This article first analyses the development characteristics of urban planning and management information system in China, and proposes a method for establishing a planning and management information system for small town. By using GIS as core and integrating with microcomputer network, office automation (OA), computer aided design (CAD), and multimedia technology, a microcomputer information system (TownMIS) is implemented after 3 year design and development. It may be a first comprehensive system for the planning and management of small towns. Since the January of 1996, TownMIS has been actually used in Xiaolan Town, a coastal rich town in South China. This has provided perfect technical, managerial, operational and institutional references for resolving the contradiction of the fast growing installation of GIS sites and fewer actually running system.展开更多

Geo-data is a foundation for the prediction and assessment of ore resources, so managing and making full use of those data, including geography database, geology database, mineral deposits database, aeromagnetics data...Geo-data is a foundation for the prediction and assessment of ore resources, so managing and making full use of those data, including geography database, geology database, mineral deposits database, aeromagnetics database, gravity database, geochemistry database and remote sensing database, is very significant. We developed national important mining zone database (NIMZDB) to manage 14 national important mining zone databases to support a new round prediction of ore deposit. We found that attention should be paid to the following issues: ① data accuracy: integrity, logic consistency, attribute, spatial and time accuracy; ② management of both attribute and spatial data in the same system;③ transforming data between MapGIS and ArcGIS; ④ data sharing and security; ⑤ data searches that can query both attribute and spatial data. Accuracy of input data is guaranteed and the search, analysis and translation of data between MapGIS and ArcGIS has been made convenient via the development of a checking data module and a managing data module based on MapGIS and ArcGIS. According to our case study industry, such industry currently used traditional network systems such as LAN, and "Bus Network" Network Topology. Client/Server distributed computing has a problem with database management in data redundancy, data inconsistency, and data independency. For Network Topology, Bus Network has problem with multitasking since the network are able to handle only a set of data at a time so the traffic problem will occur when multiple users request for the service. Thus, such condition is inconsistent with concurrent engineering which must be able to access the data simultaneously. As a consequence, this study develops a network system, network system of working system, using LAN and "Star Network" network topology. The file server processing distributed is an application while database is stored in host computer or file server but the data will be processed in users' computer. When the user needs to access the data, file server will send it to the user and the user can further analysis or manage such data in the user computer, so called "Hierarchical Database Model". Hierarchical database structure is easily developed like general organization command structure with different level of responsibility. In details, the data level in the database is divided into three levels including DBI, DB2, and DB3, so development of simultaneously systemic flow and access of various critical data is performed in parallel. Furthermore, this is consistent with access of all three data levels including: Level 1 is overall dataflow of both inside and outside the organization; Level 2 is dataflow of each division in the organization; and Level 3 is dataflow of subunit in each division in the organization. Background Tuberculosis(TB)remains a major public health problem in Nepal,high in settings marked by prevalent gender and social inequities.Various social stratifiers intersect,either privileging or oppressing individ...Background Tuberculosis(TB)remains a major public health problem in Nepal,high in settings marked by prevalent gender and social inequities.Various social stratifiers intersect,either privileging or oppressing individuals based on their characteristics and contexts,thereby increasing risks,vulnerabilities and marganilisation associated with TB.This study aimed to assess the inclusiveness of gender and other social stratifiers in key health related national policies and the Health Management Information System(HMIS)of National Tuberculosis Programme(NTP)by conducting an intersectional analysis of TB cases recorded via HMIS.Methods A desk review of key policies and the NTP’s HMIS was conducted.Retrospective intersectional analysis utilized two secondary data sources:annual NTP report(2017-2021)and records of 628 TB cases via HMIS 6.5 from two TB centres(2017/18-2018/19).Chi-square test and multi-variate analysis was used to assess the association between social stratifers and types of TB,registration category and treatment outcome.Results Gender,social inclusion and concept of intersectionality are incorporated into various health policies and strategies but lack effective implementation.NTP has initiated the collection of age,sex,ethnicity and location data since 2014/15 through the HMIS.However,only age and sex disaggregated data are routinely reported,leaving recorded social stratifiers of TB patients static without analysis and dissemination.Furthermore,findings from the intersectional analysis using TB secondary data,showed that male more than 25 years exhibited higher odds[adjusted odds ratio(a OR)=4.95,95%confidence interval(CI):1.60-19.06,P=0.01]of successful outcome compared to male TB patients less than 25 years.Similarly,sex was significantly associated with types of TB(P<0.05)whereas both age(P<0.05)and sex(P<0.05)were significantly associated with patient registration category(old/new cases).Conclusions The results highlight inadequacy in the availability of social stratifiers in the routine HMIS.This limitation hampers the NTP’s ability to conduct intersectional analyses,crucial for unveiling the roles of other social determinants of TB.Such limitation underscores the need for more disaggregated data in routine NTP to better inform policies and plans contributing to the development of a more responsive and equitable TB programme and effectively addressing disparities.展开更多

