As an essential infrastructure,the rural power grid is vital in promoting agricultural and rural carbon sequestration and improving rural energy electrification.It is necessary to carry out in-depth research on its co...As an essential infrastructure,the rural power grid is vital in promoting agricultural and rural carbon sequestration and improving rural energy electrification.It is necessary to carry out in-depth research on its comprehensive efficiency.Based on the requirements of“double carbon”and rural revitalization strategy for the rural Power Grid,this paper focuses on the modernization and low-carbon transformation of the rural Power Grid.It constructs an input-output index system for the investment efficiency of the rural Power Grid in China under the new situation.It uses the primary data of the rural Power Grid of 30 prefecture-level cities in China from 2019 to 2021 to evaluate the investment efficiency of the rural Power Grid in China through a three-stage DEA model.The empirical results show that:considering the regional differences,the comprehensive efficiency of the rural Power Grid in backward areas is significantly improved;that is,the three-stage DEA method can more objectively evaluate the comprehensive efficiency of the rural Power Grid.In the context of the continued promotion of the rural revitalization strategy,to improve the comprehensive efficiency of the rural Power Grid,it is necessary to improve the technical level of the rural Power Grid further and appropriately expand the scale of investment in the rural Power Grid.展开更多

In this article, we take Mingshan tea, one of the characteristic industries in Sichuan Province, as an example to explore the related issues of smart meteorology serving agriculture. The status, value, and demand of tea smart meteorological services have been analyzed in this article. In addition, in response to the increasing demand for meteorological services in agricultural production, we have proposed to solve problem of tea meteorological service by strengthening talent, technology, product refinement, and dissemination. We have also proposed specific measures for tea intelligent meteorology to serve agriculture, in order to provide reference for future service practices. We need to continuously improve the methods and content of meteorological services, and improve the level of meteorological services. At the same time, utilizing smart meteorological service methods provides strong support for rural revitalization. Both the escape from the predicament of traditional financial support in rural areas and the cultivation of new types of agricultural management entities underlie,at a micro level,the improvement of a new-type of agri...Both the escape from the predicament of traditional financial support in rural areas and the cultivation of new types of agricultural management entities underlie,at a micro level,the improvement of a new-type of agricultural management system,and offer an important guarantee for the implementation of a rural revitalization strategy.In reference to the demands of carrying out reform,activating factors,invigorating entities and stimulating markets during the implementation of this rural revitalization strategy,we are applying a financing preference theory that infers and analyzes the excessive preference for new-type agricultural management entities(family farms,specialized farmer cooperatives,specialized large family farms,and modern agricultural enterprises)regarding government subsidies(quasi-equity financing).Our analysis has identified crucial factors in the issue and predicts that government subsidies(quasi-equity financing)will crowd out financial support funding(quasi-debt financing),and we offer empirical proof obtained through statistical modeling.As our results indicate,financing costs,free cash flows,and the perceived income adequacy(PIA)of new-type agricultural management entities all have significant influence upon decision-making for debt financing by such entities.Therefore,with the concrete contents of the formulation of policies concerning the financial support for rural agricultural strategy,one not only needs to consider the further decrease of financing costs,but also should take into account both the designing of cash flow mechanism in the process of paying both principal and interest,and the improvement of bankruptcy rules for agricultural management entities to accelerate the transformation of family farms,specialized farmer cooperatives,and specialized large family farms,towards modern agricultural enterprises.Meanwhile,upgrades to the supply chains of the agriculture industry,improvements to the construction of the rural financial information system,building an accounting system that meets the requirements of the rural revitalization strategy,and giving full play to the policies for financial support,which assume an important role in activating factors and markets during the implementation of the rural revitalization strategy,are also anticipated.展开更多

It is imp...Social capital in the form of social resources or social networks is one of the most important livelihood capital of farmers, which can increase the labor productivity of poor households and increase income. It is important to explore the reasons underlying the livelihood strategy choices of farmers from the perspective of social capital under China’s rural revitalization strategy. In this study, the Liangshan Yi Autonomous Prefecture, a povertystricken mountainous area in southwestern China, was selected as the case study area, and multivariable linear regression models were constructed to analyze the influence of social capital on livelihood strategies.The results are as follows:(1) Individual social capital had a positive effect on non-agricultural livelihood strategies. On average, with a one-unit increase in individual social capital, the ratio of farmers’ nonagricultural income to total productive income(Income_Rto) increased by 0.002% and 0.062%,respectively. Collective social capital, with the Peasant Economic Cooperation Organization(PECO) as the carrier, had a negative effect on the non-agricultural livelihood strategies of farmers;on average, with a oneunit increase in PECO, Income_Rto decreased by approximately 0.053%. However, this effect was only significant in the river valley area.(2) The income differences among the different livelihood strategy types were explained by the livelihood strategy choices of farmers. As non-agricultural work can bring more benefits, the labor force exhibited one-way migration from villages to cities, resulting in a lack of the subject of rural revitalization. It is necessary to implement effective measures to highlight the role of PECO in increasing agricultural income for farmers. Finally,based on the above conclusions,policy recommendations with respect to livelihood transformation of farmers and rural sustainable development are discussed.展开更多

文摘At present,there are some problems in rural areas,such as the gradual decline of social trust,the dislocation of social norms and the disembeding of social network.As a result,the scale effect of characteristic agricultural industry is not obvious,the coordination of chain and network is low,and the willingness of farmers to participate is not strong.This article thinks that against the backdrop of the strategy of rural revitalization,we can explore the integration and development path of China's characteristic agricultural industry from three dimensions:social capital integration,chain-network synergy integration and brand value-driven integration.This paper analyzes how social capital is embedded in China's characteristic agricultural industry and form its own unique industrial brand,to give full play to the influence of brand value,and then drive the surrounding industries to form a highly integrated and symbiotic chain-network relationship,in order to improve the internal driving force of the characteristic agricultural industry.

