Coordination Mechanism and Empirical Research on Marine Science Technology Innovation and Marine Eco-civilization:A Case Study of Coastal Areas of China

Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles. 展开更多

Science and technology innovation talents are at the core of technology innovation,and their mobility has become a source of competition between regions and institutes.This paper analyzes the curriculum vitaes(CVs)of young and middle-aged leading talents in technology innovation,and explores their mobility patterns during their schooling and employment,leading to the following observations:A high-quality learning environment is an essential for the development of innovation talents;the mobility intensity has increased,and the phenomenon of"inbreeding"has been alleviated;the total number of institution or location changes is positively correlated with age,and the overall trend of mobility is stable;the regional imbalance of talent mobility has intensified,and the Matthew Effect,whereby initial advantage amplifies success and initial disadvantage amplifies disadvantage,has become prominent.This paper proposes measures such as refining cross-border mobility policy,expanding the academic vision of innovation talents,encouraging talent employment mobility,optimizing the allocation of resources,improving the human resource environment,establishing a talent development ecology,enriching educational resources,and coordinating the relationship between talent cultivation and talent attraction.These measures are expected to provide insights into the development and mobility of technology innovation talents and to be beneficial for the improvement of science and technology innovation talents policies. 展开更多

Objective To put forward some suggestions for the improvement of the evaluation system of Shenzhen Industrial Park of Shenzhen-Hong Kong Innovation Cooperation Zone by studying the scientific research project evaluation and management system of Japan Agency for Medical Research and Development(AMED).Methods Through literature review,lessons were drawn from the review and management policies and methods of biomedical projects implemented by Japan AMED.Then some reference was provided to the review and management of the projects in Shenzhen Industrial Park.Results and Conclusion A basic review framework has been set up in Shenzhen Industrial Park,which consists of scientific research management institution of Shenzhen Industrial Park,Third-Party Review Institution and Science Committee.However,there are three problems in this system:unclear selection criteria of review experts,insufficient supervision and lack of project evaluation standards.These problems can be solved by establishing an expert think tank,setting up graded project supervisors to have the dynamic monitoring,and developing a general evaluation scale for evaluating scientific research projects in Shenzhen Industrial Park. 展开更多

Brain metastases(BMs)are the most common cause of intracranial neoplasms in adults with poor prognosis.Most BMs originate from lung cancer,breast cancer,or melanoma.Radiotherapy(RT),including whole brain radiotherapy(WBRT)and stereotactic radiation surgery(SRS),has been widely explored and is considered a mainstay anticancer treatment for BMs.Over the past decade,the advent of novel systemic therapies has revolutionized the treatment of BMs.In this context,there is a strong rationale for using a combination of treatments based on RT,with the aim of achieving both local disease control and extracranial disease control.This review focuses on describing the latest progress in RT as well as the synergistic effects of the optimal combinations of RT and systemic treatment modalities for BMs,to provide perspectives on current treatments. 展开更多

Science and innovation diplomacy is at a crossroad-facing the need for enhanced cooperation to tackle global challenges and in a more complex geopolitical landscape.Built on“learning-by-doing”and“learningby-experimenting”as well as focusing on future development needs and opportunities,the science and innovation diplomacy practices of“Nordic+”countries,i.e.,Denmark,Finland,Sweden and the Netherlands,in China are presented in the paper.Their common strategic insights can be summarized as:1)a new policy narrative on“co-opetition”,2)a balanced approach and a long-term and future-oriented perspective on“coopetition”and 3)more agile,targeted and impact-oriented instruments and partnerships for“co-opetition”.Concrete suggestions for the future development include:1)a deepened understanding of how science and innovation are inter-connected with strategic and economic interests of countries and continents,2)publicly funded schemes and instruments for engaging Nordic multinationals and deepening science-industry-policy collaborative efforts,3)systematic methods through combining evidence-based and future-oriented analyses and 4)skill-and capacity development for identifying,preventing and mitigating multifaceted risks in cooperation.In such contexts,the implementation of EU’s mission-driven innovation and the twin-transition,i.e.the sustainability transition and digital transition,can open up new opportunities for the future cooperation. 展开更多

