The county(city)located on the northern slope of the Kunlun Mountains is the primary area to solidify and extend the success of Xinjiang Uygur Autonomous Region,China in poverty alleviation. Its Sustainable Development Goals(SDGs)are intertwined with the concerted economic and social development of Xinjiang and the objective of achieving shared prosperity within the region. This study established a sustainable development evaluation framework by selecting 15 SDGs and 20 secondary indicators from the United Nations’SDGs.The aim of this study is to quantitatively assess the progress of SDGs at the county(city)level on the northern slope of the Kunlun Mountains. The results indicate that there are substantial variations in the scores of SDGs among the nine counties and one city located on the northern slope of the Kunlun Mountains.Notable high scores of SDGs are observed in the central and eastern regions, whereas lower scores are prevalent in the western areas. The scores of SDGs,in descending order, are as follows:62.22 for Minfeng County,54.22 for Hotan City,50.21 for Qiemo County,42.54 for Moyu County,41.56 for Ruoqiang County,41.39 for Qira County,39.86 for Lop County,38.25 for Yutian County,38.10 for Pishan County, and 36.87 for Hotan County. The performances of SDGs reveal that Hotan City,Lop County,Minfeng County, and Ruoqiang County have significant sustainable development capacity because they have three or more SDGs ranked as green color. However,Hotan County,Moyu County,Qira County, and Yutian County show the poorest performance,as they lack SDGs with green color. It is important to establish and enhance mechanisms that can ensure sustained income growth among poverty alleviation beneficiaries, sustained improvement in the capacity of rural governance, and the gradual improvement of social security system. These measures will facilitate the effective implementation of SDGs.Finally, this study offers a valuable support for governmental authorities and relevant departments in their decision-making processes. In addition, these results hold significant reference value for assessing SDGs at the county(city)level, particularly in areas characterized by low levels of economic development. 展开更多

Given the rapid development of China’s new urbanization, cities with different locations and varying functional positioning, resource endowments, and development stages have insufficient scientific and applicable technical tools for implementing the United Nations Sustainable Development Goals(SDGs).City managers and policymakers must urgently establish SDG benchmarks to diagnose city development. Moreover, successful experiences from similar cities regarding sustainable development and self-improvement must be learned from to promote diversified, sustainable development across the country.Furthermore, emerging technologies such as artificial intelligence, the Internet of Things, big data and 5G are widely used in smart cities. Therefore, there is a growing need for“knowledge-based,personalized and intelligent”technologies to support monitoring, evaluation, and decision-making processes facilitating sustainable development in cities. This paper uses standardization as the theoretical support and technical basis. This approach can help clarify the sustainable development processes in China and clarify the evaluation results of and provide data on horizontal city comparisons, which can be used to develop evaluation technology for sustainable development in cities and construct a standardized system. The results provide a standard framework for intelligent assessment and decision-making regarding cities’sustainable development capabilities in China.Evaluating major international standardization institutions reveals that the practices of Chinese national standards should be fully absorbed and integrated to guide the evaluation of smart, resilient, and low-carbon cities. To this end,an indicator library of city sustainable development is proposed to provide standard evaluation technology methods. Finally, analyzing the response relationship of the indicator library to SDGs reveals the need for a standardized knowledge map of sustainable development assessment techniques and methods from the perspective of integrated management for sustainable development in cities. 展开更多