System-wide information management(SWIM)is a complex distributed information transfer and sharing system for the next generation of Air Transportation System(ATS).In response to the growing volume of civil aviation ai...System-wide information management(SWIM)is a complex distributed information transfer and sharing system for the next generation of Air Transportation System(ATS).In response to the growing volume of civil aviation air operations,users accessing different authentication domains in the SWIM system have problems with the validity,security,and privacy of SWIM-shared data.In order to solve these problems,this paper proposes a SWIM crossdomain authentication scheme based on a consistent hashing algorithm on consortium blockchain and designs a blockchain certificate format for SWIM cross-domain authentication.The scheme uses a consistent hash algorithm with virtual nodes in combination with a cluster of authentication centers in the SWIM consortium blockchain architecture to synchronize the user’s authentication mapping relationships between authentication domains.The virtual authentication nodes are mapped separately using different services provided by SWIM to guarantee the partitioning of the consistent hash ring on the consortium blockchain.According to the dynamic change of user’s authentication requests,the nodes of virtual service authentication can be added and deleted to realize the dynamic load balancing of cross-domain authentication of different services.Security analysis shows that this protocol can resist network attacks such as man-in-the-middle attacks,replay attacks,and Sybil attacks.Experiments show that this scheme can reduce the redundant authentication operations of identity information and solve the problems of traditional cross-domain authentication with single-point collapse,difficulty in expansion,and uneven load.At the same time,it has better security of information storage and can realize the cross-domain authentication requirements of SWIM users with low communication costs and system overhead.KEYWORDS System-wide information management(SWIM);consortium blockchain;consistent hash;cross-domain authentication;load balancing.展开更多

Understanding the nature and the rationality of escalation allows the firm to promote optimal project management practices. This study takes an inter-disciplinary approach and draws on research from economics and management to create a model of irrational escalation and a model of rational escalation. The forces that contribute to irrational escalation include the responsibility of the same manager for both the project selection and project continuation decisions that create proneness to self-justification, the potential for negative framing of decision options due to large sunk costs, the proximity of project completion and the presence of organizational inertia. Identifying these irrational escalation factors helps design appropriate de-escalation techniques. The rational escalation model draws on the real option theory and the bandit process theory to identify conditions when project continuation is justified by the value of information and the value of flexibility that the firm receives from continuing the project.展开更多

