Noncommunicable chronic diseases have become the most important public health problem in the world today,so the focus of public health services should be shifted from the traditional area of communicable diseases to t...Noncommunicable chronic diseases have become the most important public health problem in the world today,so the focus of public health services should be shifted from the traditional area of communicable diseases to the prevention and control of chronic diseases.Since bad living habits are the most direct cause of chronic diseases,the most effective measure to prevent and control chronic diseases is to promote healthy lifestyles for the individual citizen.The theories of equal health opportunity,the right to health from the perspective of human rights,and determinants of a healthy society provide justified reasons for the intervention of public power in individual health choices.In the current legal system,the intervention of public power is limited to flexible measures such as health education,which shows respect for individual autonomy.However,it is inconsistent with the needs of current public health practice.We should expand diversified intervention means to encourage individuals to make healthy choices under the guidance of the management model.The“ladder of intervention”outlines a panoramic view of the intervention measures available.However,for the selection of specific measures,it is necessary to consider the public health objectives and the invasion of individual freedom,introduce the“legal reservation principle”and“proportionality principle”as policy analysis tools,and reasonably choose intervention measures at different levels on the ladder to properly handle the tension between public power and private rights.展开更多

The rational allocation of corporate control between different behavioral agents has attracted more and more attention. This paper points out that scholars have studied the allocation of corporate control from the angles of the agency cost theory, property rights theory, corporate finance theory, and the theory of corporate governance, which has great value. However, the existing theories also have some flaws on the allocation of corporate control. First, people still have different understandings and views over the meaning of corporate control. Secondly, the existing research theoretically only observes and studies an arrangement of sheer level control, the allocation between final control and real control. This paper argues to build the two-tier allocation of corporate control: The first tier relation is between ultimate control rights and actual control rights, the second tier relation is between indirect control rights and direct control rights which are in actual control rights. This study can explain the resource allocation effects of corporate control, promote the development and improvement of the theory of the firm.展开更多

However, temperature-sensitive medical products may...In order to deliver medical products (medicines, vaccines, blood packs, etc.) in time for needed areas, a method of transporting goods using drones is being studied. However, temperature-sensitive medical products may decay due to outside temperature changes. The time required to transport over the distance may vary a lot as well. As a result, the likelihood of the goods deteriorating is very high. There is a need for a study on cargo bay to prevent this and to protect the medical goods. In this paper, in order to protect the temperature sensitive medical goods, the inside cargo bay is equipped with the cooling fan device and the electric heating elements. These elements can be monitored and controlled according to the user’s discretion. By using the web server built inside the cloud server, the temperature can be controlled in real-time from anywhere without the limitation of distance. We built the proposed device, and installed it on the drone cargo bay. The test results show that the cargo bay can be temperature-controlled, and the setting can be maintained over a great distance. The user can watch the temperature variations during the transport and ascertain the goodness of the medical supply with the data. It is expected that such development can greatly enhance the utility of the drone operations, especially for the medical supply transport applications.展开更多

When the enterprise is under normal run, shareholders are its owner, but when it goes into bankruptcy, claimers should take place of shareholders becoming the owner of the enterprise. But in China, the ownership of state-owned enterprise (SEE) goes into double misplaces. Management controls the enterprise under the normal run, which leads salaries to seize the earnings and share equities. The state who acts as the shareholder not only lessens investments but also fixes its earnings as much as possible. It gives up the claim to residue, which leads claimers to bear the enterprise's residual risks (when the residual income is negative). When the enterprise goes into bankruptcy, as the shareholder, the state determines whether it can exist or not in order to maximize its own utility. Rights of claimer are being seriously damaged as they can be manipulated freely in the enterprise. Banks' bad debts are also in an extremely high level. Nowadays power electronics research has added the importance of power quality studies, for concrete illustration, Custom Power Devices (CPD) and Flexible AC Transmission position (FACTS) devices. The approach offered in this paper utilizes the series and shunt compensator of Unified Power Quality Conditioner (UPQC) to inject a compensation voltage in-phase with the source current over voltage fluctuations. The execution of two structures of UPQC, left-shunt (L-UPQC) and right-shunt (R-UPQC) are investigated under diverse operating conditions based on the fuzzy logic controller to raise the value of power quality of a single feeder distribution system by MATLAB/Simulink programming. Various power quality issues have been analyzed in this study. Finally, the right shunt UPQC is outperformed in this proposed power system.展开更多

