Exploring the synergy types and optimization paths between Poverty Alleviation Effectiveness and Rural Revitalization is necessary for achieving the two centenary goals.Taking poverty alleviation counties in Hunan Pro...Exploring the synergy types and optimization paths between Poverty Alleviation Effectiveness and Rural Revitalization is necessary for achieving the two centenary goals.Taking poverty alleviation counties in Hunan Province,China as an example,our study proposed an indicator to measure the synergistic development between Poverty Alleviation Effectiveness and Rural Revitalization using the multi-index integrated evaluation method.Then,the coupling types were classified based on both the proposed indicator and regional characteristics.Besides,the corresponding optimization path for each coupling type was proposed to promote the synergistic development of Poverty Alleviation and Rural Revitalization.Results are as follows:1)Lower synergy focused on the southwestern Hunan,while low synergy is widely distributed(such as the west,southwest,northwest,and midland).Moderate synergy is in the midland,such as Huaihua and Chenzhou cities.High synergy is distributed in Yongzhou,Huaihua,Xiangxi cities,etc.Besides,only Hecheng City belongs to the higher synergy.2)This paper proposes corresponding development paths for different development characteristics and main problems from multiple perspectives of the protection system,industrial planning,and rural market.Continuously consolidate and enhance the effectiveness of Poverty Alleviation and Rural Revitalization to achieve coupled and synergistic development of the two systems.Our research results can provide theoretical support for implementing Poverty Alleviation and Rural Revitalization in Hunan Province,China.展开更多
As an essential infrastructure,the rural power grid is vital in promoting agricultural and rural carbon sequestration and improving rural energy electrification.It is necessary to carry out in-depth research on its co...As an essential infrastructure,the rural power grid is vital in promoting agricultural and rural carbon sequestration and improving rural energy electrification.It is necessary to carry out in-depth research on its comprehensive efficiency.Based on the requirements of“double carbon”and rural revitalization strategy for the rural Power Grid,this paper focuses on the modernization and low-carbon transformation of the rural Power Grid.It constructs an input-output index system for the investment efficiency of the rural Power Grid in China under the new situation.It uses the primary data of the rural Power Grid of 30 prefecture-level cities in China from 2019 to 2021 to evaluate the investment efficiency of the rural Power Grid in China through a three-stage DEA model.The empirical results show that:considering the regional differences,the comprehensive efficiency of the rural Power Grid in backward areas is significantly improved;that is,the three-stage DEA method can more objectively evaluate the comprehensive efficiency of the rural Power Grid.In the context of the continued promotion of the rural revitalization strategy,to improve the comprehensive efficiency of the rural Power Grid,it is necessary to improve the technical level of the rural Power Grid further and appropriately expand the scale of investment in the rural Power Grid.展开更多

The status, value, and demand of tea smart meteorological services have been analyzed in this article. In addition, in response to the increasing demand for meteorological services in agricultural production, we have proposed to solve problem of tea meteorological service by strengthening talent, technology, product refinement, and dissemination. We have also proposed specific measures for tea intelligent meteorology to serve agriculture, in order to provide reference for future service practices. We need to continuously improve the methods and content of meteorological services, and improve the level of meteorological services. To solve the problems of rural revitalization performance research,a quantitative model of non-oriented range-wide EBM(Epsilon-Based Measure)-GML(Global-Malmquist)based on VRS(Variable Returns to Scale)conditions incl...To solve the problems of rural revitalization performance research,a quantitative model of non-oriented range-wide EBM(Epsilon-Based Measure)-GML(Global-Malmquist)based on VRS(Variable Returns to Scale)conditions including non-desired outputs is constructed.A comprehensive spatio-temporal heterogeneity research index system of rural revitalization performance is also constructed.Taking the typical rural in Chifeng City as an example,the panel data from 2016-2020 are selected for empirical analysis,the conclusions and countermeasures are suggested as follows:1)In general,the rural revitalization performance of Chifeng City increases significantly during the five-year period,with significant spatio-temporal heterogeneity.The overall analysis shows that the overall performance value of rural revitalization in Chifeng City is 0.683 from 2016 to 2020.The highest performance value is 1 and the lowest performance value is 0.389.The performance growth rate increases year by year,with an average annual growth rate of 4.46%.2)From 2016 to 2020,the GML index of rural revitalization performance in Chifeng City is 1.174,showing an increasing trend.Based on the range of change of GML index,Chifeng City can be classified into three types:Continuous improvement,fluctuating improvement and fluctuating decline.3)Niujiayingzi,Guandongche,Zhaidamu,and Qiangangtai rural have the highest degree of technological progress.展开更多
On the basis of using entropy weight method to measure China’s education poverty alleviation and rural revitalization evaluation indicators, using the panel data of 30 provinces in China (excluding Xizang, Hong Kong,...On the basis of using entropy weight method to measure China’s education poverty alleviation and rural revitalization evaluation indicators, using the panel data of 30 provinces in China (excluding Xizang, Hong Kong, Macao and Taiwan) from 2012 to 2021, a spatial panel simultaneous equation model is constructed based on adjacency matrix, geographical distance matrix and economic geographical distance matrix deeply study the interaction mechanism and spatial spillover effects between education poverty alleviation and rural revitalization through the generalized spatial three-stage least squares method (GS3SLS). The results indicate that there is a significant spatial spillover effect and a positive spatial correlation between education poverty alleviation and rural revitalization, and there is a significant interactive effect between the two variables, while promoting each other positively. Therefore, the government should clarify the deep relationship between education poverty alleviation and rural revitalization based on the current background, and better consolidate and expand the effective connection between the achievements of education poverty alleviation and rural revitalization.展开更多

