The findings are as follows: Firstly, environmental factors such as marketization level, financial development, opening to the outside world, infrastructure construction, medical resources, educational resources, cultural resources and policy support have a positive impact on the agglomeration of scientific and technological talents in Zhejiang Province;Secondly, in the transmission mechanism of the influence of various environmental factors on the concentration of scientific and technological talents in Zhejiang, economic development plays an intermediary role, and the effect is obvious. Various environmental factors indirectly affect the concentration of scientific and technological talents in Zhejiang through economic development. Finally, although both the level and quality of economic development have significant effect on the total concentration of scientific and technological talents in Zhejiang, the mediating effect of economic development level is more significant. These studies are for Zhejiang Province. It provides a theoretical basis for cultivating high-end talents and realizing the agglomeration of scientific and technological innovation talents.展开更多

Clear cases of fraud, falsification by some authors, and unqualified review of papers by reviewers and editors were presented in: Analytical Methods in Quality Control of Scientific Publications, (2012) American Journal of Analytical Chemistry, Vol. 3, No. 6, pp. 443-447 DOI:10.4236/ajac.2012.36058. The place of authors, reviewers, editors, and publisher was discussed in: Editorial: Analytical Methods in Quality Control of Scientific Publications Part II: The Authors’, Reviewers’, Editors’ Responsibility, and the Publishers’ Authority, (2013) International Journal of Analytical Mass Spectrometry and Chromatography, Vol. 1, No. 2, pp. 81-89 http://dx.doi.org/10.4236/ijamsc.2013.12010, Analytical Methods in Quality Control of Scientific Publications Part III: Publishers’ Ethics and Editors’ Com- plicity, (2014) International Journal of Analytical Mass Spectrometry and Chromatography, Vol. 2, No. 3, pp. 77-102. DOI: 10.4236/ijamsc.2014.23008 and in the book Historical Overview of Chromatography and Related Techniques in Analysis of Antimalarial Drug Primaquine (Editor, Ilia Brondz) Nova Science Publishers, Inc., (2011) ISSN 978-1-61761-944-1. Here, the corrupting influence of the pharmaceutical industry as a customer and employer of pseudoresearchers and corrupt editors and even to corrupt journal publishers for publication of fraudulent information and pseudoscientific data will be discussed by identifying the authors of pseudoscientific publications, the editors who gave the green light for the fraudulent publication, and the pharmaceutical companies involved. Documentation will be given to support the accusations of fabricated fraudulent “scientific” data, and the publication of such data without sufficient revision and sufficient background for publication of papers will be illustrated by discussing the content of papers: “Determination of Quinocide as Impurityin Primaquine Tablets by Capillary Zone Electrophoresis,” Abdalla A. Elbashir et al., (2009) Biomedical Chromatography, Vol. 23, pp. 464-471, published in Wiley Interscience, “Development of a Capillary Electrophoresis Method for the Enantioselective Estimation of Primaquine in Pharmaceutical Formulations,” Abdalla A. 文摘The Yangtze River Basin’s water resource utilization efficiency(WUE)and scientific and technological innovation level(STI)are closely connected, and the comprehension of these relationships will help to improve WUE and promote local economic growth and conservation of water. This study uses 19 provinces and regions along the Yangtze River’s mainstream from 2009 to 2019 as its research objects and uses a Vector Auto Regression(VAR)model to quantitatively evaluate the spatiotemporal evolution of the coupling coordination degree(CCD)between the two subsystems of WUE and STI.The findings show that:(1)Both the WUE and STI in the Yangtze River Basin showed an upward trend during the study period, but the STI effectively lagged behind the WUE;(2)The CCD of the two subsystems generally showed an upward trend, and the CCD of each province was improved to varying degrees, but the majority of regions did not develop a high-quality coordination stage;(3)The CCD of the two systems displayed apparent positive spatial autocorrelation in the spatial correlation pattern, and there were only two types:high-high(H-H)urbanization areas and low-low(L-L)urbanization areas;(4)The STI showed no obvious response to the impact of the WUE,while the WUE responded greatly to the STI,and both of them were highly dependent on themselves.Optimizing their interaction mechanisms should be the primary focus of high-quality development in the basin of the Yangtze River in the future. These results give the government an empirical basis to enhance the WUE and promote regional sustainable development.
文摘This paper systematically studies the influencing factors and mechanism of the agglomeration of scientific and technological innovation talents in Zhejiang Province. It provides a theoretical basis for cultivating high-end talents and realizing the agglomeration of scientific and technological innovation talents.

文摘Purpose:The 5th Plenary Session of the 19th Communist Party of China(CPC)Central Committee clearly states that developing science and technology through self-reliance and self-strengthening provides the strategic underpinning for China’s development.Based on this background, this paper explores a metric model for assessing national scientific research strength through collaboration on research papers.Design/methodology/approach:We propose a novel metric model for assessing national scientific research strength, which sets two indicators, national scientific self-reliance(SR)and national academic contribution(CT),to reflect“self-reliance”and“self-strengthening”respectively.Taking the research papers in quantum technology as an example, this study analyzes the scientific research strength of various countries around the world, especially China in quantum technology.Findings:The results show that the research of quantum technology in China has always been relatively independent with fewer international collaboration papers and located in a more marginal position in cooperation networks.China’s academic contribution(CT)to global quantum technology research is increasing and has been greater than that of the United States in 2020.Combining the two indicators,CT and SR,China’s research strength in the quantum field closely follows the United States, and the United States is the most powerful with high research autonomy.Research limitations:This paper only reflects China’s scientific research strength in quantum technology from collaboration on research papers and doesn’t consider the segmentation of quantum technology and the industrial upstream and downstream aspects, which need further study.Practical implications:The model is helpful to better understand the national scientific research strength in a certain field from“self-reliance”and“self-strengthening”.ScienceOriginality/value:We propose a novel metric model to measure the national scientific research strength from the perspective of“self-reliance”and“self-strengthening”,which provides a solid basis for the assessment of the strength level of scientific research in countries/regions and institutions.
文摘In a series of papers under the common title: “Analytical Methods in Quality Control of Scientific Publications,” cases of undisputable breaches of publication ethics and breaches of acceptable rules in the publication of scientific information have been presented. 2, No. 3, pp. 77-102. 文摘The micro-morphologies and biodiversities of the epidermis of flower petals of angiosperms were reported for the first time. By manual slicing anatomy and microscopic photography technique, the micro-morphologies of the upper and lower epidermis of petals of some common ornamental flowers in Kunming were studied, and the biodiversities were discovered. 文摘From logicism to historicism, philosophers of science have put forward different standards of scientific demarcation according to their own scientific views. However, these standards encounter problems either in theory or in practice, and then fall into difficulties, thus moving towards relativism.Philosophy of scientific practice has reversed the previous image of science with scientific practice and pointed out the temporality, dynamics and locality of science. Therefore, the scientific boundary under this approach also has the above characteristics.Besides, the scientific boundary constructed by the scientific image is developmental and features temporary stability and effectiveness.Scientific demarcation is not a purely epistemological problem, but also a practical one.