Therefore, there is a need to look at ways that can augment conventional Vehicular Management Information Systems (VMIS) in transforming business processes through Telematics. This paper aims to contextualise the role that telematics can play in transforming the Insurance Ecosystem in Zimbabwe. The main objective was to investigate the integration of Usage-Based Insurance (UBI) with vehicle tracking solutions provided by technology companies like Econet Wireless in Zimbabwe, aiming to align customer billing with individual risk profiles and enhance the synergy between technology and insurance service providers in the motor insurance ecosystem. A triangulation through structured interviews, questionnaires, and literature review, supported by Information Systems Analysis and Design techniques was conducted. The study adopted a case study approach, qualitatively analyzing the complexities of the Telematics insurance ecosystem in Zimbabwe, informed by the TOGAF framework. A case-study approach was applied to derive themes whilst applying within and cross-case analysis. Data was collected using questionnaires, and interviews. The findings of the research clearly show the importance of Telematics in modern-day insurance and the positive relationship between technology and insurance business performance. The study, therefore revealed how UBI can incentivize positive driver behavior, potentially reducing insurance premiums for safe drivers and lowering the incidence of claims against insurance companies. Future work can be done on studying the role of Telematics in combating highway crime and corruption.展开更多

文摘Background Tuberculosis(TB)remains a major public health problem in Nepal,high in settings marked by prevalent gender and social inequities.Various social stratifiers intersect,either privileging or oppressing individuals based on their characteristics and contexts,thereby increasing risks,vulnerabilities and marganilisation associated with TB.This study aimed to assess the inclusiveness of gender and other social stratifiers in key health related national policies and the Health Management Information System(HMIS)of National Tuberculosis Programme(NTP)by conducting an intersectional analysis of TB cases recorded via HMIS.Methods A desk review of key policies and the NTP’s HMIS was conducted.Retrospective intersectional analysis utilized two secondary data sources:annual NTP report(2017-2021)and records of 628 TB cases via HMIS 6.5 from two TB centres(2017/18-2018/19).Chi-square test and multi-variate analysis was used to assess the association between social stratifers and types of TB,registration category and treatment outcome.Results Gender,social inclusion and concept of intersectionality are incorporated into various health policies and strategies but lack effective implementation.NTP has initiated the collection of age,sex,ethnicity and location data since 2014/15 through the HMIS.However,only age and sex disaggregated data are routinely reported,leaving recorded social stratifiers of TB patients static without analysis and dissemination.Furthermore,findings from the intersectional analysis using TB secondary data,showed that male more than 25 years exhibited higher odds[adjusted odds ratio(a OR)=4.95,95%confidence interval(CI):1.60-19.06,P=0.01]of successful outcome compared to male TB patients less than 25 years.Similarly,sex was significantly associated with types of TB(P<0.05)whereas both age(P<0.05)and sex(P<0.05)were significantly associated with patient registration category(old/new cases).Conclusions The results highlight inadequacy in the availability of social stratifiers in the routine HMIS.This limitation hampers the NTP’s ability to conduct intersectional analyses,crucial for unveiling the roles of other social determinants of TB.Such limitation underscores the need for more disaggregated data in routine NTP to better inform policies and plans contributing to the development of a more responsive and equitable TB programme and effectively addressing disparities.

文摘Management information system(MiS),a human-computer system that deeply integrates next-generation information technology and management services,has become the nerve center of society and organizations.With the development of next-generation information technology,Mis has gradually entered the smart period.However,research on smart managementinformation systems(SMIS)is still limited,lacking systematic summarization of its conceptual definition,evolution,research hotspots,and typical applications.Therefore,this paper defines the conceptual characteristics of SMIS,provides an overview of the evolution of SMIS,examines research focus areas using bibliometric methods,and elaborates on typical application practices of sMis in fields such as health care,elderly care,manufacturing,and transportation.Furthermore,we discuss the future development directions of SMIS in four key areas:smart interaction,smart decisionmaking,efficient resource allocation,and flexible system architecture.These discussions provide guidance and a foundation for the theoretical development and practical application of SMIS.