文摘With the rapid development of China’s social economy,village planning is increasingly important.Departments should fully draw up practical village plan“integrating various plans”.In the context of“rural revitalization”,how to better promote“rural revitalization”and realize the concept that“lucid waters and lush mountains are invaluable assets”is a difficult problem in front of everyone.After many years of pilot of“integrating various plans”,“five levels,three categories and four systems”have been formed,but the territorial spatial planning in the new era under the construction of ecological civilization still faces many problems and challenges.In this paper,the practical village planning of“integrating various plans”under the background of territorial spatial planning was analyzed,aiming to establish and improve a complete rural spatial system and provide an effective scheme for rural governance mechanism by analyzing and refining the key points of rural planning.
文摘Rural revitalization strategy is an important strategic layout of rural development in the new era of the CPC Central Committee,and scientific and reasonable determination of village types is an important measure to promote rural revitalization by classification.The villages of Wan’an County were selected as the research object.Firstly,the factors that have a key impact on the development of the villages were extracted and qualitatively analyzed to preliminarily screen and judge their types.Secondly,the evaluation index system of development potential of the villages was constructed to quantitatively evaluate and reasonably classify the villages.Finally,the spatial distribution characteristics and quantity of different villages were revealed,and differentiated development strategies were proposed.

文摘Based on the analysis of financial statements,the performance and problems of rural collective economic organizations in their business activities were analyzed.It is believed that rural collective economy was developing continuously in a good way,with strong debt paying ability,but the operation ability and management efficiency need to be further improved.The operation was too conservative,and the asset utilization efficiency and profitability were weak.There were many unnecessary liabilities,and they developed mainly relying on their own accumulation.Therefore,it is proposed to crack the"talent dilemma"of rural collective economic operation and management,straighten out and clarify the relationship between rural collective economic organizations and villagers self-governing organizations,correctly handle the relationship between collective accumulation and member distribution,adhere to the financial input of blood replenishment and transfusion,and make liabilities reasonable according to the management development.

文摘By deconstructing the dimensions of rural tourism and rural revitalization and constructing a coupled conceptual model,a coupled evaluation model is constructed.Yannanfei Tea Field Resort in Guangdong is taken as a research case for empirical analysis,to explore the coupled development trend of the two.The results show that①the tourism development of Guangdong Yannanfei Tea Field Resort has a good synergistic relationship with rural revitalization.The two complement and promote each other,and rural tourism has significantly promoted the development of rural revitalization.②The coupling development of tourism development and rural revitalization in Guangdong Yannanfei Tea Field Resort is divided into coupling imbalance period and coupling coordination period.The results indicate that the coordination between the two has not yet reached a level of good coordination and high-quality coordination.It is recommended that the resort should fully utilize the opportunity of rural revitalization strategy,increase investment in rural tourism,promote the transformation and upgrading of the resort,impel the integration of tea and tourism,and develop new business model of tea-tourism rural vacation.