文摘As a new way to solve the issues of agriculture,rural areas and farmers in China,the strategy of rural revitalization puts forward new requirements for the ideological and political education of farmers.However,in the present stage,the ideological and political education of Chinese farmers is often compromised in the process of rural traditional culture,and there is also pride and prejudice in the cadres for"agriculture,rural areas and farmers".For the ideological and political education of Chinese farmers,it is necessary to pay more attention to the social orientation of farmers and the value orientation contained in the construction of farmers'ideological and political construction,and reconstruct the system of Chinese farmers'ideological and political education based on this orientation and value selection.
文摘Farmland is the most basic element for farmers’survival and development,and has a social security function.The conversion of agricultural land to non-agricultural land has gradually become the primary factor in the reduction of agricultural land in various regions of China,seriously endangering China’s food security.Under the background of the rural revitalization strategy,the emergence of the conversion of agricultural land to non-agricultural land and the inevitability of its development were analyzed from both the acceleration of urbanization and the increase in land demand by using the literature research method.The importance of curbing the conversion of agricultural land to non-agricultural land to achieve the grand goal of strong agriculture,beautiful rural areas,and rich farmers was clarified,and then countermeasures and suggestions to curb the conversion of agricultural land to non-agricultural land were put forward,which is of great significance to promoting the effective implementation of China’s rural revitalization strategy.

文摘The rural revitalization strategy is one of the“seven strategies”clearly listed in the report of the 19th CPC National Congress.In order to better promote the effective implementation of rural revitalization policies,it is necessary to give full play to the cornerstone role of rural infrastructure in rural revitalization.This paper first analyzes the supervision mechanism of agriculture-related funds,and then selects the rural development data of local governments in 30 provinces,municipalities,and autonomous regions from 2013 to 2017 as samples to regress and analyze the coupling relationship between my country’s rural infrastructure construction and agriculture-related funds.The study found that my country’s rural infrastructure construction and agriculture-related funds are positively correlated,and the greater the proportion of local finance in agriculture-related funds,the stronger the impact of agriculture-related funds on rural infrastructure construction investment.Policy recommendations such as the proportion of local finances are proposed.

This has important practical significance for realizing agricultural modernization. Through selecting several typical countries,this paper analyzes and introduces the historical experience of rural revitalization. Finally,it comes up with some recommendations and implications.

文摘Social capital in the form of social resources or social networks is one of the most important livelihood capital of farmers, which can increase the labor productivity of poor households and increase income. It is important to explore the reasons underlying the livelihood strategy choices of farmers from the perspective of social capital under China’s rural revitalization strategy. In this study, the Liangshan Yi Autonomous Prefecture, a povertystricken mountainous area in southwestern China, was selected as the case study area, and multivariable linear regression models were constructed to analyze the influence of social capital on livelihood strategies.The results are as follows:(1) Individual social capital had a positive effect on non-agricultural livelihood strategies. On average, with a one-unit increase in individual social capital, the ratio of farmers’ nonagricultural income to total productive income(Income_Rto) increased by 0.002% and 0.062%,respectively. Collective social capital, with the Peasant Economic Cooperation Organization(PECO) as the carrier, had a negative effect on the non-agricultural livelihood strategies of farmers;on average, with a oneunit increase in PECO, Income_Rto decreased by approximately 0.053%. However, this effect was only significant in the river valley area.(2) The income differences among the different livelihood strategy types were explained by the livelihood strategy choices of farmers. As non-agricultural work can bring more benefits, the labor force exhibited one-way migration from villages to cities, resulting in a lack of the subject of rural revitalization. It is necessary to implement effective measures to highlight the role of PECO in increasing agricultural income for farmers. Finally,based on the above conclusions,policy recommendations with respect to livelihood transformation of farmers and rural sustainable development are discussed.

文摘Financing difficulties have always been one of the bottlenecks restricting the development of"three rural".The core to solve the difficulties is to seek financing collaterals that in line with the law and with the value able to be effectively evaluated.Besides,the law confirmation of the mortgage financing's form for Rural Land ManagementRight(RLMR)is the primary prerequisite for rural land financing.With the continuous advancement of rural revitalization strategy,the rural land reform with the main content of"three powers separation"has paid more attention to the functions of RLMR financing.Due to the lack of supply of existing laws,there are still certain legal risks in the financing of RLMR.Based on rural revitalization strategy,this paper made an in-depth analysis of the causes of financing risk of RLMR.Furthermore,we put forward some possible paths to legalize this right.

Finally, the methods and approaches of rural landscape ecological construction under the strategy of rural revitalization were studied.
文摘The pastoral complex is a product of urban-rural integrated development, an important way to build beautiful villages, and an important channel for the implementation of the rural revitalization strategy. This paper analyzed the planning and design of the pastoral complex, ranging from the planning and design ideas to the functional layout, and put forward the practical strategy of the pastoral complex planning under the rural revitalization strategy: to innovate the pastoral complex model with the construction of characteristic towns as the carrier; to achieve the goal of rural revitalization with poverty alleviation as the guide; and to enrich the pastoral complex with local culture as the reliance. In this paper, Guixi Town of Beichuan Qiang Autonomous County was selected for research to explore its unique national cultural value and ecological advantages, so as to provide perfect theories for the planning of rural towns and explore a new direction of the construction of beautiful villages.