Science and technology innovation has always been present in Asia,but its application in disaster risk reduction(DRR) has been differential.In Asia,globally significant hotspots of disasters and economic development have emerged in which the application of science and technology in DRR has become an essential requirement for informed decision making.Science has supported establishment and implementation of major international initiatives in DRR,including the Hyogo Framework for Action 2005-2015.The more recent Sendai Framework for DRR 2015-2030 recognizes the importance of science and technology in all of its priority action areas,and subsequent global and regional forums and conferences have reconfirmed science and technology's importance.To perceive and monitor the progress of science and technology in DRR,a qualitative assessment of different countries is made using three major attributes:(1) science-based decision making;(2) investment in science and technology;and(3) the intensity of science's link to the public.This assessment exercise points out several strengths and weaknesses in science and technology application;the method can be employed to develop future multistakeholder and multidisciplinary science and technology plans at the country level.To implement regional and national activities,a set of 15 recommendations is put forward,which will strengthen the collective regional "science voice" in DRR. 展开更多

Science and technology innovation corridors are important spatial carriers for the coordinated development of future urban agglomerations in China.Based on a coupling coordination evaluation method,this study builds an index system for the evaluation of collaborative development of the"industry-city-innovation"region,and conducts the index evaluation and coupling coordination evaluation on the"industry-city-innovation"in the Xiamen-Quanzhou Science and Technology Innovation Corridor,in the hope of exploring measurement and evaluation methods for the de-velopment level of science and technology industrial parks.Based on multidimensional quantitative evaluation,the study concludes that Xiamen and Quanzhou own a solid foundation for economic development and science and technology innovation.However,the difference in the innovation cultivation environment between the two cities is an apparent shortcoming in the construction of the science and technology innovation corridor.Moreover,according to the coupling coordination evaluation of the"industry-city-innovation"system,the result shows that the overall coupling coordination degree of Xiamen City is generally high.The various counties and districts along the Xiamen-Quanzhou Science and Technology Inno-vation Corridor are mainly affected by the coupling of"city innovation",forming an obvious spatial agglomeration form.The influence of industrial elements is relatively weak.At the same time,the study uses the gray correlation analysis method to evaluate the factors influencing the coupling co-ordination degree.It is found that in terms of the degree of influence,city>industry>innovation,and the proportion of age population of labor force,the public service index,and the proportion of added value of the tertiary industry are key factors.Finally,considering the collaborative development with"industry-city-innovation"as the driving force,this study puts forward specific policy suggestions for the construction of the Xiamen-Quanzhou Science and Technology Innovation Corridor based on the coupling evaluation results,providing a reference for the future development of science and technologyinnovation corridors. 展开更多

As countries continue to deal with the global COVID-19 pandemic and its consequences, policymakers recognize that science, technology, and innovation(STI) practices offer a means of addressing many of the health problems that arise from the ongoing pandemic. Such recognition has given rise to many STI policy initiatives across various areas of science and policy, leading to a better understanding of coronavirus and the development of COVID-19 vaccines,treatments, and diagnostics. However, the practical implementation of vaccine and treatment strategies within local communities extends well beyond the laboratory. This study explored how misinformation and trust amplify or attenuate coronavirus and COVID-19 vaccine perceptions of those from ethnic minority groups deemed more susceptible to the impacts of the virus. Primary data in this study were collected in Scotland through semistructured interviews with 26 expert and nonexpert members from Scotland’s minority ethnic communities. The study findings show that risk perception is fluid and dependent on the information and evidential environment in which people find themselves. Misinformation, fake news, conspiracies, and trust or distrust(from prior experiences and historic practices) influence the perception of coronavirus and how risk messages are received, including the acceptance of coronavirus vaccines.This article reflects on Scotland’s approach to building trust and COVID-19 vaccine confidence and engagement based on the findings of this study, identifying areas of strength and areas for further improvement or research. The authors believe, as shown by our research, that vaccine engagement will be more impactful if developed by and with the public,and reflects public values, concerns, and priorities. 展开更多
