In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on profe...In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on professionals to monitor and manage disasters was demanding and costly.The Chinese government created a system to engage residents in the process of disaster risk management,namely’Public Participation Monitoring and Warning’(PPMW),to disseminate timely disaster information and bring down management costs.The objective of this system was to reduce casualties with minimum cost by organizing residents to evacuate from disasters in advance.This paper introduced the PPMW system,including its structure,operation mechanism by reviewing government documents and research articles,and its implementation by a case study of a landslide at Boli village(E 101°01’,N 27°29’),Yanyuan County,Sichuan Province,China on July 19th 2018.Further,this paper analyzed the strengths and limitations of the system and discussed its future development.It had the potential to become an affordable disaster risk management tool for other countries facing similar situations to China.展开更多

Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze ...Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze their relationships and functional mechanism. In the model,the risk communication behaviors are divided into two variables of the public opinion expression and information acquisition,and the subjective norm divided into the internal and external social networks. Then the questionnaire is designed so as to verify the proposed model and analyze their relationships. The survey data are analyzed using SMART PLS software. The validity analysis shows that the questionnaire has a high convergence and discriminant validity. In addition, the Cronbach'a coefficient of each item is more than 0. 70,which shows the questionnaire has a high credibility. Based on the statistical data analysis, relationships of the influence factors are obtained.Further,the influence path model of the public attitude,intention,self regulation and behavior control in the risk communication is established. According to the Bootstrap algorithm in SMART,the path coefficient and its explanation variance of each influence factor are obtained. The calculation results show that the explanation variance values are all bigger than 10% and the path is reliable.Based on the path model, the influence path and function relationships of the participation attitude, subjective norm and behavior control on the participation intention and behavior are obtained. This will provide theoretical and data supports for the risk management and strategy making of the public participation in nanotechnology risk communication.展开更多

However, in reality, the situation is different. The growing importance of public participation seems essential for the implementation of sustainable forest management. The aim of this study is to assess the implementation of a theoretical concept closely related to SFM, integrated land and resource management (ILRM). This Canadian concept aims to integrate many forest functions using participatory tools. Using semi-structured interviews with experts, we clarify our theoretical concept and adapt it to reality. Our results show that better communication between stakeholders is necessary. It is also important to increase the flexibility of the timber harvest system and adapted forest zoning should be considered. Due to the complexity and openness of lake resources, it is difficult for the government and the market to properly handle the arduous task of lake governance, and public participation is an effective remedy for the failure of the government and the market. In order to know the public participation in the protection lakes, this paper selected 318 citizens from Hengshui city and uses the questionnaire survey to understand the public’s participation attitude, approach and behavior of the lake chief system. Dialects are a specific form of geographic variation of birdsong with relatively sharp boundaries between distinct song characteristics,which provide opportunities for focused studies of processes underlying the emerg...Dialects are a specific form of geographic variation of birdsong with relatively sharp boundaries between distinct song characteristics,which provide opportunities for focused studies of processes underlying the emergence of spatial patterns in vocalization.Several songbird species that exhibit dialects became models for such research,and for some of them large-scale datasets were assembled that included recordings provided by the public.Among them,the Yellowhammer(Emberiza citrinella,Emberizidae) is particularly prominent,as it has been recently a subject of dedicated citizen science projects focusing on its dialect distribution.The most successful,in terms of public participation as well as the number and density of obtained recordings,was the Dialects of Czech Yellowhammers(DCY) project,which assembled detailed data at the whole-country level.A mosaic of almost all common song variants known across Europe was observed in Czechia,but the results indicated that some of the traditionally recognized Yellowhammer dialects may not represent geographically clustered song variants,at least not in Central Europe.We quantitatively analysed variation(frequency and temporal characteristics and modulation) of the terminal song element in three dialects defined by arbitrary frequency thresholds in DCY.Multivariate analyses indicated that pooling these to two distinct groups reflects the variation in the songs,as well as their spatial distribution,better than retaining the current classification to three dialects or their finer splitting to even more categories.We provide simple measures that may be used for classification of these Yellowhammer song variants in Central Europe.However,we warn from indiscriminate transposing of results from one region to another,as that may lead to substantial biases.Future studies of birdsong variation will benefit from big data assembled by citizen scientists,but to maximise their usefulness for further dialect research,careful delineation of dialect boundaries is essential.展开更多

Fortunately, over the same period the social sciences have produced useful tools that can aid natural resource managers. But resource managers need to know about these tools and be trained in their use. The purpose of this article is to provide an introduction to some of the social science tools or approaches that have proven to reduce political conflict over resource issues. When beginning a major project, resource managers can review this list to see which of these approaches might prevent or mitigate controversy. 文摘Dialects are a specific form of geographic variation of birdsong with relatively sharp boundaries between distinct song characteristics,which provide opportunities for focused studies of processes underlying the emergence of spatial patterns in vocalization.Several songbird species that exhibit dialects became models for such research,and for some of them large-scale datasets were assembled that included recordings provided by the public.Among them,the Yellowhammer(Emberiza citrinella,Emberizidae) is particularly prominent,as it has been recently a subject of dedicated citizen science projects focusing on its dialect distribution.The most successful,in terms of public participation as well as the number and density of obtained recordings,was the Dialects of Czech Yellowhammers(DCY) project,which assembled detailed data at the whole-country level.A mosaic of almost all common song variants known across Europe was observed in Czechia,but the results indicated that some of the traditionally recognized Yellowhammer dialects may not represent geographically clustered song variants,at least not in Central Europe.We quantitatively analysed variation(frequency and temporal characteristics and modulation) of the terminal song element in three dialects defined by arbitrary frequency thresholds in DCY.Multivariate analyses indicated that pooling these to two distinct groups reflects the variation in the songs,as well as their spatial distribution,better than retaining the current classification to three dialects or their finer splitting to even more categories.We provide simple measures that may be used for classification of these Yellowhammer song variants in Central Europe.However,we warn from indiscriminate transposing of results from one region to another,as that may lead to substantial biases.Future studies of birdsong variation will benefit from big data assembled by citizen scientists,but to maximise their usefulness for further dialect research,careful delineation of dialect boundaries is essential.

