational cooperation center.
文摘In recent years,thanks to the vigorous promotion by UNESCO,inclusive education has rapidly developed and spread worldwide.Governments across various nations have responded and implemented this approach,successively introducing laws and policies to ensure that children with special needs are better integrated into society and receive a comprehensive education.This paper begins by exploring the concept and connotation of inclusive education.Through an international comparative perspective,it conducts a comparative analysis of the policy evolution of inclusive education in China and the United Kingdom.Furthermore,it investigates the implications that advanced international policy experiences have for the development of inclusive education in China.

文摘Aimed at infinite horizon optimal control problems of discrete time-varying nonlinear systems,in this paper,a new iterative adaptive dynamic programming algorithm,which is the discrete-time time-varying policy iteration(DTTV)algorithm,is developed.The iterative control law is designed to update the iterative value function which approximates the index function of optimal performance.The admissibility of the iterative control law is analyzed.The results show that the iterative value function is non-increasingly convergent to the Bellman-equation optimal solution.To implement the algorithm,neural networks are employed and a new implementation structure is established,which avoids solving the generalized Bellman equation in each iteration.Finally,the optimal control laws for torsional pendulum and inverted pendulum systems are obtained by using the DTTV policy iteration algorithm,where the mass and pendulum bar length are permitted to be time-varying parameters.The effectiveness of the developed method is illustrated by numerical results and comparisons.

文摘The innovative city pilot policy(ICPP)is an essential manifestation of China’s construction of an innovative and green-driven development country.We incorporated urban green total factor productivity(GTFP)growth into the evaluation of ICPP.Based on the panel data of 223 cities in China from 2005 to 2020,we used the difference-in-differences model to empirically assess the influence and mechanism of the ICPP on urban GTFP growth.The main results show that(i)The ICPP has maintained an effectively fluctuating promotion on urban GTFP growth,mainly manifested in the urban green technological progress improvement.(ii)The ICPP has urban heterogeneity in promoting GTFP growth in pilot cities,mainly affecting key cities such as provincial capitals.(iii)The interaction between the agglomeration of producer services and the ICPP inhibits GTFP growth in pilot cities.

文摘The central environmental protection inspection (CEPI) system in China is a significant institutional innova‐tion in national environmental governance. The CEPI applies a joint supervision strategy to address salient en‐vironmental issues and strictly enforce the environmental responsibilities of local governments. This study col‐lects and organizes CEPI inspection reports covering three stages that encompass the first round, the “look back”, and the second round, applying text analysis to obtain sample data and conduct statistical quantifica‐tion of word frequency in inspection reports and identify notable changes. The study explores the allocation of CEPI attention between policy objectives and the intensity of policy instruments. We determine that in con‐junction with public opinion feedback, the CEPI conducts targeted inspections and focuses more on pollutant governance, which has high severity and can be addressed quickly. The CEPI fills the gap of normalized gover‐nance with a campaign-style governance approach. Regarding the intensity of policy measures, the CEPI pri‐marily uses economic incentive policy instruments, supplemented by command-and-control and public guid‐ance approaches, advancing the sustainability of regulatory effectiveness through economic, social, and politi‐cal activities. This study extends knowledge in the field of CEPI policy priorities and implementation, expand‐ing the literature related to outcomes of environmental policy in developing countries.
