Inclusive education is the mainstream of developing education for persons with disabilities worldwide.It advocates the recognition and protection of the right of persons with disabilities to receive inclusive educatio...Inclusive education is the mainstream of developing education for persons with disabilities worldwide.It advocates the recognition and protection of the right of persons with disabilities to receive inclusive education in mainstream schools.From the perspective of inclusive education,the educational assistance system for persons with disabilities represents a theoretical innovation in traditional educational support methods,playing a crucial role in integrating persons with disabilities into society,reversing their disadvantaged status,and maintaining educational equity.At present,China's legal system for inclusive education assistance for persons with disabilities needs improvement,and faces several obstacles,including conceptual“limited capacity”,“monotonous”subjects,“crowding-out”obstacles and supervision“absence”obstacles.It is urgent to begin with the transformation of the rule of law concept,clarify the legal positioning of multiple responsibility subjects,achieve mutual reinforcement of education law and education aid legislation,establish a supervision system for inclusive education assistance,and improve the legal framework for educational assistance for persons with disabilities.This will ensure that persons with disabilities can successfully realize their right to education,share in the benefits of social development,and ultimately contribute to achieving common prosperity.展开更多
Magnetically coupled resonant technology is a novel method for solving the breakpoint locating of power grounding grid.But the method can only detect breakpoints of a single mesh grounding grid at present.In this pape...Magnetically coupled resonant technology is a novel method for solving the breakpoint locating of power grounding grid.But the method can only detect breakpoints of a single mesh grounding grid at present.In this paper,a magnetically coupled resonant detection method for four-hole grounding grid breakpoint is proposed.Firstly,the equivalent circuit model of the four mesh grounding grid with two types of breakpoints,namely edge branch and intermediate branch,is established.The input impedance and phase angle of the system are obtained by analyzing the equivalent capacitance and equivalent resistance in the model.Secondly,the magnetically coupled resonant physical process of grounding grid faults is solved via HFSS software.The magnetic field intensity and phase frequency characteristic curves of four mesh holes with different branches and positions of breakpoints and different corrosion degrees are studied,and an experimental system is built to verify the feasibility.The results show that under the condition of grounding grid buried depth of 0.5 m and input frequency of 1~15MHz,and there is an inverse relationship between equivalent capacitance and distortion frequency,the phase angle is positively correlated with the degree of corrosion of grounding grid,and the error of signal distortion frequency can be positioned at 5%.This paper provides some ideas for the application of magnetic coupling grounding grid detection technology.展开更多
Aiming at solving problems of low efficiency,low cable capacity in current 300m open-pit mine cable winding truck,a 900 m cable winding plan was proposed.In this paper,the mechanism of the thermal effect of the cable ...Aiming at solving problems of low efficiency,low cable capacity in current 300m open-pit mine cable winding truck,a 900 m cable winding plan was proposed.In this paper,the mechanism of the thermal effect of the cable was described,and a two-dimensional axisymmetric electromagnetic-fluid-temperature multiphysics coupling model of the cable reel was established regarding the 900m cable reel as independent system.Considering the structure of the drum,the number of cable winding layers,the factors of heat conduction,heat radiation and convective heat transfer in the actual working process,the steady state analysis of the multi-physical field coupling was carried out.The sum of the losses of each part of the cable was obtained through the calculation of electromagnetic field,which was used as a heat source to calculate and analyze the temperature distribution of different layers of cable winding,as well as the temperature distribution and heat dissipation characteristics of different structures of the drum.The results show that three layers of cable winding is the best design.The lowest temperature of closed cylindrical drum is 70℃after heat dissipation,which has obvious advantages compared with the lowest temperature of 85℃after heat dissipation of squirrel-cage cylindrical drum.The results provide a reliable theoretical basis for the research and development of a new type of mine cable winding truck with 900 m cable capacity.展开更多

Article No. 127 thereof does not clarify ...In the process of formulating the General Provisions of the Civil Law of P. R. China, the attribute of virtual property rights has changed from real rights to non-real rights. Article No. 127 thereof does not clarify the nature of virtual property rights after all, and the place where virtual property is put in the "Civil Rights" chapter of General Provisions of the Civil Law makes the concept even more complex and confusing. The "relationships paradigm" protection of virtual property does not have a definite classification criterion, nor stands opposite to the "rights paradigm." There are two different ways to justify the "theory of virtual property as a real right" under the "rights paradigm" protection, namely, essentialism and consequentialism. The former resulted from utilizing features in a demonstration and identifying disposal rights with real rights, while the latter resulted from adherence to the dichotomy system of property rights comprising real rights and creditor's rights. From the perspective of larceny in Criminal Law and virtual property insurance in The Social Insurance Law, the attribute of virtual property rights is irrelevant to creditor's rights. The attribute of virtual property rights shall be defined as virtual property rights so that it can be included in the system of civil rights. The uniqueness of virtual property is enough to become an object of emerging civil rights; intangible property rights as a superordinate theoretical concept cannot reflect the essence of virtual property rights. Based on provincial panel data of water footprint and grey water footprint, and with the help of data envelopment analysis model considering and without considering the unde- sirable output, this paper estimates the w...Based on provincial panel data of water footprint and grey water footprint, and with the help of data envelopment analysis model considering and without considering the unde- sirable output, this paper estimates the water resources utilization efficiency in China from 1997 to 2011. The spatial weighting matrix based on economy-spatial distance function is established to discuss spatial autocorrelation of water resources utilization efficiency. With the help of absolute/3-convergence model, this paper concludes that there exists/%convergence in the water resources utilization efficiency. Under the conditions of considering and without considering the undesirable output, it takes about 52.6 and 5.6 years respectively to achieve the extent of half of convergence. By mean of the spatial Durbin econometric model, this paper studies spatial spillover effects of the provincial water resources utilization efficiency in China. The results are as follows. 1) With considering and without considering the undesir- able output, there is significant spatial correlation in provincial water resource efficiency in China. 2) Under the two cases, the spatial autoregressive coefficients (p) are 0.278 and 0.507 respectively, at 1% significance level. There exist the spatial spillover effects of provin- cial water resources utilization efficiency. 3) With considering the undesirable output, these factors of the education funds, the transportation infrastructure, and the industrial and agri- cultural water consumption proportion have positive impacts. These factors of foreign direct investment, the industry value-added water consumption per ten thousand yuan, per capita water consumption, and the total precipitation have negative impacts. 4) Without considering the undesirable output, the factor of GDP per laborer has a greater positive significant influ- ence on the water resources utilization efficiency. However the facts of industry value-added water consumption in ten thousand yuan and the transportation infrastructure have no sig- nificant influence. 5) Regardless of undesirable output of water resources utilization efficiency the assessment of the present real water resources utilization in China will be distorted and policy-making will be misled.