Sustainable Development Goals (SDGs) aim to ensure environmental sustainability is enhanced focusing on the future generation. Knowledge of the SDGs becomes pivotal in biodiversity conservation thus, a gap impacts such efforts on protecting and preserving biodiversity habits difficult. Nairobi City was chosen because of her unique ecosystem that habits wildlife and urban life with great prospects of being East Africa’s business hub. With an estimated double city population by 2030, knowledge of SDGs would be useful in enhancing biodiversity conservation in unique cities like Nairobi. Thus, a gap in the knowledge of SDGs threatens the future of biodiversity unless it is mitigated. The study employed a cross-sectional design that caters to qualitative and quantitative data. Data was collected using semi-structured questionnaires and key informant interviews. Data Envelopment Analysis (DEA) model was adopted to evaluate how determinants of human perceptions, decisions, and activities related to implementing sustainable development goals impact biodiversity conservation. Results indicate that respondents’ knowledge (30.5% ± 2.01%), attitudes (30.4% ± 1.56%), and practice (26.3% ± 0.08%) on implementation of SDGs was significantly low. Further, a majority believed that lack of awareness of SDGs 87% impacts biodiversity conservation, coupled with 12% and 1%, respectively, who opined that limited SDGs knowledge sharing and corruption were barriers to biodiversity conservation. The majority of respondents believed that increased awareness of SDGs (78.2% ± 2.61%), and strengthened institutional capacity (58.7% ± 3.01%) underscores SDGs’ importance in biodiversity conservation. Knowledge of SDGs is pivotal in the enhancement of biodiversity conservation. 展开更多

In China, the Innovation Demonstration Zone for the National Sustainable Development Agenda is a key initiative for executing the United Nations(UN)2030 Agenda for Sustainable Development. The Zone also plays critical roles in addressing the developmental bottlenecks that China faces and sharing Chinese insights into global sustainable development efforts. On July 15,2022,the State Council endorsed the Zone’s establishment in Zaozhuang City,Shandong Province, where it focuses on innovation-led sustainable development in rural areas.Research into the levels, impediments, interdependencies, and evolutionary trends of rural sustainable development is crucial. Therefore, this research aimed to assist in comprehensively assessing developmental challenges and facilitating the harmonious advancement of social, economic, and environmental aspects in rural areas. In pursuit of the three fundamental dimensions of the UN’s Sustainable Development Goals(SDGs),namely development’s drivers, quality, and equity, this study was grounded in China’s national Rural Revitalization Strategy and the demands of sustainable development strategies. It also aligns with the UN 2030 Agenda for Sustainable Development and the associated SDG indicators.Focusing on four key areas, namely production elements, natural elements, social elements, and rural governance, this study developed an evaluation index system for assessing the level of rural sustainable development. It employed a range of analytical models, including the game theory-based combination empowerment method, barrier degree model, coupling degree model, coupling coordination degree model, and gray prediction GM(1,1)model,to analyze the status and evolving trends of rural sustainable development in Zaozhuang City from 2015 to 2022.The key findings were as follows:①Relative to the baseline year 2015,the sustainable development level in Zaozhuang’s rural areas has shifted toward an improved state overall.②The primary barrier to achieving rural sustainable development in Zaozhuang is the city’s rural governance system.③While the components of rural sustainable development in Zaozhuang are in the early stages of both basic and moderate coordination,an overall enhancement has occurred in their integrative coordination.④Between 2023 and 2025,the level of integrative coordination in Zaozhuang is expected to rise steadily. However, reaching a state of advanced coordination will require additional time for development. 展开更多

In response to the United Nations Sustainable Development Goals and China’s“Dual Carbon”Goals(DCGs means the goals of“Carbon Peak and carbon neutrality”),this paper from the perspective of the construction of China’s Innovation Demonstration Zones for Sustainable Development Agenda(IDZSDAs),combines carbon emission-related metrics to construct a comprehensive assessment system for Urban Sustainable Development Capacity(USDC).After obtaining USDC assessment results through the assessment system,an approach combining Least Absolute Shrinkage and Selection Operator(LASSO)regression and Random Forest(RF)based on machine learning is proposed for identifying influencing factors and characterizing key issues.Combining Coupling Coordination Degree(CCD)analysis, the study further summarizes the systemic patterns and future directions of urban sustainable development.A case study on the IDZSDAs from 2015 to 2022 reveals that:(1)the combined identification method based on machine learning and CCD models effectively quantifies influencing factors and key issues in the urban sustainable development process;(2)the correspondence between influencing factors and key subsystems identified by the LASSO-RF combination model is generally consistent with the development situations in various cities;and(3)the machine learning-based combined recognition method is scalable and dynamic. It enables decision-makers to accurately identify influencing factors and characterize key issues based on actual urban development needs. 展开更多