One such area involves data brokers, which have thus far gone unregulated. Data brokers use artificial intelligence to aggregate information into data profiles about individual Americans derived from consumer use of the internet and connected devices. Data profiles are then sold for profit. Government investigators use a legal loophole to purchase this data instead of obtaining a search warrant, which the Fourth Amendment would otherwise require. Consumers have lacked a reasonable means to fight or correct the information data brokers collect. Americans may not even be aware of the risks of data aggregation, which upends the test of reasonable expectations used in a search warrant analysis. Data aggregation should be controlled and regulated, which is the direction some privacy laws take. Legislatures must step forward to safeguard against shadowy data-profiling practices, whether abroad or at home. In the meantime, courts can modify their search warrant analysis by including data privacy principles.展开更多

The issues of authorization for geospacial DRM are concentrated on. To geospacial DRM, one aspect is the declaration and enforcement of access rights, based on geographic aspects. To the approbation of digital geographic content, it is important to adopt online access to geodata through a special data infrastructure (SDI). This results in the interoperability requirements on three different levels: data model level, service level and access control level. The interaction between the data model and service level can be obtained by criterions of the open geospacial consortium (OGC), and the interaction of the access control level may be reached by declaring and enforcing access restrictions in GeoAC. Then an archetype enforcement based on GeoAC is elucidated. As one aspect of performing usage rights, the execution of access restrictions as an extension to a regular SDI is illuminated.展开更多

文摘Against the background of a complicated global pandemic situation and normalized pandemic prevention and control in China,leading human rights scholars from China,North America and Eurasia conducted fruitful discussions on the human rights jurisprudence during pandemic through the lens of the proportionality principle at the Sixth Session of the International Seminar Series on"Global Pandemic Prevention and Control and Human Rights Protection",which was organized by the Center for Human Rights Studies of Renmin University of China,under the guidance of the China Society for Human Rights Studies.Focusing on the pandemic-related human rights conditions and legal challenges in global context,participating scholars examined the role of the proportionality principle during the containment of COVID-19 in six topical dimensions,including the normative utility,practical logic,reasonable limits,necessary measures,balancing of interests,and proportional jurisprudence in the post-pandemic era.In oder to cohere human rights jurisprudence for the development of a global community of health for all,this international seminar fostered five fundamental proportionality consensuses from five interrelated perspectives,involving human rights—rule of law—balance—contexts—trends".
文摘In this paper,a robust nonlinear free vibration control design using an operator based robust right coprime factorization approach is considered for a flexible plate with unknown input nonlinearity.With considering the effect of unknown input nonlinearity from the piezoelectric actuator,operator based controllers are designed to guarantee the robust stability of the nonlinear free vibration control system.Simultaneously,for ensuring the desired tracking performance and reducing the effect of unknown input nonlinearity,operator based tracking compensator and estimation structure are given,respectively.Finally,both simulation and experimental results are shown to verify the effectiveness of the proposed control scheme.

