Spatial Disparity and Efficiency of Science and Technology Resources in China 被引量:2

In the knowledge economy era,science and technology(S&T) resources are getting more and more important in shaping regional competiveness and building regional innovation capacity.As such,the spatial distribution of S&T resources is a key to understanding regional development and disparities.By designing an input-output indicator system,this paper develops an evaluation model to examine the spatial distribution of S&T resources in China and assess their spatial efficiency.Moreover,the paper tries to explain spatial differences in the efficiency of S&T resources in China.Major findings are:1) the input and output of S&T resources in China shows a clear T-shaped spatial structure,i.e.,concentrated mainly in the coastal region and along the Changjiang(Yangtze) River;2) the efficiency of S&T resources in China displays strong spatial disparities,with the level of efficiency descending from the east to the west while high efficiency appearing in only several clusters;3) the utilization rates of S&T resources in most provinces are quite low,resulting in low efficiency of S&T resources allocation.The paper suggests that the utilization rate of S&T resources should be raised and the commercialization of S&T outputs should be enhanced to improve the efficiency of S&T resources in China. 展开更多

The study tries to reveal the situation and development trends of China's graphene research utilizing National Science and Technology Reports(NSTR) as the new data resource. Findings show a continual increase of graphene projects sponsored by the government. Most of them are from the National Basic Research Program of China and the National High-tech R&D Program,which reflects mainly aiming for breakthroughs of China's graphene research in major frontier fields and promoting industrial competitiveness. As a new material in nanometer area,the graphene research mainly focuses on nanometer research area. Besides,it has also involved more in the promising applications,such as advanced energy technology,biological and medical technology,testing and analytical instrument technology,etc. Major players are universities and research institutes,and they have collaborated a lot. Few enterprises have played an important role in the collaboration network,so China's graphene research is still mainly in the basic research step. Method of fuzzy comprehensive evaluation is used to carry out suitability evaluation on the information service system of "Agricultural Science and Technology 110" in Sichuan Province, China. Analytic hierarchy process (AHP) and expert consultation method are used to determine the evaluation index system and index weight. Suitability effect of the information service system of "Agricultural Science and Technology 110" is taken as the target layer. The five indices at criterion layer are the organizational mode of agricultural information service, the support system of agricultural information resources, the agricultural information transfer system, the capital source of agricultural information service, and the support system of agricultural information service. And the index layer includes the talent team of agent service, the interaction between the subject and object, the accuracy of agricultural information, the convenience of agricultural information transfer, the adequacy of fund, the efficiency in the use of fund, the status of information infrastructure and so on. Evaluation result shows that the information service system of "Agricultural Science and Technology 110" in Sichuan Province is suitable for the rural economic development at present. The major factors restricting the information service system are the lack of continuity, the weak infrastructure of agricultural information infrastructure, and the relatively low education level of agricultural producers. Therefore, we should further explore and improve the operation mechanism of agricultural information service, expand the capital source of agricultural information service, strengthen the construction of agricultural infrastructure, and ensure the continuous operation of information service system. 展开更多

It is important and worthwhile to discuss what kind of influence Buddhism cast on the development of science and technology in ancient China. The author does not agree with Joseph Needham’s view:“There can be little doubt that on the whole its action was powerfully inhibitory”, and the author thinks Buddhism took a positive promotion and influence on the development of science and technology in ancient China as a whole. There were four main ways of Chinese Buddhism influence on ancient science and technology:(1) The Buddhist scriptures actually contain a wealth of knowledge of science and technology;the eminent Buddhist monks introduced them into China through translation, therefore enriched contents of science and technology in ancient China.(2) Some knowledge of science and technology in ancient Indian and other districts got into China along with the spread of Buddhism.(3) Ancient Chinese Buddhists took part in science and technology practice actively at that time, and they had got a series of achievements in science and technology.(4) Being inspired and affected by Buddhist scientific knowledge, those non-Buddhist scientists had engaged in many created work in a further step, and made much contributions to development of science and technology. The doctrine of Buddhism was not a complete hindrance to the development of science and technology, and the result turned out contrary in many respects that it had promoted development of science and technology.