Achieving the Sustainable Development Goals(SDGs)requires effective national initiatives and resource allo-cation.Yet,the simultaneous attainment of all goals is hindered by constraints such as limited budgets and resources, varied national priorities, and the intricate nature of the goals. As we approach 2030 and beyond,an urgent need for an effective,data-driven prioritisation system exists to optimise what can be accomplished.A considerable knowledge gap persists in identifying the priority areas that demand concentrated attention and how their improvement would propel overall sustainability goals. To bridge this gap,our study presents a priori-tisation approach that identifies significant SDG indicators based on urgency and impact, utilising Benchmarking,Bivariate, and Network analysis.Furthermore,we introduce an innovative Impact Index(IMIN)to assess an indi-cator’s extensive effect on the SDG network. This system carries significant international relevance by establishing a robust framework to identify key, potent, and interconnected indicators. It supports decision-makers worldwide in comprehending their nation’s SDG performance and promotes efficient resource allocation. In the specific con-text of Australia, our analysis spotlights several impactful, yet underperforming SDG indicators. These include the protection of Freshwater,Terrestrial, and Mountain Key Biodiversity Areas(KBAs),the share of renewable energy and energy intensity level of primary energy, targeted research and development, gender equality in national parliaments, and carbon-efficient manufacturing, amongst others. 展开更多

To monitor the progress of sustainable development, the United Nations launched Sustainable Development Goals(SDGs) in 2015. Subsequently, nations of the world have drawn up a list of localized indicators regarding the United Nations SDGs as a paradigm. We established a database including SDGs indicator systems of 11 economies by collecting and determining a large number of materials. Based on this database, we analyzed SDGs indicators by designing a conceptual framework of comparative analysis that included three views. We found that the SDGs indicator systems of 11 economies are different between the number of indicators, the proportion of different categories, and the connotation of indicators. Although the SDGs indicator systems among economies regarded the United Nations SDGs as a framework and included the major social problems related to sustainability, the inconsistency between SDGs indicator systems is large. It is a major reason why scholars lack the systematic method for developing indicators. There are challenges faced in data accessibility. The framework for comparative analysis could be applied to different economies. 展开更多

In 2018,a total of US$166 billion global economic losses and a new high of 55.3 Gt of CO_(2)equivalent emission were generated by 831 climate-related extreme events. As the world’s largest CO_(2)emitter,we reported China’s recent progresses and pitfalls in climate actions to achieve climate mitigation targets(i.e.,limit warming to 1.5-2°C above the pre-industrial level). We first summarized China’s integrated actions(2015 onwards)that benefit both climate change mitigation and Sustainable Development Goals(SDGs).These projects include re-structuring organizations, establishing working goals and actions, amending laws and regulations at national level,as well as increasing social awareness at community level. We then pointed out the shortcomings in different regions and sectors.Based on these analyses,we proposed five recommendations to help China improving its climate policy strategies, which include:1)restructuring the economy to balance short-term and long-term conflicts;2)developing circular economy with recycling mechanism and infrastructure;3)building up unified national standards and more accurate indicators;4)completing market mechanism for green economy and encouraging green consumption;and 5)enhancing technology innovations and local incentives via bottom-up actions. 展开更多

Sustainability is a concept for achieving integration and balance in development to preserve and use resources properly by providing new solutions to overcome structural, social and economic misconceptions to prevent further degradation and waste of natural resources and create a better future for human societies.Sustainable development can be defined as a strategy for the correct use of resources,by modifying and redefining consumption patterns and avoiding one-sided development approaches. Therefore, sustainable development is defined as a long-term and unlimited solution for aligning different concepts(social, economic, and environmental),seemingly independent but related and influencing each other. This paper examines the challenges and capacities of the Oman Maritime Community and Maritime Energy Management's role in terms of sustainable development. To analyze this issue, the role of key players in Oman's maritime industry, such as the Oman Fisheries Company and the Oman Shipping Company, has been studied with the five main indicators of sustainable development goals, including people, the planet, peace, welfare, and partnership. 展开更多

