The aim of this study was to assess Readiness of Healthcare facilities to Implement onsite Healthcare Waste Management Protocols and Incineration Guidelines in Tanzania. To address this, a national assessment was conducted country wide to assess readiness of Healthcare Facilities (HCFs) to undertake various Healthcare Waste Management (HCWM) initiatives with particular focus to adherence to HCWM protocols and incineration guidelines. The assessment of healthcare waste management was conducted in facilities in the 26 regions of Tanzania mainland for one month. A standardized checklist and tools were used to assess and monitor various aspects related to healthcare waste management using open source software for data collection (ODK). Data were analyzed using SPSS computer software. It was observed that 46.2%, 33.3% and 25% of the health centres, district hospitals and regional hospitals did not have appointed supervisors, which makes it difficult for the HCFs to perform better in managing healthcare waste in their respective facilities. It was further revealed that healthcare facilities have made remarkable improvement in the overall healthcare waste management with evidence of ongoing common activity on purchasing injection safety boxes (69.2%) and purchasing of waste bins (53.8%) at all levels. On average, about 70% of the HCFs have plans and budget though inadequate to support HCWM activities. In a conclusion Healthcare Facilities must designate a better system to compressively address healthcare waste management issues. Again the findings provide evidence for those engaged in improving HCF conditions to develop evidence-based policies and efficient programs, enhance service delivery systems, and make better use of available resources. 展开更多

Due to the lack of casuistry, the management of the pediatric patient remains a source of stress and high risk of errors for the personnel working in the Territorial Emergency Service, General First Aid and Multipurpose ICU (intensive care unit), In order to facilitate the management of emergent or urgent pediatric casuistry, a specific training course, which involves all medical and paramedical staff; has begun in the reality of Pordenone Hospital. The new work strategy consists of an organized equipment according to the Broselow method, adapting the American model to our reality. A dedicated course was created to become confidential with the new operative strategy, to reduce mistakes and stress from the staff. After, a questionnaire was given to nurses working on ICU Dept. to assess the level of confidence with the new method introduced. It showed an improved confidence with the method, easier management of the pediatric emergency, fewer stress and better communication between health workers. Subsequently an updating course was created dedicated to the medical and nursing staff working on the Emergency Department of the entire province to start the integration between the hospitals in the area. The fmal project includes the drafting of a provincial protocol for the use of both intra and extra hospital pediatric material. The goal is to ensure that they do not create unevenness, errors or lack of care and communication between the professionals involved in the management of the pediatric emergency, from taking charge on the territory to hospitalization or transfer to the center Hub. 展开更多

Based on the idea of second generation image coding, a novel scheme for coding still images is pre- sented.At first, an image was partitioned with a pulse-coupled neural network; and then an improved chain code and the 2D discrete cosine transform was adopted to encode the shape and the color of its edges respectively.To code its smooth and texture regions, an improved zero-trees strategy based on the 2nd generation wavelet was chosen.After that, the zero-tree chart was selected to rearrange quantified coefficients.And finally some regulations were given according to psychology of various users.Experiments under noiseless channels demonstrate that the proposed method performs better than those of the current one, such as JPEG, CMP, EZW and JPEG2000. 展开更多