文摘System-wide information management(SWIM)is a complex distributed information transfer and sharing system for the next generation of Air Transportation System(ATS).In response to the growing volume of civil aviation air operations,users accessing different authentication domains in the SWIM system have problems with the validity,security,and privacy of SWIM-shared data.In order to solve these problems,this paper proposes a SWIM crossdomain authentication scheme based on a consistent hashing algorithm on consortium blockchain and designs a blockchain certificate format for SWIM cross-domain authentication.The scheme uses a consistent hash algorithm with virtual nodes in combination with a cluster of authentication centers in the SWIM consortium blockchain architecture to synchronize the user’s authentication mapping relationships between authentication domains.The virtual authentication nodes are mapped separately using different services provided by SWIM to guarantee the partitioning of the consistent hash ring on the consortium blockchain.According to the dynamic change of user’s authentication requests,the nodes of virtual service authentication can be added and deleted to realize the dynamic load balancing of cross-domain authentication of different services.Security analysis shows that this protocol can resist network attacks such as man-in-the-middle attacks,replay attacks,and Sybil attacks.Experiments show that this scheme can reduce the redundant authentication operations of identity information and solve the problems of traditional cross-domain authentication with single-point collapse,difficulty in expansion,and uneven load.At the same time,it has better security of information storage and can realize the cross-domain authentication requirements of SWIM users with low communication costs and system overhead.KEYWORDS System-wide information management(SWIM);consortium blockchain;consistent hash;cross-domain authentication;load balancing.
文摘Escalation of commitment has been linked to losses in information systems (IS) projects. Understanding the nature and the rationality of escalation allows the firm to promote optimal project management practices. This study takes an inter-disciplinary approach and draws on research from economics and management to create a model of irrational escalation and a model of rational escalation. The forces that contribute to irrational escalation include the responsibility of the same manager for both the project selection and project continuation decisions that create proneness to self-justification, the potential for negative framing of decision options due to large sunk costs, the proximity of project completion and the presence of organizational inertia. Identifying these irrational escalation factors helps design appropriate de-escalation techniques. The rational escalation model draws on the real option theory and the bandit process theory to identify conditions when project continuation is justified by the value of information and the value of flexibility that the firm receives from continuing the project.
文摘Zimbabwe has witnessed the evolution of Information Communication Technology (ICT). The vehicle population soared to above 1.2 million hence rendering the Transport and Insurance domains complex. Therefore, there is a need to look at ways that can augment conventional Vehicular Management Information Systems (VMIS) in transforming business processes through Telematics. This paper aims to contextualise the role that telematics can play in transforming the Insurance Ecosystem in Zimbabwe. The main objective was to investigate the integration of Usage-Based Insurance (UBI) with vehicle tracking solutions provided by technology companies like Econet Wireless in Zimbabwe, aiming to align customer billing with individual risk profiles and enhance the synergy between technology and insurance service providers in the motor insurance ecosystem. A triangulation through structured interviews, questionnaires, and literature review, supported by Information Systems Analysis and Design techniques was conducted. The study adopted a case study approach, qualitatively analyzing the complexities of the Telematics insurance ecosystem in Zimbabwe, informed by the TOGAF framework. A case-study approach was applied to derive themes whilst applying within and cross-case analysis. Data was collected using questionnaires, and interviews. The findings of the research clearly show the importance of Telematics in modern-day insurance and the positive relationship between technology and insurance business performance. The study, therefore revealed how UBI can incentivize positive driver behavior, potentially reducing insurance premiums for safe drivers and lowering the incidence of claims against insurance companies. Future work can be done on studying the role of Telematics in combating highway crime and corruption.

文摘How to construct integrative information management system for radiation oncology is a new practice in China based on new technical framework and the profile of integrating the healthcare enterprise in radiation oncology (IHE-RO). This paper presents the research progress for constructing the system in the department of the radiation oncology at Cancer Hospital of Chinese Academy of Medical Sciences, and its system diagram based on IHE-RO technical framework, digital imaging and communication in medicine with radiotherapy (DICOM RT) data flow standard, and emphasizes the importance of DICOM RT in constructing the system and describes the generation process of DICOM RT objects. Finally, the related international standards are suggested on RT devices adopted by China State Food and Drug Administration (SFDA) when the system is constructed.