Sustainable development is the central theme of modern global development. With the arrival of the urban era,the vulnerability and instability of rural areas have significantly increased, and rural sustainable development faces serious challenges. To address these issues, the study took the Zaozhuang Innovation Demonstration Zone in China under the National Sustainable Development Agenda as a case, combined with economic, social and land use data during 2016-2020,and applied Granger causality test method to explore the theoretical and practical pathways of“innovation-driven rural sustainable development”.The results showed that rural sustainable development and economic sustainability displayed a trend of synergistic change, with“explosive”growth from 2018 to 2020.The social sustainability steadily increased from 2016 to 2020.Ecological and spatial sustainability continuously declined during the study period. Moreover, the rural innovation capacity of the Zaozhuang Innovation Demonstration Zone displayed rapid growth during 2016-2020.Although the rural innovation capacity of the Zaozhuang Innovation Demonstration Zone has rapidly improved,it has a weak driving effect on rural sustainable development and economic sustainability. There are two primary challenges that must be overcome to ensure the rural sustainable development of the Zaozhuang Innovation Demonstration Zone. The first challenge is the imbalance among the multi-dimensional relationships in the process of rural sustainable development, and the second challenge is the weakening of rural innovation capacity to drive rural sustainable development. To overcome these challenges, this study proposed a systematic pathway for rural sustainable development in the Zaozhuang Innovation Demonstration Zone from multidimensions, such as policy actions, technologies, projects, and institutional guarantees, and formed a universal and representative“Zaozhuang model”.This study expands the theoretical foundation of rural sustainable development and provides theoretical and practical support for innovation-driven rural sustainable development. 展开更多

The implementation of strategies to achieve the Sustainable Development Goals(SDGs)is frequently hindered by potential trade-offs between priorities for either environmental protection or human well-being.However,ecosystem services(ES)-based solutions can offer possible co-benefits for SDGs implementation that are often overlooked or underexploited. In this study,we cover this gap and investigate how experts from different countries value the SDGs and relate them with ES.A total of 66 countries participated to the survey, and answers were grouped into three macro-regions:Asia;Europe,North America, and Oceania(ENO);Latin America,Caribbean and Africa(LA).Results show that the most prioritized SDGs in the three macro-regions are usually those related to essential material needs and environmental conditions, such as SDG2(Zero Hunger),SDG1(No Poverty),and SDG6(Clean Water). At a global scale, the number of prioritized synergies between SDGs and ES largely exceeded trade-offs.The highest amount of synergies was observed for SDG1(No Poverty),mainly with SDG2,SDG3(Good Health),SDG5(Gender Equality),and SDG8(Economic Growth).Other major synergies among SDGs include SDG14-15(Life below water-Life on land),SDG5-10(Gender Equity-Reduced Inequality),and SDG1-2(No poverty-Zero Hunger). At a global scale,SDG15,SDG13,SDG14,and SDG6 were closely related to ES like climate regulation, freshwater, food, water purification, biodiversity, and education.SDG11(Sustainable Cities)and SDG3 were also relevant in Asia and in LA,respectively.Overall, this study shows the potential to couple future policies that can implement SDGs’strategies while adopting ES-based solutions in different regions of the world. 展开更多

Urbanization and Sustainable Development Goals(SDGs)are important global issues in the current“Anthropocene”.Climate change and the COVID-19 pandemic have exacerbated global urban problems and hindered the ability to meet SDGs on time, while the broad interlinkages between urbanization and the SDGs remain poorly understood. This study shows that among the interlinkages of urbanization with 17 SDGs,synergies are observed with 151 targets(89%),among which 67(40%)have stronger synergies, and trade-offs are observed with 66 targets(39%),among which 31(18%)have stronger trade-offs.Furthermore,the synergies and trade-offs between urbanization and the achievement of SDGs are specifically analyzed based on four fundamental interaction fields:(a)public health and social welfare equality;(b)energy consumption and economic growth;(c)natural resource use and ecological/environmental impacts;and(d)international cooperation for development. Finally, based on these analyses,we propose four recommendations for sustainable urbanization, including(a)shared well-being and spatial justice for urban and rural residents;(b)guiding green and low-carbon urban development;(c)building resilient cities;and(d)promoting multilateral cooperation in cities, which can contribute to the achievement of SDGs by 2030. 展开更多

