The Regulations, the first local legislation of its kind ever adopted by a Chinese province, immediately followed exposure of some shocking cases in which hundreds of migrant workers from poverty-stricken rural areas, including junior and mentally retarded citizens, were held in virtual slavery at illegally-run brickworks in the province.In the current Chinese terminology, "migrant workers" refer to rural laborers who are seeking a better life by taking permanent or temporary jobs in cities.