文摘To resolve the problem of quantitative analysis in hybrid cloud,a quantitative analysis method,which is based on the security entropy,is proposed.Firstly,according to the information theory,the security entropy is put forward to calculate the uncertainty of the system' s determinations on the irregular access behaviors.Secondly,based on the security entropy,security theorems of hybrid cloud are defined.Finally,typical access control models are analyzed by the method,the method's practicability is validated,and security and applicability of these models are compared.Simulation results prove that the proposed method is suitable for the security quantitative analysis of the access control model and evaluation to access control capability in hybrid cloud.
文摘This paper presents a gross examination about Unified Power Quality Conditioner (UPQC) to invigorate the power issues at the distribution level of the electrical system. Nowadays power electronics research has added the importance of power quality studies, for concrete illustration, Custom Power Devices (CPD) and Flexible AC Transmission position (FACTS) devices. The approach offered in this paper utilizes the series and shunt compensator of Unified Power Quality Conditioner (UPQC) to inject a compensation voltage in-phase with the source current over voltage fluctuations. The execution of two structures of UPQC, left-shunt (L-UPQC) and right-shunt (R-UPQC) are investigated under diverse operating conditions based on the fuzzy logic controller to raise the value of power quality of a single feeder distribution system by MATLAB/Simulink programming. Various power quality issues have been analyzed in this study. Finally, the right shunt UPQC is outperformed in this proposed power system.
文摘Advances in technology require upgrades in the law. One such area involves data brokers, which have thus far gone unregulated. Data brokers use artificial intelligence to aggregate information into data profiles about individual Americans derived from consumer use of the internet and connected devices. Data profiles are then sold for profit. Government investigators use a legal loophole to purchase this data instead of obtaining a search warrant, which the Fourth Amendment would otherwise require. Consumers have lacked a reasonable means to fight or correct the information data brokers collect. Americans may not even be aware of the risks of data aggregation, which upends the test of reasonable expectations used in a search warrant analysis. Data aggregation should be controlled and regulated, which is the direction some privacy laws take. Legislatures must step forward to safeguard against shadowy data-profiling practices, whether abroad or at home. In the meantime, courts can modify their search warrant analysis by including data privacy principles.

文摘The robust control issue for uncertain nonlinear system is discussed by using the method of right coprime factorization. As it is difficult to obtain the inverse of the right factor due to the high nonlinearity, the proving of the Bezout identity becomes troublesome. Therefore, two sufficient conditions are derived to manage this problem with the nonlinear feedback system as well as that with the uncertain nonlinear feedback system under the definition of Lipschitz norm. A simulation of temperature control is given to demonstrate the validity of the proposed method.
文摘This paper is a case study based on the privatization of Guoguang Ceramics.It is found that,contrary to the thoughts of some scholars, corporation performance actually deteriorated,rather than improved under privatization.We analyze ownership arrangements before and after privatization and find that private ownership arrangements still have deficiencies and are not necessarily better than state ownership arrangements.The existence of private benefits of control is the essential reason why performance had been deteriorating.Private benefits of control under state ownership come from the government’s multiple objectives of corporation control,whereas the benefits with private ownership lie on resources transferred from the corporation.Ta succeed in privatizing SOEs,it is essential that legal systems be strengthened to effectively oversee private benefits of control.

文摘This paper introduces a solution to the secure requirement for digital rights management (DRM) by the way of geospacial access control named geospacial access control (GeoAC) in geospacial field. The issues of authorization for geospacial DRM are concentrated on. To geospacial DRM, one aspect is the declaration and enforcement of access rights, based on geographic aspects. To the approbation of digital geographic content, it is important to adopt online access to geodata through a special data infrastructure (SDI). This results in the interoperability requirements on three different levels: data model level, service level and access control level. The interaction between the data model and service level can be obtained by criterions of the open geospacial consortium (OGC), and the interaction of the access control level may be reached by declaring and enforcing access restrictions in GeoAC. Then an archetype enforcement based on GeoAC is elucidated. As one aspect of performing usage rights, the execution of access restrictions as an extension to a regular SDI is illuminated.
文摘Under the assumptions that investment return increases with the increase of the cash-flow rights held by the controlling stockholder, and the increase of investment return decreases the marginal profit-diverting cost. This paper designs a model to show that: below a threshold level, with the increase of the cash-flow rights held by the controlling stockholder, the profit-diverting shares will probably go up, and the Tobin's Q of a listed company maybe go down; Only after that threshold point, does the profit-diverting share become a decreasing function of the cash-flow rights held by the controlling stockholder, and hence does Tobin's Q become an increasing function of the cash-flow rights held by the controlling stockholder.