The COVID-19 pandemic has stalled and rolled back progress on Sustainable Development Goals(SDGs).Ecosys-tem services(ESs),defined as the contributions of ecosystems to human well-being,underpin the achievement of SDGs.To promote SDG achievement in post-pandemic era,we teased out the links between ESs and SDGs while examining the impact of COVID-19.We found that ESs benefited all SDGs,yet man-made pressures led to degra-dation of ecosystems and their services. There is broad consensus that the virus lurks in degraded ecosystems and generates spillover due to human interference. The pandemic and global lockdown/restriction disrupted the flow of ESs and altered human ESs demand, threatening the efforts for the SDGs.We suggested:1)to study the association and traceability of ESs-SDGs under the pandemic;2)to prioritize pressing issues such as health care, livelihood, and resource security and in the long run,we should promote human-nature harmony to achieve the SDGs;and 3)to enhance ESs and to promote the SDGs through local community efforts,ESs accounting, and ecosystem restoration. This paper provides insights into the importance of ESs to the SDGs and the ways to integrate ESs into socio-economic development to promote the SDG achievement after the pandemic. 展开更多

Multiple ecological and socioeconomic problems have occurred worldwide, raising the awareness of sustainability. This study aims to examine the impact of taxes on Sustainable Development Goals(SDGs)in the context of Organization for Economic Co-operation and Development(OECD)countries. This research used effective average tax(EAT),tax on personal income(TPI),tax on corporate profits(TCP),and tax on goods and services(TGS)as the variables of taxes, and employed secondary data from 38 OECD countries covering 2000–2021.The study also used Breusch-Pagan Lagrange Multiplier(LM),Pesaran Scaled LM,Bias-Corrected Scaled LM,and Pesaran Cross-sectional dependence(CSD)tests to analyze the existence of crosssectional dependency. Then,we established the stationarity of variables through second-generation panel unit root tests(Cross-sectional Augmented Dickey-Fuller(CADF)and Cross-sectional Im,Pesaran, and Shin(CIPS)),and confirmed the long-run cointegration of the variables by using secondgeneration panel cointegration test(Westerlund cointegration test). The results showed that EAT,TPI,TCP,and TGS are positively associated with SDGs.However, the change in TPI has a smaller effect on SDGs than the change in EAT or TCP or TGS.The result of panel causality indicated that EAT,TPI,and TGS have a unidirectional causal relationship with SDGs.The study also found that TCP has a bi-directional causal relationship with SDGs.Moreover, the finding indicated that the OECD countries need to focus on tax policies to achieve the 2030 Agenda for Sustainable Development. This study is based on the theory of optimal taxation(TOT),which suggests that tax systems should be designed to maximize social welfare. Finally,we suggests the importance of taking a comprehensive approach for the managers and policy-makers when analyzing the impact of taxes on SDGs. 展开更多

Apart from the loss of life, the present conflicthas tremendous impacts on the environment, economy, and society. The conflict provoked a ripple of events withimplications at the global level, especially in energy and food. The escalation of this conflict is imposing severethreats to achieving the United Nations (UN) Sustainable Development Goals (SDGs) not only to the countries di-rectly involved in the conflict but also to other countries, especially the developing ones that are more vulnerableto the economic crisis. In this editorial, we assessed the impacts of the Russian-Ukrainian conflict on BiophysicalSDGs, Social SDGs, Economic SDGs and Partnership for the Goals SDG that consider all the previous dimensions. The Russian-Ukrainian conflict’s impact on the SDGs is variable. Biodiversity SDGs are mainly affected at theregional level (Russia, Ukraine, surrounding and European Union countries). Society SDGs are affected at local(e.g., SDG3 good health and wellbeing;SDG4 quality education) and global (e.g., SDG2 zero hunger) levels. Fi-nally, the Russian-Ukrainian armed conflict has world-level implications for the economic SDGs. Nevertheless, the ongoing conflict’s impacts are not entirely understood, and several uncertainties exist. Peace is needed toachieve the UN’s SDGs in 2030. 展开更多