文摘At present, there are still some problems, such as insufficient integration between universities and local industry and education, urgent need to optimize the collaborative education system, limited quality of "mass enterpreneurship and innovation" education subjects, insufficient joint efforts of relevant policies, lack of rural revitalization subjects, and imperfect rural infrastructure and public service system. In view of the above difficulties and the practical efficiency analysis of "mass enterpreneurship and innovation" education in Hubei University of Science and Technology, this paper puts forward the strategies for "mass enterpreneurship and innovation" education in local universities to promote rural revitalization from the perspective of integration between industry and education: colleges and universities should deepen the reform of the education system of integration between industry and education, and cultivate "mass enterpreneurship and innovation" talents for rural revitalization;the government and society should strengthen the construction of rural service support system and optimize the "mass enterpreneurship and innovation" environment for rural revitalization.
文摘It is imperative to prioritize the development of agriculture and rural areas and improve the efficiency of smart meteorological services for agricultural products under the strategy of rural revitalization. In this article, we take Mingshan tea, one of the characteristic industries in Sichuan Province, as an example to explore the related issues of smart meteorology serving agriculture. The status, value, and demand of tea smart meteorological services have been analyzed in this article. In addition, in response to the increasing demand for meteorological services in agricultural production, we have proposed to solve problem of tea meteorological service by strengthening talent, technology, product refinement, and dissemination. We have also proposed specific measures for tea intelligent meteorology to serve agriculture, in order to provide reference for future service practices. We need to continuously improve the methods and content of meteorological services, and improve the level of meteorological services. At the same time, utilizing smart meteorological service methods provides strong support for rural revitalization. This not only increases the income of tea farmers, but also maximizes the technical support role of meteorology in disaster prevention and reduction.

文摘Under the background of rural revitalization,high-quality professional farmers are the backbone of modern agriculture.The cultivation of high-quality professional farmers has developed rapidly and achieved particularly obvious results.The number and quality of professional farmers have been continuously improved,and the scope and level of security have been continuously improved,and remarkable achievements have been made.The significance of studying it lies in that,under the trend of developing modern agriculture,the change of psychological capital of high-quality professional farmers as the object of cultivation has an important influence on the effect of cultivation.Studying the change of psychological capital of high-quality professional farmers can better improve the enthusiasm of high-quality professional farmers and improve their sense of self-efficacy,cultivate optimism,increase resilience in the face of difficulties,and enhance hope for better development.By referring to relevant literature,the author learned the current research status of many aspects of the cultivation of high-quality professional farmers in China,and had a certain understanding of its current situation.At the same time,the cultivation of high-quality professional farmers in Shanghai is in the forefront of the whole country.The author takes the leaders of Shanghai Agricultural Cooperatives as the investigation objects,and based on the social capital theory,studies their psychological capital situation and the influence of external factors on psychological capital situation.Psychological capital emphasizes who you are and what you want to be,while social capital emphasizes who you know and focuses on networks and connections.It is hoped that this study can provide suggestions on how to effectively increase the psychological capital of high-quality professional farmers.

文摘To solve the problems of rural revitalization performance research,a quantitative model of non-oriented range-wide EBM(Epsilon-Based Measure)-GML(Global-Malmquist)based on VRS(Variable Returns to Scale)conditions including non-desired outputs is constructed.A comprehensive spatio-temporal heterogeneity research index system of rural revitalization performance is also constructed.Taking the typical rural in Chifeng City as an example,the panel data from 2016-2020 are selected for empirical analysis,the conclusions and countermeasures are suggested as follows:1)In general,the rural revitalization performance of Chifeng City increases significantly during the five-year period,with significant spatio-temporal heterogeneity.The overall analysis shows that the overall performance value of rural revitalization in Chifeng City is 0.683 from 2016 to 2020.The highest performance value is 1 and the lowest performance value is 0.389.The performance growth rate increases year by year,with an average annual growth rate of 4.46%.2)From 2016 to 2020,the GML index of rural revitalization performance in Chifeng City is 1.174,showing an increasing trend.Based on the range of change of GML index,Chifeng City can be classified into three types:Continuous improvement,fluctuating improvement and fluctuating decline.3)Niujiayingzi,Guandongche,Zhaidamu,and Qiangangtai rural have the highest degree of technological progress.
文摘On the basis of using entropy weight method to measure China’s education poverty alleviation and rural revitalization evaluation indicators, using the panel data of 30 provinces in China (excluding Xizang, Hong Kong, Macao and Taiwan) from 2012 to 2021, a spatial panel simultaneous equation model is constructed based on adjacency matrix, geographical distance matrix and economic geographical distance matrix deeply study the interaction mechanism and spatial spillover effects between education poverty alleviation and rural revitalization through the generalized spatial three-stage least squares method (GS3SLS). The results indicate that there is a significant spatial spillover effect and a positive spatial correlation between education poverty alleviation and rural revitalization, and there is a significant interactive effect between the two variables, while promoting each other positively. Therefore, the government should clarify the deep relationship between education poverty alleviation and rural revitalization based on the current background, and better consolidate and expand the effective connection between the achievements of education poverty alleviation and rural revitalization.