文摘As an innovation in the environmental governance system that breaks the traditional hierarchical structure,environmental protection supervision has not only played a significant role in protecting tangible environmental rights but also expanded the basic scope of the right to environmental information—part of procedural environmental rights.In the supervision of environmental protection,the objects of the right to environmental information and the subjects of the obligation to provide environmental information have been both expanded,with the focus shifting from government information to Party information and from administrative organs to Party organs.This vividly demonstrates the Communist Party of China’s concrete efforts to protect human rights in the field of the endeavor to build an ecological civilization.At present,the realization of the right to environmental information in environmental protection supervision still faces problems such as insufficient standards and norms,disordered practice and operation,and lack of liability guarantee.In this context,based on renewing relevant subjects’cognition of the right to know in environmental protection supervision,we should further improve and specify the rule for disclosing information about environmental protection supervision,rationally distribute the obligations for information disclosure in environmental protection supervision,and clarify the accountability rules for violating relevant requirements for information disclosure,so as to promote the overall development of the environmental protection supervision system while guaranteeing the realization of the right to environmental information.

文摘After 10 years of the Fukushima Nuclear Accident,Japan decided to release the nuclear wastewater into the Pacific Ocean on 13 April 2021.It is apparent that Japan has chosen the most cost-efficient way to deal with the contaminated water,however,great opposition and concerns have been raised internationally due to the ecotoxicological features of radioactive materials and their harmful impacts on the environment.Here we an-alyze the ecological impacts caused by the nuclear accident and the potential impacts of releasing the nuclear wastewater into the ocean.Science-based solutions are proposed through a third-party evaluation and strict envi-ronmental assessment,multi-stakeholder public participation,integrated monitoring of the neighboring coastal countries,long-term international collaborative research,and setting up international convention for ecological compensation.
文摘Water environment is a part of ecological environment, and conservation of water environment has always been a focus of public attention in China, but water environment management in the vast countryside has been stuck in bottleneck. Based on the fi eld investigation in Xianxia Town, Yudu County, Ganzhou City, Jiangxi Province, this paper explored the current situation of local water environment and the management diffi culties, then introduced the holistic view to integrate the linkage of government, market and society, proposed the universality of the individual case, and the new attempt centering on urban-rural integrated water environment management system with public participation mechanism, management subjects' benefit balance and coordination system, marketing operation mechanism and economic incentive mechanism as the extension.

文摘Japan has introduced public participation into road planning processes in recent years. This paper firstly describes the Japanese institutional system of public participation in infrastructure planning; then it focuses on the institutionalization of participatory road planning procedure and road planning framework. Taking Yokohama Northwest Line for an example, it explains the planning procedure and public participation techniques in detail and analyzes the special advanced characteristics of the procedure. Finally, it suggests that China could learn the following experience from Japan: the institutionalization of participatory planning procedure, detailed division of road planning stages, setup of third-party organization, full publicity of information, and adoption of public suggestion, and implementation of multiple involvement techniques.
文摘Over the past several decades natural resource issues have become highly controversial, even playing out on the national or international stage. While natural resource science has advanced, the controversy has not gone away. If anything, it has gotten worse. The reality is that natural resource managers need to be as skilled at addressing public concerns as they are with resource science. Fortunately, over the same period the social sciences have produced useful tools that can aid natural resource managers. But resource managers need to know about these tools and be trained in their use. The purpose of this article is to provide an introduction to some of the social science tools or approaches that have proven to reduce political conflict over resource issues. When beginning a major project, resource managers can review this list to see which of these approaches might prevent or mitigate controversy. References are provided for each tool as a starting place for further exploration.

文摘Since the Vienna Declaration and programme of Action in 1993 recommended that countries formulate national human rights action plans,many countries have carried out relevant explorations.Since 2009,China has formulated four series of Human Rights Action plan of China,which is significant for promoting the development of human rights,enhancing the say in international human rights,reducing social risks and protecting individual rights.The formulation of the plan adheres to the principles of being laws and policies-based and human rights-oriented,and taking into account both the country and society.The first three series of the Action plans have undergone such evolution as upgrade of guiding principles and goals,refinement of rights content and measures,diversification of responsible subjects,increasingly reasonable framework structure,and more human rights consideration in discourse expression.The fourth series of the Action plan pays more attention to expanding public participation and the content,improving the supervision mechanism,and further promoting the formulation and implementation of the Action plan.