After the United Nations Agenda 2030 was officially launched in September 2015,governments around the world have taken actions to implement the ambitious plan. This paper summarizes the actions and policies taken in China for promoting the implementation of the UN’2030 Agenda for Sustainable Development, with emphasis on promoting the development of demonstration zones for delivery of the Sustainable Development Goals(SDGs).The Chinese government has taken two types of measures. One is to formulate a series of national plans and strategies and the other is to construct pilot and demonstration zones. Two approaches were presented to optimize the selection criteria for demonstration zones:a problem-based approach;and a major function-based approach. Both provided priority regions and major themes for selection and construction of demonstration zones.Suggestions for promoting the development of demonstration zones include:(1)building a monitoring system for the implementation of SDGs in each demonstration zone and establishing an open online platform to track the progress;(2)forming an effective stakeholder participation mechanism. The experiences in constructing innovation-driven demonstration zones are insightful for other countries to take practical actions in the delivery of SDGs. 展开更多

In order to further ensure that the 2030 Agenda for Sustainable Development is to be implemented and the action measures of all countries are consistent, the United Nations has put forward a set of indicators to monitor and evaluate the progress of global sustainable development. This set of evaluation indicators is aimed for global and regional progress. An important feature of the evaluation indicators is that they are internationally comparable, but due to the large differences in the levels of sustainable development among countries, this framework of evaluation indicators has a disadvantage that it does not apply to tracking the progress of sustainable development at the national level. This paper focuses on the analysis of specific issues in the application of the global sustainable development indicators framework to meet the goals and targets of the UN and builds a system of evaluation indicators to assess the progress of sustainable development at the national level in China, and offers a perspective to assess China’s progress as well. 展开更多

The development of agro-industrial complex is important for ensuring national food security and national health. The development of rural areas is subject to the development of agriculture and local infrastructure,as well as the availability of various services. This study selected 15 indicators in 2021 to analyze the employment and development levels in rural areas of 71 regions of the Russian Federation using the analytical grouping method. The results indicated that 20 regions(Group 1)had the highest percentage of rural population(33.10%).The percentage of population engaged in agriculture had the highest value(12.40%)in 31 regions(Group 2).Moreover,20 regions(Group 3)had the highest investments in fixed assets at the expense of municipal budget(11.80 USD/person).Increasing the investments in fixed assets carried out from the budget of the municipality can improve the employment level in rural areas. Then,we used cluster analysis to divide 14 regions of the Volga Federal District in the Russian Federation into 3 clusters.Cluster 1 covered Kirov Region and Republic of Mari El;Cluster 2 included Ulyanovsk Region,Saratov Region,Nizhny Novgorod Region,Perm Territory,Orenburg Region,Chuvash Region, and Republic of Mordovia;and Cluster 3 contained Republic of Tatarstan,Samara Region,Udmurtian Republic,Penza Region, and Republic of Bashkortostan. Results indicated that the 2 regions of Cluster 1 need to increase the availability of resources and natural gas and improve the investment attractiveness of rural areas. The 7 regions of Cluster 2 needed to develop infrastructure, public services, and agricultural production. We found the highest employment level in rural areas, the largest investments in fixed assets at the expense of municipal budget, the largest residential building area per 10,000 persons, and the largest individual residential building area in the 5 regions of Cluster 3.This study makes it possible to draw up a comprehensive regional development program and proves the need for the development of rural areas, which is especially important for the sustainable development of the Russian Federation. 展开更多
